ACTION: A motion was made by Commissioner Lewark-Wood to approve the agenda as amended. The motion was seconded by Commissioner Tucker.

APPROVAL OF PAYMENT OF INVOICES:
ACTION: A motion was made by Commissioner Tucker to approve invoices in the amount of $175,417.03 as presented by the County Clerks office. The motion was seconded by Commissioner Lewark-Wood.

COUNTY CLERK BID OPENING SCANNER:
Bids for a scanner for the election system were as follows:
Computer Generation, Independence, KS $3,529.00
Digital Connections, Inc., Coffeyville, KS $3,500.00
ACTION: A motion was made by Commissioner Tucker to accept the low bid of $3,500.00 from Digital Connections, Inc., Coffeyville, KS for one (1) scanner for the election office to be debited from County General Capital Outlay Fund.
Motion was seconded by Commissioner Lewark-Wood.

EXECUTIVE SESSION:
ACTION: A motion was made by Commissioner Lewark-Wood to recess to Executive Session at 9:12 AM to return at 9:25 AM to discuss non-elected personnel with the Board present. Motion was seconded by Commissioner Mattix.

Returned to session at 9:25 AM with no action taken and no decisions made.

COUNTY APPRAISER REFINERY RE-APPRAISAL:
County Appraiser Bob Kline, Jim Shontz and Kathy Craig met with the Board to discuss re-appraisal of the Coffeyville Refinery. Mr. Kline quoted the appraisal cost from American Appraisal Association, Milwaukee, Wisconsin at $80,000 plus $350 per hour for expenses. The total estimate cost will be approximately $100,000.
Mr. Kline stated the State of Kansas recommends the appraisal but it is the responsibility of the county and all expenses are the responsibility of the county. Mr. Shontz said he suggests delaying the re-appraisal until 2006 and evaluate for 2007.
No action was taken to re-appraise at this time.

PUBLIC WORKS:
Barbara Curtis, Public Works Coordinator, presented the weekly written report. The following items were discussed: Ditching; Clearing and treating roads during and after snow storm; Major Bridge Replacement Status (Utility Agreements and Right-of-way Clearance form for signatures for KDOT); and Request for Executive Session for non-elected personnel. As a result of this report, the following action was taken:
ACTION: A motion was made by Commissioner Lewark-Wood to authorize the Board to sign the Right-of-way Clearance form for acquisition giving KDOT the authorization to proceed with the contract for County Bridge No. 1001 (2.6 mile N. & 1.0 mile E. of Coffeyville on County Road 5100-07). Motion was seconded by Commissioner Tucker.

OTHER COUNTY BUSINESS:
1. Distribution of Local Alcohol Tax -
ACTION: A motion was made by Commissioner Lewark-Wood and seconded by Commissioner Tucker to distribute the local alcoholic liquor tax funds by population prorated to all Incorporated cities in Montgomery County, for Special Parks and Recreation as follows:

Discussed the following: Highway 169 Meeting to be held December 15th in Coffeyville; Jail Committee will meet with Commission at the regular meeting on December 19th; and letter from Judge Canaday advising the Board he is serving as acting administrative judge in Judge Dents absence. No action was required from these discussions.
