FOUR COUNTY MENTAL HEALTH – BUDGET PRESENTION (2007):
Mr. Greg Hennen, Four County Mental Health Director, presented the 2007 budget to the Board with a request for a one (1) mill levy to produce $361,316 for 2007. He requested “not to experience cuts as in the past”.
Mr. Hennen was advised the budget work sessions will begin soon but no decisions can be made at this time or promises concerning the budget as valuations are not yet available.

ACTION: A motion was made by Commissioner Mattix to recess to Executive Session at 9:46 AM to return at 9:51 AM to discuss non-elected personnel with Ruth Bardwell present. Motion was seconded by Commissioner Lewark-Wood.

Ms. Bardwell requested approval to advertise for a part-time nurse position for County Health. The following action was taken:
ACTION: A motion was made by Commissioner Mattix to authorize the County Health Director to advertise for a part-time nurse position with Montgomery County Health. Motion was seconded by Commissioner Lewark-Wood.

PUBLIC WORKS:
Barbara Curtis, Public Works Coordinator, presented the weekly written report. The following items were discussed: Road Viewing in Caney; Drainage ditch along 3950-25 (see report), they have been working on it with little results and requested hiring a local contractor to continue with the work; Dust control; Bid opening for carpet in County Attorney’s office and Public Works office; and Household Hazardous Waste collection days report. They also discussed signs for Cessna from the State Line north and from 400 south. Blinds for Judge Canaday’s chambers were discussed. Tabled until all expenses are presented for work being done in Judicial Office. The following action was taken for the request for hiring a local contractor for drainage problem:
ACTION: A motion was made by Commissioner Mattix to authorize the Public Works Coordinator to hire a local contractor to continue the work to allow for proper drainage on the east side of 3950-25. Motion was seconded by Commissioner Tucker.

SHERIFF – STAN VEACH:
Sheriff Stan Veach met with the Board and advised the check is to be sent for the body armor previously purchased from the Federal Government for one-half of the cost in the amount of $8,187.50 and will arrive by electronic deposit.
Sheriff Veach presented a proposed Trustee Supervisor Position with a proposed draft of the position and job description. There are two groups of trustees sent out to work. One group is under the supervision of the Public Works and the other group is under the supervision of Jim Caldwell. The Sheriff’s department would like for Mr. Caldwell to be full time and will be paid from the Sheriff’s budget. There will be no assistants needed for the future.
Commissioner Mattix said “there is no reflection on Mr. Caldwell, but we should be talking about if the position is needed”. This ended the discussion at this time.
Bids were opened for a Digital Copier for the Sheriff’s Department. Bids were as follows:

ACTION: A motion was made by Commissioner Lewark-Wood to approve the purchase of a digital copier for the Sheriff’s Department from Service Office Supply, Coffeyville, Kansas at a cost of $6,348.00 to be debited from County General Capital Outlay Fund. Motion was seconded by Commissioner Mattix.

CANEY NEIGHBORHOOD REVITALIZATION – DON WHITMAN:
Mr. Don Whitman, Caney City Administrator, presented an Amendment to Interlocal Agreement for the Caney Neighborhood Revitalization Plan. This amends the criteria for determination of eligibility. The following action was taken:
ACTION: A motion was made by Commissioner Mattix to authorize the Chairman to sign, on behalf of Montgomery County, the Caney Neighborhood Revitalization Amendment to Interlocal Agreement as presented by the Caney City Administrator. Motion was seconded by Commissioner Lewark-Wood.

VELENA JENSEN – JIM CALDWELL TERMINATION:
Ms. Velena Jensen, Coffeyville, addressed the Board concerning Jim Caldwell’s employment with Montgomery County. She said he does many jobs and it is not feasible to eliminate the job. She also said Mr. Caldwell “saves the county, lots of money”
Commissioner Tucker stated he has learned it is not “just a gardener’s job”.
Commissioner Mattix commended everyone on being at the meeting. Those present from the public were: Mr. & Mrs. Jim Jensen, Eric & Velena Jensen, Debbie Cramer, Ken Devore, David Bycroft, Rex Mills, Mr. & Mrs. David Beisley, Susan Wollard, Roger Cotner and Mr. Renee Woollard.
Commissioner Lewark-Wood said she felt this job was “invaluable” and felt assured he could be used in part-time position but had no problems with Mr. Caldwell to continue in part-time or full-time position.
David Bycroft asked., “How will this be addressed?”
Commissioner Mattix said he would like to visit further with the Sheriff and take the job description to the Human Resources Department. He stated, “As commissioners we are responsible to make sure all is as should be. We need one week to gather information.”
Roger Cotner said the Commission tables business and then never take action on it. He was told this is not what happens, business is rescheduled and acted upon after information has been obtained or studied.
Commissioner Tucker was asked by one of the public, “Commissioner Tucker, are you going to make the motion?”
Commissioner Tucker made the following motion:
ACTION: A motion was made by Commissioner Tucker at 11:58 AM to hire Jim Caldwell to the Trustee Supervisor Position as full-time at an hourly salary of $9.00 per hour. Motion was seconded by Commissioner Lewark-Wood.

The County clerk advised the Board the position has to be created before Mr. Caldwell may be hired to the position.
ACTION: A motion was made by Commissioner Tucker to establish a new position as Trustee Supervisor in the Sheriff’s Department effective this date at a starting wage of $9.00 per hour to be paid from the Sheriff’s budget. Motion was seconded by Commissioner Lewark-Wood.

ACTION: A motion was made by Commissioner Tucker to approve the Agreement for Purchase of Services (C.T.E. Contract) covering the period from June 2006 through May 2007 between Montgomery County and Labette Community College.
