The Board of County Commissioners, three members and the County Clerk present, met in regular session at 7:00 PM.

CALL TO ORDER:  Commissioner Mattix.

INVOCATION:  Rev. Wayne Martin, Coffeyville, Kansas

                             

PLEDGE OF ALLEGIANCE and PRESENTATION OF THE FLAG: 

                                       Cub Scout Troop #54     (Christopher Myers, Chad Niver and Zacari Jeremaih)

 

AGENDA APPROVAL:

 

ACTION A motion was made by Commissioner Lewark-Wood to approve the agenda as amended.  The motion was seconded by Commissioner Tucker

APPROVAL OF PAYMENT OF INVOICES:

 

ACTION:  A motion was made by Commissioner Tucker to approve invoices in the amount of $75,618.50, $139,666.67 and $195,561.00 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Mattix.

MONTGOMERY COUNTY RURAL FIRE DISTRICT #1 – TRUCK BID:

 

Wilbur Schwatken, Montgomery County Rural Fire District #1 Director, presented bid quotes for a 4dr crew cab 176” WB 4WD 2005 truck.  Members of the Rural Fire Board were also in attendance.  Bids were as follows:

 

Quality Motors, Independence, KS……………………….$31,152.83

Perl Chevrolet, Coffeyville, KS………….………………..$33,340.00

 

ACTION:  A motion was made by Commissioner Mattix to accept the low bid from Quality Motors, Independence, KS for a 2006 Ford F-550 Crew Cab 4x4 for Montgomery County Rural Fire District No. 1 in the amount of $31,152.83.  This truck is to be used at the Tyro Fire Station.  Debit Montgomery County Rural Fire District #1 General Fund.  Motion was seconded by Commissioner Tucker.

Mr. Schwatken advised the Board  that Casco Industries., Bartlett, Kansas has two (2) truck for sale that can be used for parts at a cost of $1,500 for the two ($500.00 and $1,000.00).  He would like to strip the trucks of the parts and then they would be sold at the County auction in May.  The following action was taken:

 

 MONTGOMERY COUNTY RURAL FIRE (Continued):

 

ACTION:  A motion was made by Commissioner Tucker to authorize the purchase of two (2) trucks from Casco Industries, Bartlett, Kansas for Montgomery County Rural Fire District No. 1; one Ford and one International to be used for parts for 500 gallon per minute pump and 750 gallon per minute pump and any other parts available from the trucks at a total cost of $1,500.00($500.00 and $1,000.00).  The trucks are to be sold at the county auction after parts have been removed.  Motion was seconded by Commissioner Mattix.

Mr. Schwatken requested approval to obtain bids for a bed for the new truck for Tyro Station.  Approval was given.

OTHER COUNTY BUSINESS:

 

  1. Environmental Health/Zoning – Building Fee – Four County Mental Health Facility:

 

Scott Barnhart, Environmental Health/Zoning Administrator, presented a letter to the Board requesting an amendment to the fee schedule for the Four County Mental Health proposed addition for a building permit.  The following action was taken:

 

ACTION:  A motion was made by Commissioner Mattix to authorize an amendment to the fee schedule for construction by Four County Mental Health, and to establish the fee at $1,000.00 for the permit.  This would be an adjustment to the fee schedule of $783.00.  Motion was seconded by Commissioner Tucker.
