The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER:  Commissioner Mattix.

INVOCATION:  Commissioner Mattix.

PLEDGE OF ALLEGIANCE:  Commissioner Tucker.

 

AGENDA APPROVAL:

 

ACTION A motion was made by Commissioner Mattix to approve the agenda as amended.  The motion was seconded by Commissioner Lewark-Wood.

APPROVAL OF PAYMENT OF INVOICES:

 

ACTION:  A motion was made by Commissioner Mattix to approve invoices in the amount of $1,153.71 and $23,879.00 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Tucker.

EXECUTIVE SESSION:

ACTION:  A motion was made by Commissioner Mattix to recess to Executive Session at 9:08 AM to return at 9:15 AM with the Board present to discuss non-elected personnel.  Motion was seconded by Commissioner Lewark-Wood.

Returned to session at 9:15 AM with no action taken and no decisions made.

CLASS LTD – GRANT SUPPORT REQUEST:

 

Jan Bolin, CLASS LTD Director and Phillip Chappuie with CLASS, presented a request for a letter of support to obtain a CDBG Grant in the amount of $350,000.  The matching share will be 50% and will be from CLASS LTD funds.  They have been looking for a facility in Coffeyville and have located two (2) locations and will be pursuing one of the locations in the near future.  The Board agreed to support the grant request and the following action was taken:

 

ACTION:  A motion was made by Commissioner Lewark-Wood to approve a letter of support for CLASS LTD to obtain a CDBG Grant in the amount of $350,000 with a 50% match to be met with CLASS LTD funds for the purchase and remodeling of a facility in Coffeyville.  Motion was seconded by Commissioner Tucker.

FOUR COUNTY MENTAL HEALTH – 2006 BUDGET REQUEST:

 

Greg Hennen, Four County Mental Health, presented the request for the 2006 budget to the Board.  The budget request is for $361,316 for 2006 compared to an approved budget of $333,926 for 2005.  No action was taken at this time.

MONTGOMERY COUNTY HEALTH – BIO-TERRORISM & QUARANTINE:

 

Ruth Bardwell, Montgomery County Health Director, reported on the latest information on bio-terrorism meetings and discussed a quarantine policy for the county.  Counties are encouraged to pass quarantine policies with specific rules to be followed in the event quarantine would be necessary.  There will be a video conference presented on May 31st at Pittsburg , Kansas on each county official’s responsibility during an event requiring quarantine and/or isolation.  Ms. Bardwell will be attending the conference.

Ms. Bardwell discussed a Regional Bio-terrorism National Conference in Boston, Mass. July 12-15, 2005 and money has been set aside for her to attend this meeting.  No action was necessary.

PUBLIC WORKS:

 

Barbara Curtis, Public Works Coordinator, presented the weekly written report.  The following items were discussed:  Break-in at the County Garage; Wrecked dump truck replacement cost and report;  Major Bridge Replacement Status; Award of Noxious Weed Chemical Bid; and report on collection day for Household Hazardous Waste in Elk City on May 7th.  As a result of this report, the following action was taken:

 

Wrecked Dump Truck – approval was given for the Public Works Coordinator to order the replacement for the Sterling Dump Truck at an estimated cost of $100,000.00.  The insurance adjustor will be here on Wednesday, May 11, 2005.

 

Shop Truck Replacement -  Ms. Curtis will check with state surplus and dealers on replacement for the pickup for the shop to replace the vandalized vehicle.  The Board authorized a replacement cost not to exceed $10,000.00.

 

Discussed increasing the speed limit on Tenth Street to 60 or 65 mph.  Ms. Curtis suggested a Traffic Engineering Study  on Tenth Street Road offered to the county at no charge.  Commissioner Tucker agreed this would be the best way to proceed before establishing any speed limit on Tenth Street.

 

 

Discussed thru truck traffic with Sheriff Veach present.  Commissioner Lewark-Wood asked if the signs have been ordered as discussed on the truck traffic.  Sheriff Veach suggested a weight limit be placed on these roads and the county enforce by borrowing State Scale Crew.  No action was taken at this time.

COUNTY APPRAISER – COPIER REPLACEMENT:

 

Kathy Craig, County Appraiser’s Office, presented a request for replacement for the copier in the Appraiser’s office.  The County Clerk’s office will also be placed on the same bid request as previously approved.  Approval was given to Ms. Craig to request bids be submitted.

 

Ms. Craig advised the Board a former employee of the Appraiser’s office was killed in an accident.  Some of the employees may attend the funeral.

OTHER COUNTY BUSINESS:

 

1.      Budget Preparation Discussion –

Accounting firms will be sent a letter requesting quotes for budget preparation for 2006.  A list of these firms will be compiled by the County Clerk and presented at the next meeting.  The Board has requested this be confined to “in county firms” and our present auditing firm in Chanute.

 

 

COUNTY BUSINESS (Continued):

 

2.      Amendment to Resolution 04-137 for Amazon.com –

ACTION:  A motion was made by Commissioner Mattix to amend Montgomery County Resolution 04-137 for tax exemption for Amazon.com as requested by the State Board of Tax Appeals.  Motion was seconded by Commissioner Lewark-Wood.

3.      County Smoking Policy –

Smoking breaks and time spent on these breaks were discussed by the Board.  Liz Schwatken, Human Resources Department was requested to prepare a new memo to all departments reminding the county buildings are “tobacco free” and smoking will be permitted only one break in the am, lunch hour and one break in the pm.

4.      Cell Phone Usage –

Cell Phone and computer usage was discussed with HR Director and Computer Director.  No action was taken at this time.

5.      Executive Session –

ACTION:  A motion was made by Commissioner Mattix to recess to Executive Session at

11:00 AM to return at 11:05 AM with the County Clerk present to discuss non-elected personnel.  Motion was seconded by Commissioner Tucker.
