The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER:  Commissioner Mattix.

CANVASS OF VOTES – CANEY CITY ELECTION:

The official Canvass of Votes for the April 4, 2006 Caney City Election was conducted by the Board of Canvassers (Board of County Commissioners) and found no change in the election results and no discrepancies in the official totals.

INVOCATION:  Commissioner Tucker.

AGENDA APPROVAL:

 

ACTION A motion was made by Commissioner Lewark-Wood to approve the agenda as amended.  The motion was seconded by Commissioner Mattix.

APPROVAL OF MINUTES:

 

ACTIONA motion was made by Commissioner Mattix to approve the minutes of

March 27, 2006 as presented by the County Clerk.  The motion was seconded by

 Commissioner Lewark-Wood.

APPROVAL OF PAYMENT OF INVOICES:

 

ACTION:  A motion was made by Commissioner Mattix to approve invoices in the amount of $182,851.69 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Lewark-Wood.

COMPUTER DEPARTMENT – CLASSES ON WINDOWS SERVER 2003:

 

Ken Collins, Computer Department Director met with the Board to request approval for Jason Clubine, Computer Department, to attend classes in Oklahoma City May 15th and 16th on Windows Server 2003.  Approval was given by the Board for these classes to be paid from the Computer Department budget. 

 

Mr. Collins advised the Board the games have not been taken off the computers that have been recently installed.  He asked if the Board wants to continue the policy of removing the games from the units when installed.  The Board all agreed the games should be removed.

ROAD CONCERN BY WILLIS PLUTE – CR 2400:

 

Mr. Willis Plute, resident of Cherokee Township, discussed the condition of CR 2500 by American Insulated Wire.  The gravel road begins at the end of the blacktop going east from Highway 169.  Public Works will be notified to check the problem.

E911 RADIO CONSOLE – LEE BYNUM:

 

Independence Police Chief Lee Bynum met with the Board and presented a report on the E-911 Console Project for Montgomery County Sheriff’s Office.  He is requesting approval to lease purchase funds to complete this project. 

 

Mr. Bynum reported on the cost for one (1) console and for two (2) consoles.  He recommended the commission approve the lease purchase of the single console dispatch system for the Sheriff’s Office along with an additional upgrade of the voice/radio recording system in the E-911 PSAP.  The total cost for one (1) console will be a total of $148,485.40 and for (2) consoles will be $174,017.40.  The upgrade to the telephone system will be an additional $34,040.00.

 

Mr. Bynum stated if the county will assume the cost of the telephone upgrade, there will be sufficient funds in the E911 system to do the two (2) station console.  The Board will discuss the possibility of assuming the telephone upgrade cost at the quarterly budget work session.  No action was taken at this time.

EXECUTIVE SESSION:

 

ACTION:  A motion was made by Commissioner Mattix to recess to Executive Session at the request of Commissioner Tucker and Commissioner Lewark-Wood at 9:37 AM to return at 10:00 AM to discuss non-elected personnel with the Board present.  Motion was seconded by Commissioner Lewark-Wood.

    ROLL CALL VOTE – Commissioner Mattix - Yes

                                                   Commissioner Tucker - Yes

                                                   Commissioner Lewark-Wood – Yes

 

Returned to session at 10:00 AM with no action taken and no decisions made.

PUBLIC WORKS:

 

Terry Bohr, Public Works Representative, presented the weekly written report to the Board.  Barbara Curtis was absent due to illness.  The following items were discussed:  Rock Map; Right of Way Permit Map for month of March; Request for crossing of road with road cut for Rural Water District #4; Speed Study Analysis for 10th Street; Six bridges recommended for 5-year plan; and re-construction of the Judicial Center handicap ramp.  As a result of this report, the following action was taken:

 

Road Boring: 

 

The Board agreed the decision on boring of roads will be made by the Public Works Coordinator.

 

Tenth Street Speed Limit:

 

ACTION:  A motion was made by Commissioner Mattix to adopt the official Speed Zone Analysis for County Road 3900 between the south city limits of Independence and US Highway 166 from TranSystems Corporation with the exception of Dearing City which will have the discretion to establish the speed limits within the city of Dearing.  The newly established speed limits within this report will take effect upon installation of all required signage.  Motion was seconded by Commissioner Lewark-Wood.

MONTGOMERY COUNTY SHERIFF:

 

EXECUTIVE SESSION:

 

ACTION:  A motion was made by Commissioner Mattix to recess to Executive Session at 11:22 AM to discuss non-elected personnel with Sheriff Stan Veach present to return at 11:48 AM.  Motion was seconded by Commissioner Lewark-Wood.

    ROLL CALL VOTE – Commissioner Mattix - Yes

                                                   Commissioner Tucker - Yes

                                                   Commissioner Lewark-Wood – Yes

 

Returned to session at 11:46 AM with no action taken and no decisions made.

 

Sheriff Veach discussed the upgrade cost for the telephone system for the new consoles to be installed in the Sheriff’s Department.  This upgrade will be necessary for the system to operate and asked if the cost could be paid from the Building Maintenance or County Operating Fund.  The cost of this upgrade will be somewhere around $34,000.00.  The Board will be discussing the quarterly budget figures at the next meeting and will discuss the upgrade costs and if funds are available.  No decision was made or action taken at this time.

OTHER COUNTY BUSINESS:

 

  1. CLASS LTD Support Request – Will be discussed at the Quarterly Budget Review – No action taken at this time.
  2. Acknowledged “thank you” letter from Joyce Allen for road work.
  3. Emergency Preparedness Repeaters Report by Jim Miller – He has been doing some work on the repeaters with the help of Ken Collins and Wilbur Schwatken.  Cost for a backup will be $1,100 to $1,500.
  4. Burn Ban –

ACTION:  A motion was made by Commissioner Tucker to lift the Burn Ban immediately, effective 4-10-06. Motion was seconded by Commissioner Lewark-Wood.
