The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER:  Commissioner Hey.

INVOCATION:  Commissioner Hey.

PLEDGE OF ALLEGIANCE:  Commissioner Taylor.

AGENDA APPROVAL:

ACTION:   A motion was made by Commissioner Taylor to approve the agenda as amended.  The motion was seconded by Commissioner Mattix.

APPROVAL OF MINUTES:

ACTION:  A motion was made by Commissioner Taylor approve the minutes of December 6, 2004 as presented by the County Clerk.  The motion was seconded by  Commissioner Hey.

APPROVAL OF PAYMENT OF INVOICES:

ACTION:  A motion was made by Commissioner Mattix to approve invoices in the amount of $9,768.00 and $173,311.08 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Taylor.

2004 BUDGET AMENTMENT – SHERIFF’S DEPARTMENT:

Acting Sheriff Richard George, met with the Board to discuss a necessary amendment resolution for the 2004 Sheriff’s Department Budget.  The Sheriff’s expenditures are approximately $85,459.00 per month and the remaining budget is $46,537.00 as of the end of November.  The Board agreed to the following:

ACTION:  A motion was made by Commissioner Mattix to amend the Sheriff’s Department Budget for 2004 with an increase of $40,000.00.  The motion was seconded by Commissioner Taylor.

COUNTY TREASURER – COMPUTER EQUIPMENT REQUEST:

Nancy Clubine, County Treasurer, presented a request for computer equipment at a cost of $1,229.00.  The equipment is for the County Treasurer’s station.  The following action was taken:

ACTION:  A motion was made by Commissioner Hey to approve the purchase of computer equipment for the County Treasurer in the amount of $1,229.00.  Debit County General Capital Outlay Fund.  Motion was seconded by Commissioner Mattix.

HUMAN RESOURCES – CAFETERIA PLAN:

Liz Schwatken, Human Resources Director, presented information on the present Cafeteria Plan with American Fidelity.  Due to several problems with the plan, the major problem being law enforcement and fire fighters are not covered for disability, she presented a proposal from AFLAC which covers the majority of counties in Kansas, and would be effective April 1, 2005.  The representative will be from the Independence area for our account.  A one-time fee of $450.00 is charged for setting up the initial account.  The following action was taken:

ACTION:  A motion was made by Commissioner Mattix to authorize the Human Resources to make the necessary provisions to change from American Fidelity to AFLAC effective April 1, 2005 for administering the cafeteria plan for Montgomery County with a one-time fee of $450.00 for setting up the initial account.  Motion was seconded by Commissioner Taylor.

OTHER COUNTY BUSINESS:

1.      Fence Dispute – Commissioner Mattix will have cost figures for the next meeting.

2.      Evaluations for 2004 – Will be complied at the next meeting.

3.      Amend Juvenile Detention Budget for 2004:

ACTION:  A motion was made by Commissioner Taylor to amend the Juvenile Detention Budget by an increase of $40,000.00 for the year 2004.  Motion was seconded by Commissioner Mattix.
