The Board of County Commissioners, two members and the County Clerk present, met in regular session at 9:00 AM.  Commissioner Mattix was absent.

Commissioner Lewark-Wood was appointed to serve as Chairman in the absence of Commissioner Mattix at today’s meeting.

CALL TO ORDER:  Commissioner Lewark-Wood.

INVOCATION:  Commissioner Tucker.

PLEDGE OF ALLEGIANCE:  Commissioner Lewark-Wood.

APPROVAL OF AGENDA: 

 

ACTION:  A motion was made by Commissioner Tucker to approve the agenda as amended.  Motion was seconded by Commissioner Lewark-Wood.

APPROVAL OF MINUTES:

 

ACTIONA motion was made by Commissioner Lewark-Wood to approve the minutes of July 12, 2006 as presented by the County Clerk . The motion was seconded by Commissioner Tucker.

CANVASS OF VOTES – PRIMARY ELECTION:

 

The Canvass of Votes was conducted by the Board of County Commissioners serving as the Board of Canvassers at 9:05 AM.  There was no public present for the canvass. 

 

No changes were found in the ballots cast or the vote for candidates.

 

The canvass was completed at 10:45 AM.

PUBLIC WORKS:

 

Barbara Curtis, Public Works Coordinator, presented the weekly written report.  The following items were discussed:  Right of Way Permit Map; Report on striping of all newly asphalt roads; Request for road vacation of 2900-02; Request approval of faxed quotes for 10” corrugated pipe; and Major Bridge Replacement Status (County Bridge No. 19 and County Bridge No. 1206).  As a result of this report, the following action was taken:

 

ACTION:  A motion was made by Commissioner Tucker to authorize the Public Works Coordinator to purchase 480 feet of 10” corrugated pipe with bands for a total of $3,971.52 from Cleaver Farm & Home, Chanute, Kansas.  Debit Road and Bridge Fund.  Motion was seconded by Commissioner Lewark-Wood.

JUDGE CANADAY – BUDGET ISSUES:

 

Judge Canaday met with the Board to discuss items affecting the department’s budget.  

  1. Girard Video conferencing – Girard Juvenile Facility will pay the hookup charges on a DSL line for video conferencing between Montgomery County and their facility.  The county will then be responsible for the monthly charges.
  2. Discussed placing the court on the county internet which Judge Canaday said will save approximately $1,200.00 per year.  Public Works Coordinator will check with the Computer Dept. if it is possible to add District Court to the county internet service.
  3. Advised the Board Mary Kadel has been reclassified to Court Administrator and Nancy Williams will be Court Clerk.
  4. Presented invoices on courtroom renovation in the amount of $840.00.

EXECUTIVE SESSION:

 

ACTION:  A motion was made by Commissioner Tucker to recess to Executive Session at 11:58 AM to return at 12:08 PM to discuss non-elected personnel.  Motion was seconded by Commissioner Lewark-Wood.

                                                   Commissioner Tucker - Yes

                                                   Commissioner Lewark-Wood – Yes

 

Returned to session at 12:08 PM with no action taken and no decisions made.

OTHER COUNTY BUSINESS:

  1. Acknowledged letter from Kansas Department of Transportation regarding KDOT Local Consultation Workshop.
  2. Acknowledged letter from Corp of Engineers – Tulsa.
  3. Jim Miller, Emergency Preparedness Director, advised the Board Ed Schoonover, Chanute, Kansas is a consultant on frequency bans.   His fee for testing frequency bans for Montgomery County and their needs will be $500 to $800 and will be paid from Emergency Preparedness Fund.
  4. There will be no Thursday night meeting August 17th or September 7th.  The next evening meeting will be  September 21st at Caney at 7:00 PM.
