The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER: Commissioner Lewark-Wood.
INVOCATION: Commissioner Fowler.

ACTION: A motion was made by Commissioner Lewark-Wood to approve the agenda as amended. The motion was seconded by Commissioner Tucker.

EXECUTIVE SESSION:
ACTION: A motion was made by Commissioner Fowler to recess to Executive Session at 9:15 AM to return at 9:20 AM with the Board present to discuss non-elected personnel. Motion was seconded by Commissioner Lewark-Wood.

COMPUTER DEPARTMENT OPTICAL DRIVE IS-400:
Ken Collins, Computer Director, discussed the problem of the capacity of the optical drive for the 400 computer equipment being almost reached. He gave an estimated cost of less than $20,000.00 from Hubler IBM Services.
Commissioner Fowler asked if this should be bid. Mr. Collins said this vendor is the vendor that handles all our IBM service and we are very limited to who can supply the equipment. Mr. Collins will get the exact pricing and make it available to the Board.
A report on lightening hitting some of the equipment on Sunday was given. Mr. Collins said we are up and running and an assessment has not been made of the extent at this time.

JUVENILE JUSTICE AUTHORITY MATCHING FUNDS FOR JABG GRANT:
Mr. Mark Charest, JJA Director, met with the Board. A grant for 2008 for $5,010.00 for JABG will need to be matched by the county in the amount of $557.00. The following action was taken:
ACTION: A motion was made by Commissioner Fowler to authorize the JABG Grant application for $5,010.00 to be matched by County funds in the amount of $557.00. These matching funds will be paid from the County General Operating Fund. Motion was seconded by Commissioner Lewark-Wood.

PUBLIC WORKS
Robert Bever, Public Works Coordinator, presented the weekly written report. The following items were discussed: Planning & Zoning minutes on Mowery road closing request; Attorneys letter regarding the Sweeney Hill Accident; 5-Year Bridge Plan for 2008 2012; Rock Report through April; Major Bridge Replacement Status (County Bridge No. 608); Ktech has completed additions to the Judicial Centers fire system; and Household Hazardous Waste Collection day, Wednesday May 2nd report. The following discussion followed:
The problem with heating and cooling is in the control boxes. To change the system out will be at a cost of approximately $170,000 to $220,000. Bill Warren attended the meeting with Mr. Bever and explained the problem with the boards controlling the temperature. It is getting too cool and too hot at other times based on the outside temperature. No new parts are available. Commissioner Fowler will go with Bill Warren to look at the problem.

It was recommended by Commissioner Tucker to refer the bids to Robert Bever for his recommendation at the next meeting.
3. Reported on flooding across the county. The entire crew is out checking on what roads to close and notifying public not to enter the water.
ACTION: A motion was made by Commissioner Fowler to recess to Executive Session at 10:13 AM to return at 10:23 AM with Robert Bever present to discuss non-elected personnel. Motion was seconded by Commissioner Tucker.

SHERIFF:
Sheriff Stan Veach discussed the Exotic Animal Law and advised the Board his department has no training and he feels one person should be the Animal Control Officer and this should be the Fish & Game officer. Dennis Knuth and Senator Dwayne Umbarger will be contacted and invited to attend the meeting on May 14th to discuss the issue.

ACTION: A motion was made by Commissioner Tucker to recess to Executive Session at 10:45 AM to discuss non-elected personnel with Sheriff Veach present and return at 10:50 AM. Motion was seconded by Commissioner Lewark-Wood.
