The Board of County Commissioners, two members and the County Clerk present, met in regular session at 8:30 AM at the road viewing site at the Everett Roper residence, Caney, Kansas.  Commissioner Hey was absent.

 

CALL TO ORDER:  Commissioner Mattix.

Those present for the viewing were:  Public Works Supervisor Vasco Brown, Mr. Everett Roper, Commissioner Taylor, Commissioner Mattix and the County Clerk.

There being no public opposition to the road closing, the following action was taken:

 

ACTION:  A motion was made by Commissioner Taylor to close “all of platted alley between lots 1 & 2 in Block 23, Cheyenne Addition, Caney, Kansas” as requested by Mr. Everett Roper.  Motion was seconded by Commissioner Mattix.

APPROVAL OF PAYMENT OF INVOICES:

 

ACTION:  A motion was made by Commissioner Taylor to approve invoices in the amount of $1,618.52 and $298,786.86 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Mattix.

BUDGET AMENDMENT HEARING:

 

The Board recessed from regular meeting to the Budget Amendment Hearing for Montgomery County Budget 2004 at 9:15 AM.  There being no public input at the hearing, the following action was taken:

 

ACTION:  A motion was made by Commissioner Mattix to adopt the amended 2004 Budget as published for Montgomery County.  Motion was seconded by Commissioner Taylor.

MONTGOMERY COUNTY APPRAISER – PRINTER PURCHASE:

 

Jim Shontz, Montgomery County Appraiser, presented a request to purchase a laser printer at a cost of $880.00 plus shipping.  The following action was taken:

 

ACTION:  A motion was made by Commissioner Taylor to approve the purchase of a laser printer at a cost of $880.00 plus shipping for the Montgomery County Appraiser’s office.  Debit County General Capital Outlay Fund.  Motion was seconded by Commissioner Mattix.

Mr. Shontz also discussed the State of Kansas and the new system for CAMA.  The county share of the cost will be $9,000.00 and the state will pay for the remainder.  The state will furnish 3 servers, software and 4 PCs.  The following action was taken:

 

ACTION:  A motion was made by Commissioner Taylor to approve the County Appraiser to proceed with the agreement with the State of Kansas for the installation of the new system for CAMA and to approve the county portion of the cost for $9,000.00 to be debited from County General Capital Outlay Fund.  Motion was seconded by Commissioner Mattix.

COMPUTER DEPARTMENT – NEW AS 400 COMPUTER EQUIPMENT:

 

ACTION:  A motion was made by Commissioner Mattix to approve the purchase of the new AS 400 from Hubler and Associates for the low bid of $49,360.00 installed with warranty.  Debit County General Capital Outlay Fund.  Motion was seconded by Commissioner Taylor.

Mr. Collins asked for approval to donate computers removed from county offices to Montgomery County Rural Fire District No. 1 to be used at firehouses for reports.  Approval was given.

Chemical Bids:

 

ACTION:  A motion was made by Commissioner Mattix to accept the low bid from SEK Grain, Independence, Kansas for chemicals for Noxious Weed in the amount of $61,677.20.  Debit Noxious Weed Fund.  Motion was seconded by Commissioner Taylor.

MONTGOMERY COUNTY RURAL FIRE #1 – EQUIPMENT REPAIR:

 

Wilbur Schwatken, Fire Director, presented a request to repair the 1977 Jeep, Unit #25, at the Dearing Fire Department.  The estimates for the motor is $1,200 with a 36 month warranty on the motor from O’Reillys.  Mr. Schwatken will install the new motor with help from the fire station.  The following action was taken:

 

ACTION:  A motion was made by Commissioner Taylor to approve the purchase of a motor for the 1977 Jeep for the Dearing Fire Station at a cost of $1,200.00 from O’Reillys Auto Supply.  Motion was seconded by Commissioner Mattix.  Debit Montgomery County Rural Fire District No. 1 Fund.

HUMAN RESOURCES – SHARED LEAVE REQUEST – SHERIFF’S DEPARTMENT:

 

Human Resources Director Liz Schwatken, presented a request from the Sheriff’s Department for four (4) days shared leave to be granted to an employee due to military deployment of spouse.

 

ACTION:  A motion was made by Commissioner Taylor to approve the request for shared leave for four (4) days to be granted to an employee due to military deployment of spouse.  Motion was seconded by Commissioner Mattix.

DEPARTMENT OF CORRECTIONS – EXECUTIVE SESSION:

 

ACTION:  A motion was made by Commissioner Taylor to recess to Executive Session at 10:00 AM to return at 10:15 AM to discuss non-elected personnel with Julie McConnell, DOC Director present.  Motion was seconded by Commissioner Mattix.

                                               Commissioner Taylor - Yes

 

Returned to session at 10:15 AM with no action taken and no decisions made.

 

Discussion:  The Board discussed a request from Ms. McConnell for a starting wage of $8.28 per hour for DOC employees due to no applicants for job openings.  The following action was taken:

 

ACTION:  A motion was made by Commissioner Mattix to approve a starting wage for Department of Corrections of $8.28 per hour effective today and employees now employed below the $8.28 per hour will be increased to the beginning wage of $8.28 effective today also.  Motion was seconded by Commissioner Taylor.

REGISTER OF DEEDS – COMPUTER UPDATE:

 

Marilyn Calhoun, Register of Deeds, requested updating the RVI to the existing computer system in her office at an estimated cost of $2,200.00.  This would be debited from the Technology Fund in the Register of Deeds Office.

 

ACTION:  A motion was made by Commissioner Taylor to approve the update to the RVI system for the updating of the existing computer in the Register of Deeds Office at a cost of $2,200.00 to be debited from the Technology Fund.  Motion was seconded by Commissioner Mattix.

ACTION:  A motion was made by Commissioner Taylor to approve Cereal Malt Beverage Licenses for Trading Times, Independence, Kansas and Keli-Mart, Elk City, Kansas; also approve an Occupational License for Independence Country Club, Independence, Kansas.  Motion was seconded by Commissioner Mattix.
