The Board of County Commissioners, two members and the County Clerk present, met in regular session at 9:00 AM. Commissioner Lewark-Wood was absent.

CALL TO ORDER: Commissioner Tucker.
INVOCATION: Commissioner Fowler.

AGENDA APPROVAL:
ACTION: A motion was made by Commissioner Tucker to approve the agenda as amended. The motion was seconded by Commissioner Fowler.

APPROVAL OF PAYMENT OF INVOICES:
ACTION: A motion was made by Commissioner Tucker to approve invoices in the amount of $1,100.00, $3,149.08, $926.45 and $340,556.68 as presented by the County Clerk’s office. The motion was seconded by Commissioner Fowler.

APPROVAL OF MINUTES:
ACTION: A motion was made by Commissioner Tucker to approve the minutes of July 19, 2007 as presented by the County Clerk. The motion was seconded by Commissioner Fowler.

COUNTY TREASURER – EXECUTIVE SESSION:
ACTION: A motion was made by Commissioner Tucker to recess to Executive Session at 9:11 AM to return at 9:21 AM to discuss non-elected personnel with the County Treasurer present. Motion was seconded by Commissioner Fowler.

Commissioner Tucker - Yes
Commissioner Fowler – Yes
Returned to session at 9:21 AM with no action taken and no decisions made.
The County Treasurer presented a shared leave request from an employee in the County Treasurer’s Department to the Sheriff’s Department for 40 hours. The following action was taken:
ACTION: A motion was made by Commissioner Fowler to approve 40 hours shared leave from the County Treasurer’s Department to the Sheriff’s Department. Motion was seconded by Commissioner Tucker.

KATHY CRAIG, COUNTY APPRAISER’S OFFICE AND LIZ SCHWATKEN, HUMAN RESOURCES DIRECTOR – EXECUTIVE SESSION:
Kathy Craig and Liz Schwatken met with the Board for an Executive Session for non-elected personnel.
ACTION: A motion was made by Commissioner Fowler to recess to Executive Session at 9:46 AM to return at 10:01 AM with Kathy Craig and Liz Schwatken present to discuss non-elected personnel. Motion was seconded by Commissioner Tucker.

Returned to session at 10:01 AM with no action taken and no decisions made.
Kathy Craig presented two (2) shared leave requests from the Appraiser’s Office to be given to Appraiser’s Office employee; one for 80 hours and one for 40 hours. The following action was taken:
ACTION: A motion was made by Commissioner Tucker to approve two (2) shared leave requests from the Appraiser’s Office to be given to Appraiser’s Office employee; one for 80 hours and one for 40 hours. Motion was seconded by Commissioner Fowler.

PUBLIC WORKS:
Robert Bever, Public Works Coordinator, presented the weekly written report. The following items were discussed: Invoices in the amount of $16,896.16 from TranSystems dated 2003/2004; Letter from EMC Insurance regarding the totaled 1999 New Holland Tractor; Major Bridge Replacement Status amd requested approval to solicit bids for a tractor. Request was approved.

SHERIFF:
Sheriff Veach appeared before the Board and said he had nothing new to report and asked if they had any questions. The Board did not have questions.

OTHER COUNTY BUSINESS:
ACTION: A motion was made by Commissioner Fowler to approve the purchase of a laser printer for the County Clerk’s Accounting Department. Debit Direct Election. Motion was seconded by Commissioner Tucker.

2. Notice will be sent to the paper closing the courthouse for County Appraiser Bob Kline’s funeral on Friday. Closure was approved by the Board.
3. Anita Atherton was present and advised the Board the goal of the Jail Task Force is to have a report to the Commissioners in two (2) weeks with a recommendation.
