APPROVAL OF PAYMENT OF INVOICES:
ACTION: A motion was made by Commissioner Mattix to approve invoices in the amount of $293,138.73 and $433.57 as presented by the County Clerk’s office. The motion was seconded by Commissioner Lewark-Wood.

EXECUTIVE SESSION:
ACTION: A motion was made by Commissioner Mattix to recess to Executive Session at 9:05 AM to return at 9:15 AM to discuss non-elected personnel. Motion was seconded by Commissioner Mattix.

JUVENILE JUSTICE AUTHORITY – DUANE POWELL – 2007-2008 BUDGET:
Mr. Duane Powell, Family and Children’s Services Director, presented information to the Board on expenses for office space at the Independence Corporate Offices. They will increase from .469 to .537 per square foot. His offices are a total of 880.39 square feet. Mr. Powell requested the Board to pay the rent for the County Attorney’s offices at a cost of $5,673.23 per year.
Commissioner Mattix said he would be comfortable with making up the difference between the old and the new rate for the County Attorney’s space at $717.34 per year. He is not comfortable, however, with paying the $5,673.23 per year.
No action was taken at this time.

REGISTER OF DEEDS – SCANNER BIDS:
Marilyn Calhoun, Register of Deeds, presented bids for a Fujitsu Scanner for the Register of Deeds office. The bids were as follows:
RVI High Plains Tech., Salina $6,295.00
Infinitec $7,990.00
The following action was taken:
ACTION: A motion was made by Commissioner Mattix to approve the purchase of a Fujitsu Scanner for the Register of Deeds office at a cost of $6,295.00 to be debited from Register of Deeds Tech Fund. Motion was seconded by Commissioner Lewark-Wood.

DEPARTMENT OF CORRECTIONS – DEEP FRYER BID:
Mr. Bob Booth, Department of Corrections Administrator, was present for the bid opening for a Deep Fryer for the Department of Corrections. Bids were as follows:
Muckenthaler, Emporia, KS $3,244.00
Cooks, Lisle, IL $3,827.65
Central Restaurant, Indianapolis, IN $2,443.94
The following action was taken:
ACTION: A motion was made by Commissioner Mattix to approve the purchase of a Deep Fryer for the Department of Corrections fromCentral Restaurant, Indianapolis, IN at a cost of $2,443.94. Debit County General Capital Outlay Fund.
Motion was seconded by Commissioner Lewark-Wood.

PUBLIC WORKS:
Ms. Barbara Curtis, Public Works Coordinator, presented the weekly written report. The following items were discussed: Asphalt patching report; Dust Control ; Corrugated Metal Pipe Bid; and Major Bridge Replacement Status (County Bridge No. 19 and County Bridge No. 1206).
Bids for the corrugated metal pipe were as follows:
Cleaver Farm & Home, Chanute, KS Total Bid $15,553.88
J & J Metal Products, Paola, KS Total Bid $15,078.00
ACTION: A motion was made by Commissioner Mattix to approve the bid in the amount of $15,078.00 for corrugated metal pipe from J &J Metal Products, Paola, KS. Debit Road and Bridge Fund. Motion was seconded by Commissioner Lewark-Wood.

Mr. Nelson Olinger was present at the meeting to express his concern about tax increases in the future and low wages being paid in Montgomery County.

SHERIFF STAN VEACH & MR. DON KINNAMON:
Mr. Don Kinnamon discussed weight limits on roads and bridges. He was told by Sheriff Veach the bridges cannot be legally enforced unless the bridge is damaged by over weight. Mr. Kinnamon expressed his concern on trucks using county roads to “cut through” and the damage being done to the roads. They discussed weight limits signs which have been installed by resolution. Sheriff Veach explained the Board of County Commissioners must have a resolution before such restrictions may be enforced. If there is no resolution, he has no authority to stop or site anyone.
Other business the Sheriff discussed was regarding the Sheriff’s Office in Coffeyville server going out and requested to have approval to solicit bids. Approval was given for bids.

STATE REPRESENTATIVE VIRGIL PECK:
Representative Peck met with the Board to discuss House Bill 2583 relating to the exemption of new purchases of equipment. Mr. Peck provided a copy of the bill along with graphs on problems facing business and the statewide machinery and equipment values for the last 13 years. Several members of the public were present some questions were directed to Mr. Peck.
Mr. Peck also stated “LAVTR will be partially reinstated by July 1, 2009 and this will help the counties”.
