The Board of County Commissioners, three members and the County Clerk present, met in session at 9:00 AM, Thursday, July 19th.

CALL TO ORDER: Commissioner Lewark-Wood.
INVOCATION: Commissioner Fowler.

AGENDA APPROVAL:
ACTION: A motion was made by Commissioner Fowler to approve the agenda as amended. The motion was seconded by Commissioner Tucker.

ENVIRONMENTAL HEALTH/ZONING – FLOOD ISSUES:
Scott Barnhart, Environmental Health/Zoning Director and Mark Owens, Platt County, Missouri who is assisting with the Flood issues, requested bids to be obtained for removal of white goods only. Dumpsters may be needed at Sycamore, Elk City and Liberty. Coffeyville has their own plan for disposal prepared by Mr. Owens and Mr. Barnhart. Monitors will be required to record tonnage being hauled. Autos will be towed to the old landfill.
ACTION: A motion was made by Commissioner Lewark-Wood to approve bids being obtained for removal of white goods in the flooded areas and bids for placement of dumpsters in Elk City, Sycamore and Liberty. Motion was seconded by Commissioner Tucker.

Mr. Barnhart presented a policy for assisting commercial facility in proper disposal procedure by providing transportation.
Ruth Bardwell, Montgomery County Health Director and Scott Barnhart presented a request for approval to purchase $2,000 for insect control due to the mosquito population due to the flooding. The following action was taken:
ACTION: A motion was made by Commissioner Lewark-Wood to approve the purchase of insect control (larvicide) in the amount of $2,000.00 and waive the bidding process due to emergency. Motion was seconded by Commissioner Tucker. Debit County General Operating Fund.

Mr. Barnhart discussed individuals moving back into houses in the rural area and it is not under the County Health authority. Some of the homes have unsafe structures and if condemned in the county, the owners will have to be notified. The NFIP Assessment Team will go out next week. Letters will go out to those where there is 50% or more damage. There will be an appeal process through Montgomery County Planning. Applicant’s must prove the structure has not sustained 50% damage.
A burning ban was discussed. Residents will be asked to control burning, both residential and commercial.
Licensing of contractors implementation is being worked on by cities and county.
Discussed a Co-Wide Code Enforcement during the disaster period but was not approved by the Board of County Commissioners.

COUNTY APPRAISER – EXTEND TEMPORARY EMPLOYEE:
Bob Kline, County Appraiser, requested that Lois Spradling’s temporary employment be extended six (6) months. The request was approved by the Board.
EXECUTIVE SESSION:
ACTION: A motion was made by Commissioner Tucker to recess to Executive Session to discuss non-elected personnel at 10:23 AM to return at 10:28 AM to discuss the County Appraiser’s salary with Bob Kline present. Motion was seconded by Commissioner Lewark-Wood.

Returned to session at 10:28 AM with no action taken and no decisions made.
Mr. Kline discussed the scheduled review of salary for the County Appraiser during July of this year. He requested the Board maintain the same salary for his position as the current salary with no increase. The following action was taken:
ACTION: A motion was made by Commissioner Lewark-Wood to accept the proposal made by the County Appraiser and the salary to remain at the current rate with no increase as scheduled. Motion was seconded by Commissioner Fowler.

The Board thanked Mr. Kline for his consideration and sacrifice for the county during this time.

MONTGOMERY COUNTY RURAL FIRE – REQUEST FOR BIDS:
Wilbur Schwatken, Montgomery County Rural Fire Director, presented a request for 65 full respirators for the rural firefighters. He stated goggles and paper masks are not sufficient. These will be used in the flood area at this time and the refinery will be approached on helping supply the respirators. If refused by the refinery, approval was given by the Board to purchase and to receive faxed bids.

OTHER COUNTY BUSINESS:
ACTION: A motion was made by Commissioner Tucker to adopted a resolution to finance the Montgomery County Rural Fire District No. 1 budgets with increased property taxes to finance the 2008 budgets. Motion was seconded by Commissioner Lewark-Wood.
