The Board of County Commissioners, three members and the County Clerk present, met in regular session at 7:00 PM.

CALL TO ORDER:  Commissioner Mattix.

INVOCATION:  Commissioner Tucker. 

PLEDGE OF ALLEGIANCE:  Commissioner Lewark-Wood.

 

AGENDA APPROVAL:

 

ACTION A motion was made by Commissioner Lewark-Wood to approve the agenda as amended.  The motion was seconded by Commissioner Tucker.

     ROLL CALL VOTE – Commissioner Mattix - Yes

APPROVAL OF PAYMENT OF INVOICES:

 

ACTION:  A motion was made by Commissioner Tucker to approve invoices in the amount of $13,920.48 and $177,798.71 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Lewark-Wood.

COUNTY TREASURER – EQUIPMENT PURCHASE:

 

Nancy Clubine, County Treasurer, present a request to the Board for the purchase of a printer from faxed quotes in order to make the purchase before January 1, 2006.  The following action was taken:

 

ACTION:  A motion was made by Commissioner Lewark-Wood to approve the purchase of a printer from Computer Generation, Independence, Kansas in the amount of $1,789.00 for the County Treasurer’s office.  Debit County Treasurer’s fund at her request.  Motion was seconded by Commissioner Mattix.

Ms. Clubine questioned the procedure for employee’s to be paid for the one-half day on the last working day of December.  She asked if it is holiday pay or how it is to be handled.  She stated her employees do not get off at the same time as other offices in the courthouse and wanted to know if the Board would specify how employees are to be paid for that time.  She was advised it would be handled “office by office and their department head”.

BUDGET AMENDMENT HEARING FOR 2005:

 

The public hearing for the amendment to the 2005 Montgomery County Budget was held with only one public input at the hearing.  The budget was amended as follows:

 

Road and Bridge – from $2,911,100 to $3,066,100

County Health     - from $   406,750 to $   481,750

Ambulance          - from $   431,571 to $   433,571

General Fund       - from $5,862,367 to $6,462,367

 

ACTION:  A motion was made by Commissioner Mattix to adopt and approve the 2005 Montgomery County Amended Budget as published.  Motion was seconded by Commissioner Lewark-Wood.

MONTGOMERY COUNTY RURAL FIRE DISTRICT NO. 1:

 

Wilbur Schwatken, MCRFD#1 Director, presented bids for  8 Portable Radios as follows:

 

Mobile Radio Service, Great Bend, KS                                            $5,520.00

Davis Communications, Bartlett, KS                                        $5,960.00

 

ACTION:  A motion was made by Commissioner Tucker to accept and approve bids for 8 portable radios for Montgomery County Rural Fire District No. 1 and award to low bidder Mobile Radio Service, Great Bend, Kansas in the amount of $5,520.00.  Debit MCRFD#1 Fund.  Motion was seconded by Commissioner Mattix.

PUBLIC WORKS:

 

Barbara Curtis, Public Works Coordinator, presented the weekly written report.  The following items were discussed:  New Caterpillar backhoe delivered; Award of Tractor and three mower bids;  Resolution transferring available monies; and Major Bridge replacement Status (County Bridge No. 1206).  As a result, the following action was taken:

 

ACTION:  A motion was made by Commissioner Mattix to transfer all available monies from the Road and Bridge Fund, as of December 31, 2005 into a Reserve Fund.  The amount of $200,000.00 to be credited to the Special Road, Bridge or Street Building. Machinery, Equipment and Bridge Building Fund. This transfer is subject to the 2005 audit.  The Commission authorizes the County Treasurer to make this transfer of funds.  Motion was seconded by Commissioner Lewark-Wood.

Ms. Curtis presented  the “Notice of Change in Pay Phone Agreement” for pay phones in the Judicial Building.  The change form required the signature of the Board.

  1. Occupational License for Independence Country Club –

ACTION:  A motion was made by Commissioner Tucker to approve an Occupational License for Independence Country Club, Independence, Kansas.  Motion was seconded by Commissioner Mattix.

  1. Cereal Malt Beverage Licenses –

ACTION:  A motion was made by Commissioner Tucker to approve renewal of Cereal Malt Beverage Licenses for the following:  Keli-Mart, Elk City, Kansas;  Sassy’s Bar & Grill, Sycamore, Kansas; Southgate, Independence, Kansas and Trading Times, Independence, Kansas.  Motion was seconded by Commissioner Mattix.

  1. GAAP Waiver (2005) –

ACTION:  A motion was made by Commissioner Mattix to approve the waiver of GAAP (Governmental Accounting Procedures) for Montgomery County for the year 2005.  Motion was seconded by Commissioner Tucker.

4.      Report on Regional Council – Homeland Security by Mr. Jim Miller, Emergency Preparedness Director.

ACTION:  A motion was made by Commissioner Mattix to designate Commissioner Tucker and Jim Miller to attend a 2-day workshop in Wichita, Kansas on January 30 and 31, 2005 for the Homeland Security Council Workshop and to approve expenses for this meeting.  Motion was seconded by Commissioner Lewark-Wood.

                                                   Commissioner Lewark-Wood – Yes

 

  1. Executive Session – Requested by Commissioner Lewark-Wood -

ACTION:  A motion was made by Commissioner Mattix to recess to Executive Session at

 8:05 PM to return at 8:20 PM to discuss non-elected personnel.  Motion was seconded by Commissioner Tucker.

    ROLL CALL VOTE – Commissioner Mattix - Yes

                                                   Commissioner Tucker - Yes

                                                   Commissioner Lewark-Wood – Yes

 

Returned to session at 8:20 PM with no action taken and no decisions made.
