The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER: Commissioner Hey.
INVOCATION: Commissioner Taylor.

ACTION: A motion was made by Commissioner Taylor to approve the agenda as amended. The motion was seconded by Commissioner Mattix.

APPROVAL OF MINUTES:
ACTION: A motion was made by Commissioner Mattix approve the minutes of October 10, 2004 as presented by the County Clerk. The motion was seconded by Commissioner Taylor.

APPROVAL OF PAYMENT OF INVOICES:
ACTION: A motion was made by Commissioner Taylor to approve invoices in the amount of $38,898.38 as presented by the County Clerk’s office. The motion was seconded by Commissioner Mattix.

HIGHWAY 169 ENHANCEMENT – JEFF MORRIS – CITY OF COFFEYVILLE:
Jeff Morris, Coffeyville City Manager, presented a resolution for the approval of the Board of County Commissioners, to continue support of the Kansas Department of Transportation’s (KDOT) System Enhancement Program US-169 Coffeyville Corridor Project. The following action was taken:
ACTION: A motion was made by Commissioner Mattix to authorize the Chairman to sign on behalf of Montgomery County, the agreement to continue support of the Kansas Department of Transportation’s (KDOT) System Enhancement Program US-169 Coffeyville Corridor Project. Motion was seconded by Commissioner Taylor.

MONTGOMERY COUNTY RURAL FIRE DST #1 – AIR PACK BIDS:
Wilbur Schwatken, Montgomery County Rural Fire Director, presented bids for 42 air packs for 7 fire stations, 42 spare bottles, 42 spare masks and 42 cases. One (1) bid was returned and the following action was taken:
ACTION: A motion was made by Commissioner Taylor to approve the bid for 42 air packs for 7 fire stations, 42 spare bottles, 42 spare masks and 42 cases from Municipal Emergency Service, Salina, Kansas in the amount of $175,455.00. Funds are available for this purchase from the Homeland Security Grant with the county share being $17,640.00 to be paid from Montgomery County Rural Fire District No. 1 Fund. Motion was seconded by Commissioner Mattix.

Mr. Schwatken asked for approval for the Rural Fire dinner to be held the 7th day of December. Approval was given for the expenses for the dinner. The quarterly report from the Fire District was presented to the Board.

ACTION: A motion was made by Commissioner Taylor to authorize the Chairman to sign on behalf of Montgomery County, the draw down for grant funds for the Four County Mental Health project. Motion was seconded by Commissioner Mattix.

JUVENILE JUSTICE AUTHORITY – JABG SUPPLEMENTAL GRANT FUNDS:
Duane Powell, JJA Director, presented a request to apply for JABG Supplement Grant Funds in the amount of $9,000.00 with a county match of $900.00. The following action was taken:
ACTION: A motion was made by Commissioner Taylor to approve a grant application for $9,000.00 for JABG Supplement Grant Funds with a county match of $900.00. Motion was seconded by Commissioner Hey.

OTHER COUNTY BUSINESS:
1. Close at 2:00 PM, Friday, October 29th for Kiddie Parade – Approved by Board
2. Set date for Employee’s Christmas Dinner – Board set Friday, December 17th at 11:30 AM.
3. WIC Agreement with Cherokee County :
ACTION: A motion was made by Commissioner Taylor to approve the WIC Agreement between Montgomery County and the Cherokee County Health Department for use of the Judicial Basement for the year 2005. Motion was seconded by Commissioner Mattix.

4. EXECUTIVE SESSION:
ACTION: A motion was made by Commissioner Hey to recess to Executive Session at 9:21 AM to return at 9:25 AM to discuss non-elected personnel. Motion was seconded by Commissioner Mattix.

Commissioner Mattix - No
Commissioner Taylor - Yes
Returned to session at 9:25 AM with no action taken and no decisions made.
