The Board of County Commissioners, three members and the County Clerk present, met in regular session at 7:00 PM.

CALL TO ORDER:  Commissioner Mattix.

INVOCATION:  Commissioner Mattix.  

PLEDGE OF ALLEGIANCE:  Commissioner Lewark-Wood.

 

AGENDA APPROVAL:

 

ACTION A motion was made by Commissioner Lewark-Wood to approve the agenda as amended.  The motion was seconded by Commissioner Tucker.

     ROLL CALL VOTE – Commissioner Mattix - Yes

APPROVAL OF MINUTES:

 

ACTIONA motion was made by Commissioner Mattix to approve the minutes of June 16, 2005 as presented by the County Clerk.  The motion was seconded by  Commissioner Tucker.

APPROVAL OF PAYMENT OF INVOICES:

 

ACTION:  A motion was made by Commissioner Lewark-Wood to approve invoices in the amount of $23,879.00, $11,992.00 and $265,880.19 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Tucker.

    ROLL CALL VOTE – Commissioner Mattix - Yes

PUBLIC WORKS:

 

Barbara Curtis, Public Works Coordinator, presented the bid letting documents on the Drum Creek Bridge for the signature of the Chairman.  No action is required.

 

Discussed the following:

  1. Advised that asphalting will start next week on Wingard Road;
  2. Dust control program is concluded for this year and has been applied;
  3. Discussed media marking on S. 10th Street and requested permission to hire Advanced Warnings, Wichita, Kansas for striping and placing thermoplastic at the intersection.  The following action was taken:

 

ACTION:  A motion was made by Commissioner Lewark-Wood to authorize the Public Works Coordinator to hire Advanced Warnings, Wichita, Kansas for striping and placing thermoplastic at the 10th & State Lake Road Intersection at a cost of $6,750.00.  Debit Road and Bridge Fund.  Motion was seconded by Commissioner Tucker.

SHERIFF’S DEPARTMENT – BID OPENING – BODY ARMOR VESTS:

 

Undersheriff Sid Howell was present for the bid opening for the Body Armor Vests.  Bids were as follows:

 

OMB Police Supply, Lenexa, Kansas                                 $14,875

Southern Uniforms, Carthage, Missour                               $16,375

 

ACTION:  A motion was made by Commissioner Tucker to approve the purchase of 25 Body Armor Vests from Southern Uniforms, Carthage, Missouri on the recommendation of the Sheriff’s Department Representative at a cost of $16,375.  Fifty percent of the cost will be reimbursed by grant funds. Debit Sheriff’s Department Fund.  Motion was seconded by Commissioner Lewark-Wood.

MR. BOB KLINE – COUNTY APPRAISER POSITION:

 

Mr. Bob Kline met with the Board to interview for the County Appraiser position.  Mr. Kline stated he is a resident of Chautauqua County and lives approximately ½ mile from the Montgomery County line. 

 

The Board asked Mr. Kline why he was interested in this position.  He replied it will be about 100 miles closer than Neosho County.

 

Mr. Kline presented his certifications and experience information.  He stated he enjoys working with people and feels he is very good with people. 

 

Commissioner Mattix the salary for this position will be reviewed annually with an evaluation also at that time.  Mr. Kline said he would have to give two weeks notice to Neosho County.

 

EXECUTIVE SESSION:

 

ACTION:  A motion was made by Commissioner Lewark-Wood to recess to Executive Session at 7:48 PM to return at 8:00 PM to discuss non-elected personnel with the Board present.  Motion was seconded by Commissioner Mattix.

ROLL CALL VOTE – Commissioner Mattix - Yes

                                                   Commissioner Tucker - Yes

                                                   Commissioner Lewark-Wood – Yes

Returned to session at 8:00 PM with no action taken and no decisions made.

 

Commissioner Mattix addressed Mr. Kline and stated there would be no contract offered tonight but will make a decision on Monday.  He once again stated the annual salary will be $48,000 with annual review and evaluation.  Mr. Kline is to return at 9:15 AM on Monday, July 11th at the Commission Meeting.

EXECUTIVE SESSION:

 

ACTION:  A motion was made by Commissioner Tucker to recess to Executive Session at 8:32 PM and return at 8:40 PM to discuss non-elected personnel with the Board present.  Motion was seconded by Commissioner Lewark-Wood.

                                                   Commissioner Tucker - Yes

                                                   Commissioner Lewark-Wood – Yes

Returned to session at 8:40 PM with no action taken and no decisions made.

OTHER COUNTY BUSINESS:

                                                  

  1. Bid Procedure Discussion – County Clerk –

Bid procedures were discussed and the County Clerk was asked to prepare a new bid policy and procedure for the Board at the next meeting.

 

  1. County Budget – 2006 –

Budget information was given to the Board by the County Clerk.  Larry Wright will be present at the July 11th meeting for budget discussion.
