ACTION: A motion was made by Commissioner Lewark-Wood to approve the agenda as amended. The motion was seconded by Commissioner Tucker.

COUNTY APPRAISER EXECUTIVE SESSION NON-ELECTED PERSONNEL:
ACTION: A motion was made by Commissioner Mattix to recess to Executive Session at 9:11 AM to return at 9:21 AM with Jim Shontz, County Appraiser, Kathy Craig, County Appraiser Office Manager and Liz Schwatken, Human Resources Director present. Motion was seconded by Commissioner Tucker.

HUMAN RESOURCES AFLAC (AMERICAN FAMILY LIFE ASSURANCE COMPANY OF COLUMBUS):
Liz Schwatken, Human Resources Director and Bill Teichgraeber representing AFLAC, met with the Board to explain the unreimbursed medical expense portion of the program. There are approximately 30 employees participating in this program at the present time. Mr. Teichgraeber and Ms. Schwatken had researched the maximum amount of reimbursements issued and they found $2,000.00 to be the maximum. The following action was taken:
ACTION: A motion was made by Commissioner Mattix to set a cap of $2,000.00 as the amount allowed per employee for unreimbursed medical accounts under the AFLAC Plant. Motion was seconded by Commissioner Lewark-Wood.

PUBLIC WORKS:
Barbara Curtis, Public Works Coordinator, presented the weekly written report. The following items were discussed: Corrugated Pipe Bid; Fence for Impound Yard; Major Bridge Replacement Status; and Noxious Weed Annual Report. As a result of this report, the following action was taken:
ACTION: A motion was made by Commissioner Tucker to accept and approve the low bid from J & J Metals, Paola, Kansas for Corrugated Pipe in the amount of $8,526.00 for the list price of the unit prices of various types, sizes and thickness of the pipe, FOB Independence, Kansas. Debit Road and Bridge Fund. Motion was seconded by Commissioner Lewark-Wood.

ENVIRONMENTAL HEALTH/PLANNING AND ZONING APPOINTMENT OF PLANNING COMMITTEE MEMBERS:
Scott Barnhart, Environmental Health/Planning and Zoning Administrator, presented recommendations for the Montgomery County Planning Commission members. Those recommended to be appointed were Joe Tucker, Richard Cain, Sorrels Dewoody and Jim Barnett. The following action was taken:
ACTION: A motion was made by Commissioner Mattix to accept and approve the report of the Planning and Zoning Administrator and appoint the following members to serve on theMontgomery County Planning Commission: Joe Tucker, Richard Cain, Sorrels Dewoody and Jim Barnett. Motion was seconded by CommissionerLewark-Wood.

ACTION: A motion was made by Commissioner Lewark-Wood to approve the Occupational License for Gregs Place, Caney, Kansas. Motion was seconded by Commissioner Tucker.

ACTION: A motion was made by Commissioner Tucker to amend County Resolution 04-89 and reissue the resolution to read 50 additional employees instead of 100 additional employees for American Insulated Wire, Coffeyville, Kansas for the Constitutional Abatement Provision to allow this abatement. Motion was seconded by Commissioner Mattix.
