The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER:  Commissioner Mattix.

INVOCATION:  Commissioner Mattix.      

PLEDGE OF ALLEGIANCE:  Commissioner Lewark-Wood.

 

AGENDA APPROVAL:

 

ACTION A motion was made by Commissioner Lewark-Wood to approve the agenda as amended.  The motion was seconded by Commissioner Tucker.

APPROVAL OF MINUTES:

 

ACTIONA motion was made by Commissioner Tucker to approve the minutes of April 21, 2005 as presented by the County Clerk.  The motion was seconded by  Commissioner Mattix.

APPROVAL OF PAYMENT OF INVOICES:

 

ACTION:  A motion was made by Commissioner Tucker to approve invoices in the amount of $10,178.29, $20,000.00 and $116,629.54 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Lewark-Wood.

REGISTER OF DEEDS – PAYSCALE REQUEST:

 

Marilyn Calhoun, Register of Deeds, presented a pay increase request for all employees in the Register of Deed office.  The following action was taken:

 

ACTION:  A motion was made by Commissioner Tucker to approve the salary increases for the Register of Deeds office as requested.  The new salary data is on file in the Payroll Department of the County Clerk’s office.  Motion was seconded by Commissioner Lewark-Wood.

DEPARTMENT OF CORRECTIONS – INDUSTRIAL KITCHEN STOVE REPLACEMENT:

 

Bob Booth, Department of Corrections Administrator, presented a request to receive bids for an Industrial kitchen stove.  The stove the department is using now is 15 years old and the ovens do not work and the pilot lights do not light the burners.  He estimates the cost at $3,000.00.  Approval was given by the Board to receive bids for an industrial kitchen stove.

COUNTY APPRAISER – EXECUTIVE SESSION – NON-ELECTED PERSONNEL:

 

Mr. Shontz the Board he is working on job descriptions and evaluations for his department and will submit a salary request at the next meeting. 

 

He advised the Board he has obtained information on fee appraiser and a detailed appraisal will be $80,000 to $90,000 and a survey would be $50,000 to $60,000.  Either one will reach a value but he recommends hiring a fee appraiser on a consulting basis per hour.  No decision was made at this time.

Executive Session:

 

ACTION:  A motion was made by Commissioner Lewark-Wood to recess to Executive Session at 9:25 AM to return at 9:35 AM with Jim Shontz, County Appraiser present to discuss non-elected personnel.  Motion was seconded by Commissioner Tucker.

    ROLL CALL VOTE – Commissioner Mattix - Yes

                                                   Commissioner Lewark-Wood – Yes

 

Returned from Executive Session at 9:35 AM with no action taken and no decisions made.

 

Discussion:  Mr. Shontz requested the Board find a replacement for him as County Appraiser and he would like to move back to the Deputy County Appraiser position.  He stated he enjoys the work but does not want to be the administrator of the office.  The Board expressed their thanks for a good job and they will honor his decision as soon as possible in finding a replacement.  Mr. Shontz suggested checking with the County Appraiser’s Association and the KCAA website.  The job will be posted through Job Service but will not be advertised in the local newspapers.

 

ACTION:  A motion was made by Commissioner Mattix to advertise the position of County Appraiser and receive applications through May 20, 2005.  No advertisements will be place in newspapers.  Motion was seconded by Commissioner Tucker.

COUNTY AUCTION:

 

Barbara Curtis presented some questions on the County Auction.  Coffeyville City has some items and she asked if this had been approved.  Commissioner Tucker said he knew they were going to have some items for the sale. She asked about placing notices in the newspapers about the auction.  Mr. Tucker said the advertisements have been place in Farm Talk and Good News and he did not want to place any additional advertisements in local newspapers.  Commissioner Mattix agreed these two papers were sufficient.

OTHER COUNTY BUSINESS:

  1. Document Shredding –

Human Resources has been advised 18,000 pounds of documents were shredded which is considerable more than was expected.  The Board agrees it has to be done and were not surprised at the volume.

  1. Computers – Sheriff’s Department and County Clerk –

ACTION:  A motion was made by Commissioner Tucker to approve the purchase of five (5) new computers; three (3) for the Sheriff’s Department and two (2) for the County Clerk’s bookkeepers.  These will be purchased based on the most recent bids taken for computers. Debit County General Capital Outlay Fund.  Motion was seconded by Commissioner Mattix.

  1. Comprehensive Economic Development Strategy (CEDS) Resolution:

ACTION:  A motion was made by Commissioner Mattix to adopt the 2004 Comprehensive Economic Development Strategy of the Southeast Kansas Economic Development District Resolution.  Motion was seconded by Commissioner Tucker.
