The Board of County Commissioners, two members and the County Clerk present, met in regular session at 9:00 AM.  Commissioner Tucker was absent.

CALL TO ORDER:  Commissioner Lewark-Wood.

INVOCATION:  Commissioner Fowler.

PLEDGE OF ALLEGIANCE:  Commissioner Lewark-Wood.

AGENDA APPROVAL:

 

ACTION A motion was made by Commissioner Fowler to approve the agenda as amended.  The motion was seconded by Commissioner Lewark-Wood.

     ROLL CALL VOTE – Commissioner Lewark-Wood - Yes

                                                   Commissioner Tucker - Absent

                                                   Commissioner Fowler – Yes

APPROVAL OF PAYMENT OF INVOICES:

 

ACTION:  A motion was made by Commissioner Lewark-Wood to approve invoices in the amount of ­$24,290.51 and $128.79 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Fowler.

APPROVAL OF MINUTES:

 

ACTIONA motion was made by Commissioner Lewark-Wood to approve the minutes of­­­­­­­ October 22, 2007 as presented by the County Clerk.  The motion was seconded by  Commissioner Fowler.

CANVASS OF VOTES – DEARING CITY SPECIAL ELECTION:

 

The Board of County Commissioners served as  the Board of Canvassers for the Dearing City Special Election held October 23, 2007. 

 

During the canvass proceedings the Board found no change to the results of the election.

COMPUTER DEPARTMENT – ANNUAL MAINTENANCE OF 400:

 

Ken Collins, Computer Director, presented the request to continue the maintenance of the AS 400 computer equipment.  Continuance of the maintenance agreement was approved by the Board.

COUNTY TREASURER – EXECUTIVE SESSION:

 

County Treasurer Nancy Clubine requested an Executive Session for non-elected personnel. 

 

ACTION:  A motion was made by Commissioner Lewark-Wood to recess to Executive Session at 9:37 AM to return at 9:47 AM with the County Treasurer present to discuss non-elected personnel.  Motion was seconded by Commissioner Fowler.

    ROLL CALL VOTE – Commissioner Lewark-Wood - Yes

                                                   Commissioner Tucker - Absent

                                                   Commissioner Fowler – Yes

 

Returned to session at 9:45 AM with no action taken and no decisions made.

 

Discussion:

 

Ms. Clubine requested two (2) employees be promoted and one new hire in the County Treasurer’s Office.  The promotions would be one employee from a Clerk II to a Clerk III and one employee from a Clerk 1/Bookkeeper I to a Bookkeeper II.  The employee status changes requested by the County Treasurer were approved by the Board.

PUBLIC WORKS:

 

Mr. Robert Bever, Public Works Coordinator and Larry Wright, CPA, met with the Board.  Information was presented on the no-fund warrants to be requested from the State.  The Board agreed with Mr. Wright the County Clerk should and will represent the county to provide budget information to the State Board at the hearing in Topeka.  Mr. Bever will attend the meeting with the County Clerk.  All documents prepared by Gilmore and Bell were signed by the Board following the action taken by the Board:

 

ACTION:  A motion was made by Commissioner Lewark-Wood regarding the intent of Montgomery County to issue and deliver $2,888,500 principal amount of no-fund warrants and approving payment of amounts representing costs of repairs and remediation of weather-related damage to public improvements and property located in the county.  Motion was seconded by Commissioner Fowler.

SHERIFF:

 

Sheriff Stan Veach met with the Board to discuss the following:

  1. Problems with no hot water in the jail cells.  Bill Warren is checking out the problem
  2. The motor is out of Ron Wade’s patrol car, a 2003 Crown Victoria.  They can buy a new motor for $3,000 at O’Reilly’s which is a small amount more than a used motor.  The motor will be installed at the Sheriff’s department.

OTHER COUNTY BUSINESS:

  1. Discussed problems with buy-outs in the County in the flooded area.
  2. Acknowledged letter from Kansas Department of Health and Environment regarding the Kansas All-Hazards Public Health Preparedness Program through a contractual agreement with the Kansas Department of Health and Environment and the County Health Department.
