OFFICIAL MINUTES

 March 20, 2006

The Board of County Commissioners, three members and the Deputy County Clerk present, met in regular session.

CALL TO ORDER:  Commissioner Mattix.

 

FENCE VIEWING:  The meeting convened at the fence viewing site at 9:30 AM located on the south side of the intersection of State Highway 160 and County Road 5300. 

In attendance were:

Carol Knisley – Landowner & Petitioner

Kelly Door – SKO Railroad Representation

Vasco Brown – Road Supervisor

Joe Thomas – Coffeyville Journal

Barbara Curtis – Public Works Coordinator

 

Commissioner Mattix explained the reason why they were there and the Kansas State Statute covering the responsibilities.  He asked for questions or comments.

 

Mr. Knisley asked Mr. Door about dozing out the timbers along the railroad right-of-way.

 

Commissioner Mattix responded by asking if the two of them could ride the rail and view the area in question.  Mr. Door stated a train was due soon.

 

Commissioner Mattix and Commissioner Lewark-Wood asked if the two of them could get together and work out an agreement on the fence and clearing of the right-of-way and if they could not reach an understanding to come back to the Commission.

 

Commissioner Mattix thanked everyone for being in attendance.

APPROVAL OF MINUTES:

 

ACTIONA motion was made by Commissioner Lewark-Wood to approve the minutes of

March 13, 2006as presented by the County Clerk. 

The motion was seconded by  Commissioner Tucker.

APPROVAL OF PAYMENT OF INVOICES:

 

ACTION:  A motion was made by Commissioner Lewark-Wood to approve invoices in the amount of $361,753.86 and $8,005.69 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Tucker.

PUBLIC WORKS:

 

Barbara Curtis, Public Works Coordinator presented the weekly written report.  The following items wre discussed:  Gravel report; Estimated damages to county roads from repair of Magellan Pipeline; and Building Maintenance (compliance with the Kansas State Fire Marshall’s office.

 

Executive Session:

 

ACTION:  A motion was made by Commissioner Mattix to recess to Executive Session at 10:10 AM to return at 10:30 AM to discuss non-elected personnel with Barbara Curtis, Public Works Coordinator present.  Motion was seconded by Commissioner Lewark-Wood.

    ROLL CALL VOTE – Commissioner Mattix - Yes

                                                   Commissioner Tucker - Yes

                                                   Commissioner Lewark-Wood – Yes

 

Returned to session at 10:29 AM with no action taken and no decisions made.

 

Discussion:

 

Discussed proposed salary increases for Road and Bridge Department.  The following action was taken:

 

ACTION:  A motion was made by Commissioner Mattix to approve a starting salary of $10.00 per hour for CDL Licensed drivers and $9.25 per hour for non-CDL Licensed drivers in the Road and Bridge Department, effective today (3-20-06).  Motion was seconded by

Commissioner Tucker.

Fred Long received an award from the County Weed Directors Association for Public Relations.  The Board of County Commissioners recognized his accomplishment.

MONTGOMERY COUNTY SHERIFF:

 

Sheriff Stan Veach met with the Board to discuss the following:

  1. Shared Sick Leave Request –

ACTION:  A motion was made by Commissioner Lewark-Wood to approve a Shared Sick Leave Request to be given by the Sheriff’s Department employees to County Treasurer’s Office employee.  Motion was seconded by Commissioner Tucker.

RES. NO. 06-55

 

  1. Discussed the reimbursement for the Clicker Ticket program for overtime for Sheriff’s employees.  The reimbursement funds will be deposited in the County Treasurer’s Office and reimbursed to the Sheriff’s Department payroll and will raise budget figures for the same amount as this was not a budgeted item by the Sheriff’s Department.

 

3.  Sheriff Veach advised the Board the inmates will be cleaning the stadium in Coffeyville.

HIGHWAY 169 ENHANCEMENT:

 

Wayne Gudmanson, Area Engineer for KDOT, Mike Stringer, District Manager for Southeast District for KDOT and Jeff Morris, Coffeyville City Manager met with the Board to discuss the proposed Highway 169 Enhancement. 

 

They advised the start date for the project has been moved back to 2008.  The budget has been exceeded and there are no funds to finish the project as planned.  They are trying to revise cost estimates to keep the plan going.  The original construction cost estimates were $28 million with costs now to exceed this amount.  It could cost an estimated $38 million for construction and miscellaneous.

 

Access for large trucks was discussed.  County Road 2200 would be closed forcing traffic to an alternate route.  The alternate route would probably be County Road 5300 and it would become eligible for 80-20 funding from the federal government.  There will be three intersections; Angola Road, CR 2250 and Highway 166 Junction.

 

There are no plans available at the present time to show what the intersections would look like but Mr. Gudenson stated they will be “well designed”.

OTHER COUNTY BUSINESS:

 

  1. Neighborhood Revitalization Resolution – (Will be discussed at the March 27th meeting.)
