The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER: Commissioner Lewark-Wood.

ACTION: A motion was made by Commissioner Fowler to approve the agenda as amended. The motion was seconded by Commissioner Tucker.

APPROVAL OF PAYMENT OF INVOICES:
ACTION: A motion was made by Commissioner Lewark-Wood to approve invoices in the amount of $2,345.00 and $228,881.34 as presented by the County Clerk’s office. The motion was seconded by Commissioner Fowler.

ACTION: A motion was made by Commissioner Tucker to approve the minutes of October 29, 2007 as presented by the County Clerk. The motion was seconded by Commissioner Fowler.

EXECUTIVE SESSION:
An Executive Session was requested by Commissioner Tucker.
ACTION: A motion was made by Commissioner Lewark-Wood to recess to Executive Session at 9:09 AM and return at 9:19 AM to discuss non-elected personnel with the Board present. Motion was seconded by Commissioner Fowler.

Returned to session at 9:19 AM with no action taken and no decisions made.
HARLEY SCHLOTTERBECK – FEDERAL COMPLIANCE OFFICER DISCUSSION:
Harley Schlotterbeck, County Auditor met with the Board and discussed the need for a Federal Compliance Officer in Montgomery County to monitor the Federal Grants and Federal money received by the county. Mr. Laverne Strecker was suggested and will be contacted and meet with Mr. Schlotterbeck to discuss the function of the officer.

PUBLIC WORKS:
Executive Session:
ACTION: A motion was made by Commissioner Tucker to recess to Executive Session at 10:03 AM to return at 10:08 AM to discuss non-elected personnel with Robert Bever present. Motion was seconded by Commissioner Fowler.

Returned to session at 10:08 AM with no action taken and no decisions made.
Mr. Robert Bever, Public Works Coordinator presented the weekly written report and reported on the property wanted by Beachner’s. The property is not owned by the County so nothing further will be done. It will be between Beachner’s and the State of Kansas.
Items in the report discussed were as follows: Rock Report for October; Balance Sheet for Road and Bridge; Requested seeking bids for carpet replacement in the Zoning Department, Court Services and Emergency Preparedness at an estimated cost of $5,600.00; Letter of interest for Construction Bridge Design on Bridge 1211; Discussed the sewer plant road at Coffeyville in Parker Township. Mr. David McMillen would share in the cost in cleaning and ditch work at an approximate cost to the county of $800.00; Bridge on CR 2500 close to the Wilson County line seems to have been damaged by a combine going over the bridge and crushing concrete and steel beams. The bridge will have to be replaced; Kansas Works has two teams to work with Public Works for six months. If this proves satisfactory, Mr. Bever will request a third team; Repoted WATCO has two crossings fixed and Sycamore is still on the list; 5-day work week will begin this week; and Public Works will soon be finished with the State looking at roads.

HUMAN RESOURCES – EXECUTIVE SESSION:
Liz Schwatken, Human Resources Director, requested an Executive Session for non-elected personnel.
ACTION: A motion was made by Commissioner Fowler to recess to Executive Session at 10:37 AM to return at 10:47 AM to discuss non-elected personnel with Liz Schwatken present. Motion was seconded by Commissioner Lewark-Wood.

Returned to session at 10:47 AM with no action taken and no decisions made.
Holiday Vouchers and the Employee’s Christmas Dinner was discussed. Since the retirement of Betty Hann and the basement of the Judicial Building being used by Emergency Preparedness for the flood work being done, it was decided not to have the Christmas Dinner as usual. It was further discussed the possibility of increasing the food voucher given to each of the employee’s. Commissioner Tucker asked Ms. Schwatken to figure the cost of the dinner and return to the information to the Board in order to decide how much each voucher could be increased. No decision on the amount was made at this time.

Mr. Miller reported on the following:
§ 911 project and the addressing system. He stated it is a very complicated issue.
§ ID Badges for employees
§ Flood Plain Management appeals (at the present time there are 2 appeals)
§ Advised he will be attending a Hazmat Symposium November 16th and 17th in Overland Park.
ACTION: A motion was made by Commissioner Lewark-Wood to approve the purchase of a motor from O’Reilly’s Auto Supply, Independence in the amount of $3,000.00 for the Sheriff’s Department from the VIN Fund with the VIN Fund to be reimbursed from the County General Operating Fund after January 1, 2008. Motion was seconded by Commissioner Fowler.
