The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

ACTION: A motion was made by Commissioner Mattix approve the minutes of January 31, 2005 as presented by the County Clerk. The motion was seconded by Commissioner Tucker.

APPROVAL OF PAYMENT OF INVOICES:
ACTION: A motion was made by Commissioner Tucker to approve invoices in the amount of $170,307.93 as presented by the County Clerk’s office. The motion was seconded by Commissioner Mattix.

SHERIFF – PERSONNEL AND UA INVOICES:
Sheriff Stan Veach advised the Board he was able to purchase five (5) patrol cars from the State of Kansas at a cost of $66,885.
He also discussed the possibility of “clearing the slate” of past due UA feecharges for previous years that have not been collected. The total amount uncollected is approximately $82,000. He would like to start a new system for collection and begin for the year 2005. The following action was taken:
ACTION: A motion was made by Commissioner Lewark-Wood to allow the Sheriff to clear the records in the Sheriff’s office of all UA charges prior to January 10, 2005, approximately $82,000.00, and his records will begin on that date for charges incurred and the collection of such charges. Motion was seconded by Commissioner Tucker.

SEE-KAN RC&D – TROY KRENZEL:
Tony Krenzel, SEE-KAN RC&D, presented the new by-laws for the organization and discussed various projects with the Board. The 2004 Annual Report is on file in the Clerk’s office.

PUBLIC WORKS:
Barbara Curtis, Public Works Coordinator, presented the weekly written report. Also present was Vasco Brown, Road Supervisor. The following items were discussed: Rock Report; Work Session Report; and Major Bridge Replacement Status. A letter from Kansas Department of Transportation was discussed. The letter was in regard to US 75/US 166 Jct. North of Caney and the installation of rumble strips in all four quadrants of the intersection. The request was for permission from Montgomery County to install these strips from the intersection west on the County Road. The Board agreed to the request from KDOT. A work session followed the report.
Work Session – Ms. Curtis presented a County Map outlining their proposed work program for the 2005 season. Asphalt, chip and seal materials, labor costs will be approximately $546,500. The following items were discussed:
Commissioner Tucker recommended “part-time” employees, perhaps retired employees, to work when needed. He also discussed posting roads for no truck traffic seek enforcement from the Sheriff’s Department.
Commissioner Mattix stated all positions vacant in Road and Bridge should be filled. The following action was taken:
ACTION: A motion was made by Commissioner Mattix to authorize the Public Works Coordinator to fill all positions in Road and Bridge to complete the workforce. Motion was seconded by Commissioner Lewark-Wood.

Requested consideration be given to the following equipment purchases: (1) backhoe with trade in of two older units; (2) 8’ spreaders to replace worn out units; (1) 12’ spreader to equip new dump truck; and (1) 11’ snow plow to equip new dump truck. Total estimated cost is $111,000.00 from the Equipment fund.
The Board authorized Ms. Curtis to request and receive bids as the equipment is needed.
Commissioner Mattix discussed two (2) positions to be created for ongoing maintenance of county buildings and where needed. The following action was taken:
ACTION: A motion was made by Commissioner Mattix to authorize job descriptions to be included on the County payroll for two (2) Painter/Carpenter Positions under the supervision of Public Works Coordinator and Bill Warren, for ongoing maintenance projects. Motion was seconded by Commissioner Tucker.

OTHER COUNTY BUSINESS:
ACTION: A motion was made by Commissioner Tucker to authorize up to a 3.5% increase be re-instated for the satisfactory completion of probationary period to be determined by the Department Supervisor. All employees not receiving the probationary completion increase will be granted an increase as determined by the Department Supervisor retroactive to completion date, up to 3.5% per month. Motion was seconded by Commissioner Lewark-Wood.

ACTION: A motion was made by Commissioner Lewark-Wood to accept the recommendation of the City of Coffeyville to appoint Linda Griffin-Ringle, Cherryvale, Kansas to serve on the Montgomery County Juvenile Corrections Board through June 30, 2007. Motion was seconded by Commissioner Mattix.

ACTION: A motion was made by Commissioner Mattix to appoint Fred Long as the Inspector for Montgomery County and enter into the agreement with the Kansas Department of Agriculture for Weed Free Forage Inspections. Compensation will be paid to the county according to the contract. Motion was seconded by Commissioner Tucker.

ACTION: A motion was made by Commissioner Tucker to authorize the Chairman to contact Paul Kritz, County Counselor, regarding the Farmland refund request issue. Motion was seconded by Commissioner Lewark-Wood.

ACTION: A motion was made by Commissioner Tucker to hire a secretary for the Board of County Commissioners and a job description be compiled by Commissioner Lewark-Wood and the County Clerk. Motion was seconded by Commissioner Lewark-Wood.

Commissioner Tucker asked about insurance supplements and was advised this is offered through AFLIC to the employees.
7. Inventory – Sheriff’s Department and Department of Corrections -
The Sheriff has requested inventory be taken of the DOC, Coffeyville Sheriff’s Office and the Independence Office. The County Clerk asked that Dahrla Hinton be the representative and accompany a representative from the Sheriff’s office for the inventory. The Board agreed to Ms. Hinton being the representative for the inventory.
