ACTION: A motion was made by Commissioner Tucker to approve invoices in the amount of $518,213.18 and $15,000.00 as presented by the County Clerks office. The motion was seconded by Commissioner Fowler.

MONTGOMERY COUNTY RURAL FIRE PURCHASE OF FIRE TRUCK:
Wilbur Schwatken, Montgomery County Rural Fire Director, Marty Smith and Richard Catron, Rural Fire Board Members, presented a request to the Board to purchase 1989 Ford truck from First Due Equipment Company, Bartlett, Kansas in the amount of $27,000.00. The following action was taken:
ACTION: A motion was made by Commissioner Tucker to approve the purchase of a 1989 Ford truck from First Due Equipment Company, Bartlett, Kansas, upon the recommendation of the Montgomery County Rural Fire Board, in the amount of $27,000.00 and Debit Montgomery County Rural Fire District Fun and the old truck now in service will be advertised after stripping truck of all usable equipment. Motion was seconded by Commissioner Lewark-Wood.

Mark Charest, JJA Director, presented bids for a vehicle for his department. Bids were as follows:

The following action was taken:
ACTION: A motion was made by Commissioner Tucker to approve the purchase of a 2006 Chrysler Sebring from Quality Motors, Independence, Kansas for the Juvenile Justice Department in the amount of $12,270.00 to be debited from the JJA Fund. Motion was seconded by Commissioner Fowler.

CONSERVATION DISTRICT 2008 BUDGET:
David Stevens, representing the Conservation District, presented the budget request for 2008. The request remains the same as 2007. No action was taken at this time.

MONTGOMERY COUNTY EXTENSION COUNCIL 2008 BUDGET:
Gary Cotterill, Julie Voelker, Carol Wehmeyer, Irene Santee, Darrell DeTar, Craig Newby, Brian Swischer, and Scott Gordon met with the Board to present the 2008 budget request. The request is an increase of $32,022 over the 2007 budget. Mr. Cotterill and Ms. Voelker told the Board the Council needs to replace capital items.
Commissioner Tucker expressed appreciation for the Extension Council for their services.

PUBLIC WORKS:
Robert Bever, Public Works Coordinator, presented the weekly written report. The following items were discussed: Pipe Purchase; Employee Status Changes; Recommendation on design services for Bridge #68 & 69 on County Road 1800 mile 21; Building Maintenance employee change; Replacing windows information; and information on sewer bills from city of Independence. As a result of the report, the following action was taken:

J & J Metal Products Co. $14,762.88
Commercial Metals No Bid
JRC & Company $14,962.60 ( Did not bid on 10 Diameter pipe or bands)
Welborn Sales $14,926.41
ACTION: A motion was made by Commissioner Tucker to approve the low bid for Corrugated Metal Pipe and Bands from J & J Metal Products in the amount of $14,762.88 to be debited from Road and Bridge Fund. Motion was seconded by Commissioner Fowler.

PUBLIC WORKS (Continued):
Design services for Bridge #68 & 69:
ACTION: A motion was made by Commissioner Lewark-Wood to accept the recommendation of the Public Works Coordinator and award the bid for providing design services for Bridge #68 and 69 on County Road 1800 mile 21, KDOT Project #63C-4159-01 in the amount of $78,800 to Cook, Flatt, and Strobel. Debit Special Bridge, Motion was seconded by Commissioner Fowler.

The Board decided and agreed not to replace windows at this time.
A proposal from MTCS Safety and Environmental Consulting was presented by Mr. Bever for the Spill Prevention Plan discussed at last weeks meeting. The following action was taken:
ACTION: A motion was made by Commissioner Tucker to authorize the Public Works Coordinator to enter into an agreement with MTCS On-Site Safety and Environmental Consulting for services to provide a Spill Prevention Plan for Montgomery County not to exceed $2,000.00. Motion was seconded by Commissioner Lewark-Wood.

Commissioner Tucker left at approximately 10:15 AM to attend a funeral.

SHERIFF:
Sheriff Stan Veach met with the Board and presented Employee Status Change for probation completion.
He advised the Board the deputies have been stopping trucks on Tenth Street Road that are not obeying the signage for thru trucks.

OTHER COUNTY BUSINESS:
ACTION: A motion was made by CommissionerFowler to accept the recommendation of the Four County Mental Health Board of Directors and appoint Laura Volmer to fill the vacancy created by the resignation of Carolyn Ward. Motion was seconded by Commissioner Lewark-Wood.
