BOARD OF COUNTY COMMISSIONERS MONTGOMERY COUNTY, KANSAS OFFICIAL MINUTES August 30, 2004 The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

AGENDA APPROVAL: ACTION: A motion was made by Commissioner Taylor to approve the agenda as amended. The motion was seconded by Commissioner Hey. ******** APPROVAL OF PAYMENT OF INVOICES: ACTION: A motion was made by Commissioner Hey to approve invoices in the amount of $4,547.07 as presented by the County Clerk’s office. ******** PUBLIC HEARING – AMAZON.COM: ACTION: A motion was made by Commissioner Mattix to recess from regular session to a Public Hearing at 9:15 AM for tax abatement for Amazon.com. The motion was seconded by CommissionerTaylor. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes Those present for the hearing were Jeff Morris, Coffeyville City Manager, Dennis Pruitt, MCAC Director, Steve Tuszynski, Amazon.com, Jim Shontz, County Appraiser and Kathy Craig, Appraiser’s office. Jeff Morris stated the Coffeyville City Commission supports this abatement and is pleased to have Amazon.com in the Community. The City of Coffeyville will monitor the employment numbers for Amazon.com for this abatement. After some discussion the following action was taken:
ACTION: A motion was made by Commissioner Mattix to approve the tax abatement for new expansion at Amazon.com which will create 25 new jobs and the expansion to cost approximately 1.5 million dollars to be completed in September. Motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes Res. NO. 04-137 ACTION: A motion was made by Commissioner Hey to return to regular session from Public Hearing at 9:30 AM. Motion was seconded by Commissioner Mattix. ******** EXECUTIVE SESSION: ACTION: A motion was made by Commissioner Hey to recess to Executive Session to discuss non-elected personnel at 9:35 AM to return at 10:00 AM with the County Clerk and Director of Human Resources present for the first 15 minutes and only the Commissioners present for the last 10 minutes. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes Returned to session at 10:00 AM with no action taken and no decisions made. Discussion: A request was made by the County Clerk and Undersheriff Richard George to advertise for 1 officer and 1 dispatcher. The following action was taken: ACTION: A motion was a made by Commissioner Mattix to authorize the Sheriff’s Department to advertise for one (1) officer and one (1) dispatcher with a seconded dispatcher to be advertised when a vacancy occurs.. Motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes It was recommended by the County Clerk to raise the Undersheriff’s salary to $16.00 per hour effective August 25th and to appoint Julie McConnell to Jail Administrator at a salary of $16.00 per hour also effective August 25th. ACTION: A motion was made by Commissioner Taylor to approve the increase in salary to $16.00 per hour for the Undersheriff effective August 25, 2004. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-138 ACTION: A motion was made by Commissioner Mattix to approve the appointment of Julie McConnell as Jail Administrator at a salary of $16.00 per hour August 25, 2004. Motion was seconded by Commissioner Hey. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-139
Commissioner Mattix suggested it would be in order to compensate the County Clerk for the extra work created by the removal of Sheriff Daniels from office and the Kansas Statute making it mandatory for the County Clerk to be appointed. He suggested $1,000.00 be paid per month for the time the County Clerk must serve in both capacities. ACTION: A motion was made by Commissioner Taylor to authorize the payment of $1,000.00 per month to be paid from the Sheriff’s Department to the County Clerk for the length of time the County Clerk must serve in both capacities. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-140 It was requested by the Board of County Commissioners that all Personnel Records in the Sheriff’s office be moved to the Human Resources Department.
******** PUBLIC WORKS: Barbara Curtis, Public Works Director, presented the weekly written report. The following items were discussed: Chip and Seal work on Road 2600 and in the City of Havana, Elk City and northeast of Elk City; Bridge crew working on Bridge 1211 west of Caney; discussion of extending asphalt program. The County Commissioners asked for mandatory overtime on Fridays, weather permitting and approved overtime pay for Friday for the Labor Day week with the holiday.
COUNTY TREASURER – PERSONNEL MATTERS: County Treasurer Billie Lewark-Wood presented a request to the Board to hire a clerk at $8.00 per hour and promote two (2) employees due to retirements. ACTION: A motion was made by Commissioner Mattix to approve the advertising for a clerk for the County Treasurer’s office at $8.00 per hour and promotion of two (2) employees due to retirements. Motion was seconded by Commissioner Hey. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-141
******** OTHER COUNTY BUSINESS: 1. Occupational Licenses –
ACTION: A motion was made by Commissioner Taylor to authorize the issuance of Occupational Licenses to the Fraternal Order of Eagles, Coffeyville, Kansas and Sassy’s Bar & Grill, Sycamore, Kansas. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-142
2. Appointment of three (3) members to Advisory Board – Juvenile Correction:
ACTION: A motion was made by Commissioner Hey to approve the recommendation of the selection of appointees to Juvenile Corrections Advisory Board as follows: Frances Welsh, Tim Brookover with the third appointee pending by the City of Coffeyville. 3. Salary Adjustments:
ACTION: A motion was made by Commissioner Mattix to approve the adjustments to salaries for employees as presented by the Human Resources Director and using the formula recommended by the Director to bring these employees to the appropriate salary to be in line with the new beginning wage for the county.
