The Board of County Commissioners, three members , the County Clerk, Deputy County Clerk and Election Clerk present, met in regular session at 9:00 AM with the November 2, General Election Canvass of Votes to begin at 9:15 AM.

CALL TO ORDER: Commissioner Hey.
INVOCATION: Commissioner Hey.
PLEDGE OF ALLEGIANCE: Commissioner Taylor.
AGENDA APPROVAL:
ACTION: A motion was made by Commissioner Taylor to approve the agenda as amended. The motion was seconded by Commissioner Mattix.

APPROVAL OF MINUTES:
ACTION: A motion was made by Commissioner Mattix approve the minutes of October 18, 2004 as presented by the County Clerk. The motion was seconded by Commissioner Taylor.

APPROVAL OF PAYMENT OF INVOICES:
ACTION: A motion was made by Commissioner Taylor to approve invoices in the amount of $170,486.48 as presented by the County Clerks office. The motion was seconded by Commissioner Mattix.

CANVASS OF VOTES NOVEMBER 2ND GENERAL ELECTION:
The Board of Canvassers consisting of Commissioner Hey, Commissioner Taylor, Commissioner Mattix and Robert Greenwood, Montgomery County Democratic Party Chairman convened the canvass at 9:15 AM. Also present: County Clerk/County Election Officer, Deputy County Clerk and County Election Clerk.
The canvass was conducted with 513 provisional ballots considered and 256 were determined valid. No results of the election changed with the counting of the provisional ballots. The votes were finalized with the Board of Canvassers.
The Board of Canvassers adjourned at 12:07 PM.

Board of County Commissioners returned to regular session at 12:08 PM.
PUBLIC WORKS:
Terry Bohr and Vasco Brown met with the Board in the absence of Barbara Curtis. Mower bids were presented and a request to purchase 3 mowers in place of the 2 which were bid. The following action was taken:
ACTION: A motion was made by Commissioner Hey to approve the purchase of three (3) flex-wing mowers from the low bidder Martin Tractor, Topeka, Kansas in the amount of $20,810.00. Motion was seconded by Commissioner Taylor. Debit Noxious Weed Capital Outlay Fund.

OTHER COUNTY BUSINESS:
1. Letter from Dr. Mears will be discussed at the next meeting.
2. Ruth Bardwell, County Health Director, advised the Board 850 to 900 doses of flu vaccine will be provided at Coffeyville and Independence with approximately 450 doses for each city. The site for the Coffeyville area will be the First Southern Baptist Church at 9:00 AM on November 16th. The Independence location is still pending.
