The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER:  Commissioner Mattix.

INVOCATION:  Commissioner Tucker. 

PLEDGE OF ALLEGIANCE:  Commissioner Lewark-Wood.

 

AGENDA APPROVAL:

 

ACTION A motion was made by Commissioner Mattix to approve the agenda as amended.  The motion was seconded by Commissioner Lewark-Wood.

     ROLL CALL VOTE – Commissioner Mattix - Yes

                                                   Commissioner Tucker - Yes

                                                   Commissioner Lewark-Wood – Yes

APPROVAL OF PAYMENT OF INVOICES:

 

ACTION:  A motion was made by Commissioner Lewark-Wood to approve invoices in the amount of $25,245.22 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Tucker.

COUNTY CLERK – BID OPENING – LASERJET PRINTER:

 

County Clerk Charlotte Schmidt presented bids for two (2) laser jet printers required by the new election system being mandated by the State of Kansas.  Bids are as follows:

 

Computer Generation, Independence, KS                                        $2,838.00

Midwest Technology Connection, KC, MO                                      $3,284.00

NEX-TECH, Salina, KS                                                                         $3,284.00

Digital Connections, Coffeyville, KS                                 $4,600.00

Advantage Computer Interprise, Iola, KS                                        $3,590.00

 

Bids were taken under advisement for the Computer Director.

 

The Computer Director returned with a recommendation to purchase from Computer Generation, Independence, KS.  The following action was taken:

 

ACTION:  A motion was made by Commissioner Lewark-Wood to approve the purchase of two (2) Laser Jet Printers for the County Clerk’s Office to be purchased from Computer Generation at a total cost of $2,866.00.  Motion was seconded by Commissioner Mattix.  Debit County General Capital Outlay Fund.

CANVASS OF VOTES – CANEY CITY:

 

The official canvass of votes for the Caney City Special Election held November 22, 2005 was conducted by the Board of County Commissioners sitting as a Canvassing Board.  There was no change to the results of the election.

DEPARTMENT OF CORRECTION & COUNTY HEALTH DEPARTMENT – PERSONNEL:

 

Mr. Bob Booth and Ms. Ruth Bardwell met with the Board and presented a Montgomery County Health Department Position Description for a new position for Department of Corrections Nurse.  The suggested beginning salary will be $15.00 per hour for RN and less if an LPN is hired.

 

The Board instructed Ms. Bardwell to present the position for posting and advertising for applicants.

HUMAN RESOURCES – SAFETY TRAINING & AWARENESS:

 

Human Resources Director Liz Schwatken met with the Board to discuss safety training and awareness training for all county employees.  The Board discussed the safety training helping to lower the cost for Workmen’s Comp.  Ms. Schwatken stated much of the safety training is under OSHA and is being conducted but many of our claims are due to falls and other accidents within the building and within the offices.  Training will be made available through videos to all employees and she hopes to have training tools and to implement sessions by the 15th of January, 2006.  All new hire will be required to receive the training at the time they begin working for the county.

PUBLIC WORKS:

 

There was no weekly written report due to Ms. Curtis being at KAC. 

 

Discussed the Freiss and Layne right-of-way and stated it is understood it has been worked out between the company and landowner.  Another right-of-way problem is crossing the Richard Gartner property and Layne Drilling.

 

EXECUTIVE SESSION:

 

ACTION:  A motion was made by Commissioner Mattix to recess to executive session at 10:30 AM to return at 10:34 AM with Barbara Curtis present to discuss non-elected personnel.  Motion was seconded by Commissioner Tucker.

    ROLL CALL VOTE – Commissioner Mattix - Yes

                                                   Commissioner Tucker - Yes

                                                   Commissioner Lewark-Wood – Yes

 

Returned to session at 10:34 AM with no action taken and no decisions made.

 

Heater for the Sally Port will be installed at a cost of $1,650.00 and will be purchased from Hawkins Heating and Cooling, Cherryvale, Kansas.  Funds will be debited from Jail Surplus Fund.

MONTGOMERY COUNTY SHERIFF:

 

EXECUTIVE SESSION:

 

ACTION:  A motion was made by Commissioner Mattix to recess to Executive Session at 10:38 AM to return at 10:43 AM with Sheriff Veach present to discuss non-elected personnel.  Motion was seconded by Commissioner Lewark-Wood.

    ROLL CALL VOTE – Commissioner Mattix - Yes

                                                   Commissioner Tucker - Yes

                                                   Commissioner Lewark-Wood – Yes

 

Returned to session at 10:43 AM with no action taken and no decisions made.

 

OTHER COUNTY BUSINESS:

 

  1. Discussed list provide by insurance company listing insured vehicles, equipment and buildings –

 

  1. KAC Insurance package to be referred to Human Resources –

 

  1. Bob Kline, County Appraiser advised the Board there possibly will be state-wide grants for the GIS system but only for KAC members.  The County Appraisers and Highway Departments belong to KAC and grants can be applied for through these two offices.

 

Mr. Kline also advised the Board Infinitec Systems will be meeting with him and any other department interested in their system. 

 

  1. Commissioner Mattix discussed the Cherryvale trucking project and told the Board Jim Fischer has been contacted by Dennis Pruitt for a cost estimate on the road.
