The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER:  Commissioner Lewark-Wood.

ACTION A motion was made by Commissioner Lewark-Wood to approve the agenda as amended.  The motion was seconded by Commissioner Tucker.

APPROVAL OF PAYMENT OF INVOICES:

 

ACTION:  A motion was made by Commissioner Lewark-Wood to approve invoices in the amount of ­$183,034.82, $150.00, and $32,842.67 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Tucker.

APPROVAL OF MINUTES:

 

ACTIONA motion was made by Commissioner Lewark-Wood to approve the minutes of­­­­­­­ August 13, 2007 as amended, August 20, 2007 and August 27, 2007 as presented by the County Clerk.  The motion was seconded by  Commissioner Tucker.

EXECUTIVE SESSION:

 

ACTION:  A motion was made by Commissioner Lewark-Wood to recess to Executive Session at 9:10 AM to return at 9:20 AM with the Board present to discuss non-elected personnel.  Motion was seconded by Commissioner Tucker.

    ROLL CALL VOTE – Commissioner Lewark-Wood - Yes

                                                   Commissioner Tucker - Yes

                                                   Commissioner Fowler – Yes

 

Returned to session at 9:20 AM with no action taken and no decisions made.

COUNTY APPRAISER’S OFFICE – CAMERA PURCHASES:

 

Kathy Craig, County Appraiser’s Office, advised the Board that four (4) employees will be in the Appraiser’s Office through the grant allowed for extra work created by the flood.  The grant will pay for the salaries of the four employees but two (2) cameras are needed to record residences affected by the flood for the tax rolls.  The employees will work as two teams beginning in Independence and then moving to Coffeyville.  The grant will not pay for the cameras.  Ms. Craig requested approval to purchase the cameras at an approximate cost of $275.00 each.  The following action was taken:

 

ACTION:  A motion was made by Commissioner Lewark-Wood to approve the purchase of two digital cameras for the County Appraiser’s office at an approximate cost of $275.00 each.  Motion was seconded by Commissioner Fowler.  Debit County Appraiser’s Fund.

PUBLIC WORKS: 

 

Mr. Robert Bever, Public Works Coordinator, met with the Board.  He discussed CR 4900 Road damage from the flooding and the field washing into the road.  He will get estimates and return to the Board with further discussion.

 

Verdigris Drainage District #2 had inquired about help from FEMA on damage across Mr. Benning’s property.  The State had denied the request and FEMA’s minimum amount is $1,000.00 in damage.  They were asking for the County to support their claim which would make the county responsible for a portion of the cost.  The Drainage District has a mill levy each year for the purpose of maintenance and repairs.  No action was taken on the support to their claim by the county.

 

The bridge on East Eighth Street, Coffeyville, was discussed.  Mr. Wayne Gudensen, KDOT advised Mr. Bever the bridge will interfere with the Walmart project.  The schedule for the bridge project will need to be pushed back on the list.  Mr. Bever said this will not be a problem.

 

A request by the State of Kansas has been made to Public Works for right-of-way to be given back to the state off Highway 169 and 400.  A road closing petition had previously been denied by the Board of County Commissioner by Beachner.

 

Discussed the need for a reflector to be replaced and weeds cut on the curve east of Tenth Street east of the city of Dearing.

OTHER COUNTY BUSINESS:

 

  1. Flood Problem - Mr. Runold Hemman discussed his house in the flooded area and is in the flood plain.  He thinks it is built above the flood plain requirements.  He was advised to talk to Scott Barnhart, Environmental Health/Zoning Director and to make an appeal through that department.
  2. Jail Task Force Report – Anita Atherton, Chairman of the Jail Task Force Committee, presented a written report to the Board.  The report stated the estimated cost of the expansion to be 3.6 to 3.8 million dollars for a two-story addition with room for 65 prisoners to be housed in 40 new cells with 75% of the new cells being doubled-bunked.  Minimum months to construct once groundbreaking occurs is 18 to 24 months. 

 

The Jail Task Force will meet at 7:00 PM October 1st to plan for presentation of a sales tax question to the voters.

  1. RC&D Board Appointment -  Due to the resignation of Lee Mattix from the RC&D Board, the following action was taken to fill the vacancy:

 

ACTION:  A motion was made by Commissioner Tucker to appoint Commissioner Tony Fowler to fill the vacancy on the RC&D Board previously held by Lee Mattix.  Motion was seconded by Commissioner Lewark-Wood.

    ROLL CALL VOTE – Commissioner Lewark-Wood - Yes

                                                   Commissioner Tucker - Yes

                                                   Commissioner Fowler – Yes
