The Board of County Commissioners, two members and the County Clerk present, met in regular session at 9:00 AM. Commissioner Mattix was absent.

CALL TO ORDER: Commissioner Lewark-Wood.
INVOCATION: Commissioner Tucker.

APPOINTMENT OF CHAIRMAN:
ACTION: A motion was made by Commissioner Tucker to appoint Commissioner Lewark-Wood to serve as Chairman in the absence of Commissioner Mattix for today’s meeting. Motion was seconded by Commissioner Lewark-Wood.

APPROVAL OF PAYMENT OF INVOICES:
ACTION: A motion was made by Commissioner Tucker to approve invoices in the amount of $23,232.01 as presented by the County Clerk’s office. The motion was seconded by Commissioner Lewark-Wood.

MONTGOMERY COUNTY SHERIFF – DOCUMENT SCANNERS PURCHASE REQUEST:
Sheriff Stan Veach requested approval to purchase two (2) document scanners for his department at an approximate cost of $699.00 each. The Board authorized the Sheriff to request bids for the scanners and specifications are to be given to the County Clerk’s office and bid request will be mailed.
Sheriff Veach presented speed surveys on Tenth Street accumulated by the deputies. The surveys showed most vehicles travel at a speed of 55 to 60 mph. These surveys are informational to the Board before setting an increased limit on Tenth Street.
ACCESS TO SELECTABILITIES – BEN DAY – SEK APPRAISAL:
Mr. Ben Day, SEK Appraisal Company, met with the Board to discuss the copy fees and fax charges being paid to the Montgomery County Appraiser’s office. He feels the charges are too high for local faxes. He stated they are being charged 65 cents for the fax plus the call. The Board asked Mr. Jim Shontz, County Appraiser to attend the meeting with Mr. Day. Mr. Shontz said he is not real familiar with the fees but will check with the staff. In 1997 the Board of County Commissioners passed a resolution for all departments to follow for fees for copies, faxes and miscellaneous. Mr. Day also discussed a program that will enable certified appraisers to have access through the internet to the information they need for fee appraisals. A charge is paid per month or per year for the accessibility. Mr. Shontz is aware of this program. He said the cost of the program is expensive but will check into it. A copy of the fees set by the county will be available to the Appraiser’s office.

ACTION: A motion was made by Commissioner Tucker to recess to Executive Session at 9:32 AM to return at 9:42 AM to discuss non-elected personnel with Commissioner Lewark-Wood present. Commissioner Mattix is absent. Motion was seconded by Commissioner Lewark-Wood.

COUNTY ATTORNEY – COMPUTER EQUIPMENT PURCHASE – JUVENILE OFFICE:
County Attorney Bill Cullins was not available to meet with the Board and requested Assistant County Attorney Daylene Walls make the presentation. Ms. Walls advised the Board the Juvenile Office is in need of three (3) computers, including monitors. She stated Duane Powell, Juvenile Justice Authority, has funds to purchase one (1) of the three (3) computers and monitors. She also said they would like to have two (2) laptop computers but they would be a luxury at this time and they are not requesting them at this time. The following action was taken:
ACTION: A motion was made by Commissioner Lewark-Wood to authorize the County Attorney’s office to obtain bids on two (2) computers, including monitors. Bids will not include laptop computers. Motion was seconded by Commissioner Tucker.

PUBLIC WORKS:
Mr. and Mrs. Everett Grabham met with the Board and the Public Works Coordinator on the Card Creek Road Project. The Grabham’s are not satisfied with the progress on the project and asked it be prioritized. Ms. Curtis told the Board the project was discussed last year and due to the condition of the road and the required work on the road, it would be a 2 to 3 year process. Approximately $90,000 has already be spent on the project and if all proceeds as expected it will be completed next year. They will resume work on it in the spring of next year.
Ms. Curtis presented the weekly written report. The following items were discussed: Rock Report for the month of June; Overlay on Wingard Road has been completed and reported on present overlay project location; Requested permission to bid 150 “No Thru Trucks over 27T” signs, 300 10’ U Channel posts and 50 12’ U Channel posts; Retirements and requested to advertise for two (2) positions for Bridge III range; Requested to close office at 4:00 PM on Thursday, July 28th for a retirement party and extended invitations to the Board and the County Clerk; Major Bridge Replacement Status; Building Maintenance (installing new lighting and painting in Field Appraisers Office, requested permission to solicit bids for new floor covering in Court Services and Dept. of Corrections offices); and Noxious Weed Annual Weed Management Plan for signatures of the Board for the Kansas Department of Agriculture. As a result of this report, the following action was taken:

Office Closing early on 7-28-05:
Approved the office closing at 4:00 p.m. on Thursday, July 28, 2005 for retirement party for employees.
Bids for new floor covering, Court Services and Dept. of Corrections:
ACTION: A motion was made by Commissioner Tucker to authorize the Public Works Coordinator to obtain bids for floor covering in the Court Services office and the Department of Corrections administrative offices and waiting room area. Motion was seconded by Commissioner Lewark-Wood.

MONTGOMERY COUNTY RURAL FIRE – BIDS FOR REWIRING FIRE STATION & BOOTS:
Wilbur Schwatken, Montgomery County Rural Fire Director, presented an oral update on the department along with written reports and minutes of the June monthly board meeting.
Bids were opened for the rewiring of the Havana Fire Station and Bunker Boots. Bids were as follows:
REWIRING OF HAVANA FIRE STATION:
Howard Electric, Independence $1,800.00
Liebert Electric, Coffeyville $1,735.00
Mike Moore Electric, Independence $1,875.00
BLM Electric, Independence Bid not opened – Recvd too late
J&N Electric, Caney $1,050.00
The Board referred the bids to Mr. Schwatken. J&N Electric, Caney, Kansas is not on the bid list but will be added to the list.

Weis Fire & Safety Equipment, Salina, KS $8,987.50

The Board referred the bids to Mr. Schwatken.
Mr. Schwatken returned with recommendations to the Board on the bids presented as follows:
ACTION: A motion was made by Commissioner Lewark-Wood to accept the recommendation of the Montgomery County Rural Fire Director and award the bid for the rewiring of the Havana Fire Station to Howard’s Electric, Independence, Kansas in the amount of $1,800.00. Debit MCRF#1 Fund. Motion was seconded by Commissioner Tucker.

Debit MCRF#1 Fund. Motion was seconded by Commissioner Tucker.
