CANVASS OF VOTES CANEY CITY ELECTION:
The Canvass of Votes for the Caney City Election held April 1, 2008, was conducted by the Board of County Commissioners at 9:05 AM. There being no change in the result of the election, the canvass was concluded at 9:10 AM. Those in attendance were: Board of County Commissioners, County Clerk, Deputy County Clerk and media.

COMPUTER DEPARTMENT JOB DESCRIPTION:
Ken Collins, Computer Department Director presented the job description for a new hire in the Computer Department. The following action was taken to adopt the job description as presented and be made a part of the Computer Department Staff at a starting salary of $12.00 per hour:
ACTION: A motion was made by Commissioner Tucker to adopt the job description as presented as a part of the Computer Department Staff at a beginning salary of $12.00 per hour. The motion was seconded by Commissioner Fowler.

Mr. Collins advised the Board the Orion System has a two (2) battery backup and one has failed. The battery pack and shipping will be $349.00 per battery plus the shipping. The Board approved the purchase of two (2) battery packs to be paid from the General Operating Fund. Disposal of the old batteries was discussed and prices being paid will be obtained from Commercial Metals.
PUBLIC HEARING KANSAS AVIATION:
Dennis Pruitt representing Montgomery County Action Council and Toby Lavine appeared before the Board to request a public hearing be set for the purpose of obtaining a property tax exemption for equipment purchased by Kansas Aviation, Independence, Kansas. The following action was taken:
ACTION: A motion was made by Commissioner Lewark-Wood to approve and set a Public Hearing date of April 21, 2008 at 9:15 AM for a property tax exemption pursuant to Article 11, Section 13 of the Kansas Constitution for equipment to be used by Kansas Aviation at 401 Freedom Drive, Independence, Municipal Airport, Independence, Kansas. Motion was seconded by Commissioner Tucker.

EXECUTIVE SESSION COMMISSIONER TUCKER:
ACTION: A motion was made by Commissioner Tucker to recess to Executive Session at 9:50 AM to return at 10:00 AM with Jim Miller present to discuss non-elected personnel. Motion was seconded by Commissioner Lewark-Wood.

PUBLIC WORKS:
Mr. Robert Bever, Public Works Coordinator, met with the Board for bid openings on four (4) 10 flex wing mowers and Bare Ground Chemicals. He also presented the weekly written report. Bids were as follows:
10 Flex Wing Mowers (4)
Shepard Truck and Tractor, Independence, Kansas $8,900 each (Total of $35,600)
ACTION: A motion was made by Commissioner Tucker to approve the purchase of four (4) 10 flex wing mowers at a cost of $8,900.00 each for a total cost of $35,600 to be debited from the Special Equipment Fund. Motion was seconded by Commissioner Fowler.

Debit Noxious Weed Department. Motion was seconded by Commissioner Lewark-Wood.

The weekly written report was presented and the following items were discussed: Rock Report for March, 2008; Scheduling of 2008 County Auction for Saturday, May 17, 2008; Copy of letter sent to Westfall Brothers LLC regarding entrance off of County Road 5800 between County Road 1100 and 1300; Balance sheet for Road and Bridge for the month of March 2008; Major Bridge Replacement Status; April 28th the Department will go to 10 hour days; and Household Hazardous Waste will be in Coffeyville on April 26th.
No action was required from the discussion.

COUNTY HEALTH DEPARTMENT REQUEST FOR BIDS FOR LAPTOP COMPUTERS:
Ruth Bardwell, Montgomery County Health Department Administrator, presented information on Health Reform Legislative Forum on April 22nd from 4:00 PM to 5:30 PM in the Veterans Room. She invited the Board to attend and speak at the forum. They agreed they would like to attend but would not be speaking.
Ms. Bardwell requested approval to receive bids for laptop computers to be paid from the bio-terrorism funds. The request was approved by the Board.

OTHER COUNTY BUSINESS:
ACTION: A motion was made by Commissioner Tucker to cancel the County Treasurers outstanding checks for three years or more and never presented for payment with the amount of $5,675.31 being the sum total of the checks, to be credited to the General Fund. Motion was seconded by Commissioner Fowler.
