The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

ACTION: A motion was made by Commissioner Lewark-Wood to approve the agenda as amended. The motion was seconded by Commissioner Tucker.

ACTION: A motion was made by Commissioner Mattix approve the minutes of April 4, 7, 11, and 12, 2005 as presented by the County Clerk. The motion was seconded by Commissioner Tucker.

APPROVAL OF PAYMENT OF INVOICES:
ACTION: A motion was made by Commissioner Tucker to approve invoices in the amount of $89,024.00 and $387,266.67 as presented by the County Clerk’s office. The motion was seconded by Commissioner Lewark-Wood.

MONTGOMERY COUNTY TREASURER – COMPUTER EQUIPMENT PURCHASE REQUEST:
Nancy Clubine, Montgomery County Treasurer and Ken Collins, Computer Department Director, presented a request to purchase two (2) computers for the Treasurer’s bookkeeping department. The low quote was from Kontemporary Keyboards, Coffeyville, Kansas at a cost of $899 each plus an extended warranty for $99. The following action was taken:
ACTION: A motion was made by Commissioner Tucker to approve the purchase of two (2) computers for the Montgomery County Treasurer’s Department from Kontempory Keyboards, Coffeyville, Kansas at a cost of $899.00 each plus an extended warranty for each at a cost of $99.00 each. Motion was seconded by Commissioner Lewark-Wood. Debit Montgomery County General Capital Outlay Fund.

FOUR COUNTY MENTAL HEALTH CDBG GRANT FUNDS:
Steve Robb, representing Four County Mental Health, presented a request for a drawdown of $20,000.00 payable to Four County Mental Health. These funds have been held pending dispute over subcontractors payrolls. This dispute has been settled and the funds will be released. The following action was taken:
ACTION: A motion was made by Commissioner Lewark-Wood to authorize the Chairman, on behalf of Montgomery County, to sign the necessary documents for a drawdown on CDBG Grant for Four County Mental Health in the amount of $20,000.00 payable to Four County Mental Health. Motion was seconded by Commissioner Tucker.

SECRETARY POSITION – EXECUTIVE SESSION:
ACTION: A motion was made by Commissioner Mattix to recess to Executive Session at 9:27 AM to return at 9:33 AM to discuss non-elected personnel with the Board present. Motion was seconded by Commissioner Lewark-Wood.

Returned to session at 9:33 AM with no action taken and no decisions made.
Discussion: Commissioner Mattix presented a proposal for an Administrative Assistant/Agent to the County Commissioners. His proposal outlined duties of this position which also included pursue, write and administer grants. His proposal specified this “is an agent of the commissioners, not a manager”.
Mr. Richard Catron, attending the meeting, asked why the Board needs this position and when campaigning, they were going “to hold the line”. Commissioner Lewark-Wood explained that the Board about 8 years previously had a secretary.
The County Clerk asked some arrangements be made for the mailroom due to the busy time in the County Clerk’s office and if the job is again posted, it will delay hiring someone for the position that includes the mailroom. Liz Schwatken, Human Resources Director, was asked to search the departments for someone to temporarily fill this position in the mailroom from 3-5 PM each day.
No action was taken at this time.

PUBLIC WORKS:
Barbara Curtis, Public Works Coordinator, presented the weekly written report. The following items were discussed: Work report; Reminder of County Highway/County Commissioners meeting in Chanute Wednesday, April 20th (Commissioners Mattix and Tucker will attend); Major Bridge Replacement Status (A letter is being drafted to send to Westar for consideration in reducing the County Cost on the service line relocation); and Household Hazardous Waste Report (1. Collection day report 2. Saturday,
April 16th collection day in Cherryvale).

OTHER COUNTY BUSINESS:
No action was taken at this time to increase the county mileage allowance.
OTHER COUNTY BUSINESS (Continued):
ACTION: A motion was made by Commissioner Mattix to approve the issuance of a Cereal Malt Beverage License for the Caney Golf Club, Caney, Kansas, for consumption on the premises. Motion was seconded by Commissioner Tucker.

ACTION: A motion was made by Commissioner Mattix to set a Pubic Hearing date for May 9th at 9:15 AM for the attachment of land to Rural Water District No. 9 by petition. Motion was seconded by Commissioner Lewark-Wood.

The Board set the tour of Amazon.com for April 25th at 10:30 AM. Commissioner Tucker confirmed this date and time. (The date and time had to be changed to May 2nd at 10:30 AM due to a conflict with the Board and this was confirmed by the County Clerk with Amazon.com.)
JJA advised the County Clerk the State will not provide for full coverage for vehicle insurance in the next budget year. They will only allow the cost of liability coverage. The County Clerk is to obtain information on vehicles and return on Thursday with the year, model and number of vehicles covered at the present time along with the difference in the cost of the insurance.
