The Board of County Commissioners, three members and the County Clerk present, met in regular session at 7:00 P.M.

CALL TO ORDER: Commissioner Mattix.
INVOCATION: Commissioner Mattix.
PLEDGE OF ALLEGIANCE: Commissioner Lewark-Wood.

ACTION: A motion was made by Commissioner Mattix to approve the agenda as amended. The motion was seconded by Commissioner Lewark-Wood.

Commissioner Mattix extended a “thank you” to the City of Coffeyville for use of the facilities for the evening meeting.

SHERIFF’S DEPARTMENT – SID HOWELL – VEHICLE PURCHASE – HOMELAND SECURITY GRANT FUNDS:
Sid Howell, Montgomery County Under Sheriff presented bids and request for approval to purchase a
1-ton dual wheel, 4 wheel drive, diesel truck to be used as a tow vehicle for the emergency trailer. Emergency Preparedness Director Jim Miller has worked on the project and the amount of funds allocated for the vehicle is $36,000 less 5% or $34,200. Bids were as follows:
Romans Chevrolet, Coffeyville, Kansas $35,603.39
Royal Motors, Coffeyville, Kansas $32,650.00
Quality Motors, Independence, Kansas $34,336.00
ACTION: A motion was made by Commissioner Mattix to approve the low bid for a GMC one-ton dual wheel, 4 wheel drive, 4 door, diesel truck from Royal Motors at a cost of $32,650.00 to be paid from Department of Justice Homeland Security Grant Funds to be used by the Sheriff’s Department as a tow vehicle for the emergency trailer.. Emergency Preparedness Director will finalize the arrangements for the purchase.

JOYCE ALLEN – REPAIRS ON COUNTY ROAD 2600:
Joyce Allen , a resident of Labette County (165 7000 Road), met with the Board to discuss County Road 2600 between CR 5700 and 5900, one mile and presented a petition signed by 25 residents (Labette County and Montgomery County). She said she has been asking for the road to be repaired since 1993. She has visited with Barbara Curtis and said “her attitude is cold”. She told the Board the school bus for USD#445 had gotten stuck and the “kids had to walk so there are safety issues when muddy”. She stated there has been no effort all these years to improve the road but CR 3000 has a lot of gravel and is not traveled She contacted Public Works last month and Ms. Curtis told her it could be posted as a low maintenance road since it is not a traveled mail route or bus route.
Commissioner Mattix advised Ms. Allen “there are many low maintenance roads in the county”. He also explained priorities on roads.
Commissioner Lewark-Wood feels something should be done and Commissioner Tucker said they would talk about it more.
Ms. Allen said they would greatly appreciate consideration

TOUR OF COURT FACILITIES – JUDGE CANADAY:
Judge Canaday and Nancy Williams, Deputy Clerk, guided the Board on a tour of the Court facilities and storage areas. Several issues were addressed concerning repairs on the building and restroom facilities. Cameras for the hallway area was also discussed. The tour began at 7:45 PM and ended at 8:30 PM.
After the tour, Judge Canaday discussed some of the things needing repair and perhaps this could be considered in the 2007 budget. He said the county has a contract between Coffeyville City and the County. A copy of the contract was not available. No action was taken at this time.

OTHER COUNTY BUSINESS
Human Resources will research and study the county policy on longevity and the Board will discuss further the possibility of allowing a break in service of one year or a shorter period of time without losing the longevity with the county. No action was taken.
Reviewed a policy change addressing employees filing for office; will be discussed at the next meeting.
The resolution for a change to Neighborhood Revitalization Plans was reviewed and tabled until Monday in order to address a fee for reinstatement on the Plan to those who have been delinquent on taxes.
