The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER:  Commissioner Lewark-Wood.

INVOCATION:  Commissioner Fowler.

PLEDGE OF ALLEGIANCE:  Commissioner Lewark-Wood.

AGENDA APPROVAL:

 

ACTION A motion was made by Commissioner Lewark-Wood to approve the agenda as amended.  The motion was seconded by Commissioner Tucker.

     ROLL CALL VOTE – Commissioner Lewark-Wood - Yes

                                                   Commissioner Tucker - Yes

                                                   Commissioner Fowler – Yes

APPROVAL OF PAYMENT OF INVOICES:

 

ACTION:  A motion was made by Commissioner Tucker to approve invoices in the amount of ­$231,002.49 and $28,392.00  as presented by the County Clerk’s office.   The motion was seconded by Commissioner Lewark-Wood.

APPROVAL OF MINUTES:

 

ACTIONA motion was made by Commissioner Tucker to approve the minutes of­­­­­­­ June 252007 as presented by the County Clerk.  The motion was seconded by  Commissioner Lewark-Wood.

    ROLL CALL VOTE – Commissioner Lewark-Wood - Yes

                                                   Commissioner Tucker - Yes

ENVIRONMENTAL HEALTH/ZONING:

 

Scott Barnhart was scheduled to present the LEPP Grant to be approved to be submitted but was called to a meeting in Coffeyville due to the flooding.  The Deputy County Clerk presented the grant application.  The following action was taken:

 

ACTION:  A motion was made by Commissioner Tucker to approve the application for the LEPP Grant for Environmental Protection as presented.

Motion was seconded by Commissioner Lewark-Wood.

APPRAISER’S OFFICE – REQUEST TO EXTEND TEMPORARY EMPLOYMENT:

 

Kathy Craig, representing the County Appraiser’s Office, presented a request to extend the temporary employment for Lois Spradling for 60 days.   The Board unanimously approved the request.

SHERIFF:

 

Sheriff Veach presented an employee status change for Cindy James who resigned from the Sheriff’s department due to moving out of state.

FLOOD REPORT:

 

  1. Getting drinking water to Elk City
  2. Rural Fire Director Wilbur Schwatken reported on a gas smell at Trading Times on Thursday; evacuations in Sycamore due to flooding on Friday; Saturday closed Highways and roads and took water to Elk City; worked in Coffeyville on Sunday PM pumping from river into filtration system.
  3. Commissioner Lewark-Wood applauded all authorities on the work and jobs they have done.
  4. Courthouse will have to close for health issues due to no water and no bathroom facilities.  The following action was taken:

ACTION:  A motion was made by Commissioner Tucker to close the Courthouse at noon today due to health issues caused by lack of water.  Motion was seconded by Commissioner Lewark-Wood.

                                                   Commissioner Tucker – Yes

                                                   Commissioner Fowler – Yes

  1. Dennis Pruitt, Montgomery County Action Director addressed the demolition, relocation and construction that will be necessary due to the flooding.  Coordination will be very much needed between cities and county governments.

OTHER COUNTY BUSINESS:

 

  1. Proclamation of Local Disaster Emergency for Montgomery County:

ACTION:  A motion was made by Commissioner Lewark-Wood to issue a proclamation of a State of Local Disaster Emergency for Montgomery County, Kansas on the 2nd day of July by the authority vested in the Board by K.S.A. 1976 Supp. 48-932 stating that a State of Local Disaster Emergency exists in Montgomery County.  Motion was seconded by Commissioner Tucker.

RES. NO. 07-119

  1. Chamber of Commerce Report – Commissioner Tucker stated he wants to see more of a breakout on expenses.
  2. Plans and contract for Jail Expansion was discussed.  Jack Lively advised that Gary Jackson sent him the plans and a copy of the contract.  Paul Kritz, County Counselor will be given the plans and contract for the Jail Task Force to study.
  3. Address and fax number was given to Commissioner Fowler for High-Jackson Associates for contact purposes.  Hight-Jackson Associates, PA 5201 Village Parkway, Suite 300, Rogers, Arkansas  72758  Fax Number:  (479) 464-8324)
  4. Jail Task Force officers – Anita Atherton, Chairman; Henry Schmidt, Secretary.  A tour of the local jail facilities will be scheduled by Commissioner Fowler.

 

Recessed to basement of Judicial Building at 11:00 AM for the arrival of the Governor of Kansas.

Governor did not arrive but went straight to Coffeyville.
