The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER:  Commissioner Mattix.

INVOCATION:  Commissioner Tucker.     

PLEDGE OF ALLEGIANCE:  Commissioner Mattix.

 

AGENDA APPROVAL:

 

ACTION A motion was made by Commissioner Mattix to approve the agenda as amended.  The motion was seconded by Commissioner Lewark-Wood.

     ROLL CALL VOTE – Commissioner Mattix - Yes

                                                   Commissioner Tucker - Yes

                                                   Commissioner Lewark-Wood – Yes

COUNTY APPRAISER POSITION – MR. ROBERT KLINE:

 

Mr. Bob Kline met with the Board and agreed to the contract as presented between himself and Montgomery County for the Appraiser position.  The following action was taken:

 

ACTION:  A motion was made by Commissioner Mattix to extend a contract for employment with Montgomery County for the County Appraiser position to Mr. Bob Kline, 1459 Rd 31, Havana, Kansas for a four (4) year term commencing August 1, 2005 to June 30, 2009at a yearly salary of $48,000.00 to be reviewed and evaluated annually. Contract will be on file in Human Resources Department.  Motion was seconded by Commissioner Tucker.

COMMUNITY CORRECTIONS – FISCAL YEAR 2006 BUDGET:

 

Mr. Kurtis Simmons, Community Corrections Director, met with the Board to discuss the following:

 

  1. Adoption of the most recent Kansas Civil Service Basic Pay Plan effective June 5, 2005;
  2. Director’s Contract;
  3. FY 2006 Community Corrections & SB 123 Supervision Grant Funds Budget Summary & Budget Narrative.

 

ACTION:  A motion was made by Commissioner Mattix to adopt the following as presented by the Community Corrections Director:

  1. Adoption of the most recent Kansas Civil Service Basic Pay Plan effective June 5, 2005;
  2. Director’s Contract;
  3. FY 2006 Community Corrections & SB 123 Supervision Grant Funds Budget Summary & Budget Narrative.

Motion was seconded by Commissioner Lewark-Wood.

PUBLIC WORKS:

 

Barbara Curtis, Public Works Coordinator, presented a resolution for “No thru trucks over 27 tons empty weight”.  The Board asked for some revisions to the wording.

 

Other items discussed:

 

  1. Ms. Curtis presented a letter of interest for engineering.  She stated there will be a committee of three (3) to review the letters of interest from engineering firms and make a recommendation based on a selection process as required by KDOT.  A firm will be selected to provide construction inspection on federal aid bridge projects.  Commissioner Tucker was appointed by the Board of County Commissioners to serve on this committee.
  2. Asphalting is beginning on Wingard Road.
  3. Commissioner Tucker inquired about the dust control.  Applications had to be made by May 31st and has been completed.
  4. Discussed asphalting east of Sycamore.
  5. The Board question the purchase of paint and discussed bids instead of quotes in the future.

 

Ms. Curtis returned to the Board with a corrected resolution for the “No thru truck traffic”.  The following action was taken:

 

ACTION:  A motion was made by Commissioner Mattix that in order to minimize damage to our county roads and bridges all asphalt surfaced County roads, excluding Co. Rd. 1250-1 (Spears Road), County Road 3425-21 (east of Liberty) and County Road 5125 north of Liberty to Highway 169 and including gravel roads 3950-03 and 5300 from 2200 south to Highway 166 be designated and posted as “No Thru Trucks over 27 Tons”.  Motion was seconded by Commissioner Lewark-Wood.

BUDGET SESSION – LARRY WRIGHT:

 

Larry Wright present preliminary figures for the 2006 budget to the Board.  A work session was scheduled for Monday, July 18th and Thursday July 21st.

OTHER COUNTY BUSINESS:

  1. Drainage Problem - Mr. Fuller Cretcher addressed the Board with a drainage problem on CR 4800 Street between 5150 and 5100 Roads.  A culvert has been installed for oil production and will have water backed up and act as a dam.  Commissioner Mattix will view the area.
  2. Bid Policy was presented to the Board.  Some clarification on the Open Records Act will be added at the bottom of the policy and returned to the Board next Monday.
  3. Executive Session -                                                  

ACTION:  A motion was made by Commissioner Mattix to recess to Executive Session at 10:53 AM to discuss non-elected personnel with the Board present to return at 11:10 AM.  Motion was seconded by Commissioner Lewark-Wood.

     ROLL CALL VOTE – Commissioner Mattix – Yes

                                                   Commissioner Tucker – Yes

                                                   Commissioner Lewark-Wood – Yes

 

Returned to session at 11:10 AM with no action taken and no decisions made.

A budget work session meeting is scheduled for Thursday, July 21st at 9:00 AM.  The 7:00 PM meeting for July 21st has been cancelled.
