ACTION: A motion was made by Commissioner Mattix to approve the agenda as amended. The motion was seconded by Commissioner Tucker.

ACTION: A motion was made by Commissioner Mattix to approve invoices in the amount of $179,209.52 as presented by the County Clerk’s office. The motion was seconded by Commissioner Lewark-Wood.

EXECUTIVE SESSION:
ACTION: A motion was made by Commissioner Mattix to recess to Executive Session at 9:08 AM to return at 9:13 AM with the County Clerk present to discuss non-elected personnel. Motion was seconded by Commissioner Lewark-Wood.

COUNTY ATTORNEY – BID OPENING COMPUTERS AND PRINTER:
Daylene Walls and Elaine Glines attended the bid opening for computers and printer for the Juvenile Office/County Attorney office. Bids were as follows:
Advantage Computers, Iola, Kansas Computers & Accessories $5,335.00
Kontemporary Keyboards, Coffeyville, Kansas Computers & Accessories $4,390.00
The County Attorney representatives recommended Advantage Computers to be compatible with the present system.
ACTION: A motion was made by Commissioner Mattix to approve the bid for computers and accessories from Advantage Computers, Iola, Kansas in the amount of $5,335.00 for equipment for the Juvenile/County Attorney’s Office. Debit County Capital Outlay Fund. Motion was seconded by Commissioner Tucker.

MONTGOMERY COUNTY SHERIFF – BID OPENING – SCANNERS:
Sheriff Stan Veach was present for the bid opening for two (2) Scanjet Document Flatbed Scanners for the Sheriff’s Department. Bids were as follows:

ACTION: A motion was made by Commissioner Mattix to award the bid, on the recommendation of the Montgomery County Sheriff, to Computer Generation, Inc., Independence, Kansas for $1,654.00 for two Scanjet Document Flatbed Scanners. ACTION: A motion was made by Commissioner Lewark-Wood to recess to Executive Session at 10:08 AM to return at 10:18 AM with the Board present to discuss non-elected personnel. Motion was seconded by Commissioner Tucker.

COUNTY ATTORNEY – PAYROLL:
County Attorney Bill Cullins met with the Board to discuss increases for some of his staff members. He requested a 3.5% increase for five (5) secretarial positions and the Assistant County Attorney Larry Markle. The following action was taken:
ACTION: A motion was made by Commissioner Tucker to approve a salary increase of 3.5% for five (5) secretarial positions and the Assistant County Attorney, Larry Markle in the County Attorney’s office effective July 26, 2005. Motion was seconded by Commissioner Lewark-Wood.

DEPARTMENT OF CORRECTIONS – PERSONNEL:
Mr. Robert Booth, Department of Corrections Administrator, discussed the medical expenses incurred by the prisoners. He stated he has at least 10 to 15 transports to the hospital per week. He requested establishing a pool of temporary part-time personnel of paramedics to be used on the weekends when the County Health nurse is not available. He suggested setting the wage at $12.00 per hour and hours for Friday and Saturday from 4 PM to 12 Midnight. Commissioner Tucker asked about a schedule from 8 PM to 4 AM. The following action was taken:
ACTION: A motion was made by Commissioner Mattix to authorize the Department of Corrections Administrator to pursue establishing a work pool of paramedics on a temporary part-time basis for weekends in the Department of Corrections to be used as needed at a pay scale of $12.00 to $14.00 per hour. Motion was seconded by Commissioner Lewark-Wood.

PUBLIC WORKS:
Barbara Curtis, Public Works Coordinator, reported to the Board on an accident to a Road and Bridge truck estimated at $500.00; Discussed work on 10th Street; and requested approval to post a position on Road and Bridge at $8.75 per hour due to an employee resigning. Approval was given for the posting.

JUVENILE JUSTICE AUTHORITY:
Duane Powell, JJA Director, presented a request for the Board to approve moving money between Prevention Programs.
ACTION: A motion was made by Commissioner Tucker to authorize the JJA Director to move the necessary funds, as approved by the Juvenile Justice Authority, between Juvenile Intake and Assessment, Community Case Management, Juvenile Intensive Supervision Program, Truancy Immediate Intervention Program and Parent Education Funds for the State Fiscal Year 2005 as requested and recorded in the County Clerk’s office. Motion was seconded by Commissioner Lewark-Wood.

OTHER COUNTY BUSINESS:
Mr. Jim Miller discussed a request from the sheriff wanting to trade one of the sheriff’s vehicles being taken out of service for the Blazer in Emergency Preparedness. Commissioner Tucker stated this would be putting another vehicle back in the Sheriff’s fleet and the purpose of buying the last two vehicles was to replace two and not add to the number. No action was taken at this time.
Commissioner Tucker addressed the problem with 911 addressing throughout the county. It was decided Mr. Miller should be the official addressing person and be notified by the Appraiser’s Office when addressing is needed and use the established numbering address system. Mr. Miller will visit with the departments involved in the numbering process and gather more information.
The August 4th meeting on Foreign Animal Disease was discussed and talked about establishing a committee to further the Plan needed and to educate the necessary actions to be taken. They also stated the LEPC members will be major players in the Committee. A tabletop exercise will be necessary to promote awareness. No action was taken at this time.
The August 18th, Thursday night meeting will be cancelled during Coffeyville Fair Week.
