BOARD OF COUNTY COMMISSIONERS MONTGOMERY COUNTY, KANSAS OFFICIAL MINUTES August 2, 2004 The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM. ******** CALL TO ORDER: Commissioner Hey. INVOCATION: Commissioner Mattix. PLEDGE OF ALLEGIANCE: Commissioner Taylor.
AGENDA APPROVAL: ACTION: A motion was made by Commissioner Taylor to approve the agenda as amended. The motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes ******** APPROVAL OF PAYMENT OF INVOICES: ACTION: A motion was made by Commissioner Mattix to approve invoices in the amount of $7,864.15 and $338,554.63 as presented by the County Clerk’s office. The motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes
******** MONTGOMERY COUNTY RURAL FIRE – PURCHASE OF TRUCK DISCUSSION: Wilbur Schwatken, Director Montgomery County Rural Fire District No. 1, met with the Board to present information on a pickup for the fire district. Mr. Schwatken stated the difference in the price of a 4-door truck, extended cab and standard cab varies from dealer to dealer. He also stated he did not feel it is necessary to spend the excess money for more than a standard cab pickup. The following action was taken: ACTION: A motion was made by Commissioner Taylor to authorize the Montgomery County Rural Fire Director to obtain bids for a new 3/4T 4-wheel drive pickup, standard cab. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes
******** PUBLIC WORKS: Barbara Curtis, Public Works Coordinator, presented the weekly written report. The following items were discussed: Road and Bridge Projects (Rock Map; entrance from County Road 3900); Building Maintenance (inspection of fire alarms and sprinkler system); and Household Hazardous Waste monthly collection July 21st report. As a result of this report, the following action was taken:
ACTION: A motion was made by Commissioner Mattix to approve the agreement between MGM Fire Systems, Inc. and Montgomery County for the annual contract for year 204-2009 inspections on fire systems at a fee of $1,315.00 per year. Motion was seconded by Commissioner Taylor. Debit Building Maintenance Fund. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-123 A letter was received requesting County Road 2200 West of Sunflower Road be closed for a few hours on August 22nd from 5:30 PM to 8:30 PM for the Votaw Colony Museum Dedication Services. The following action was taken: ACTION: A motion was made by Commissioner Hey to approve the closing of County Road 2200 West of Sunflower Road for the period of time of 5:30 PM to 8:30 PM on August 22, 2004 for the Votaw Colony Museum Dedication Services. Motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes A letter from the Caney Valley Golf Course Board in reference to improving County Road 1700 from the intersection of CR 2000 and CR 1700 north approximately 1 mile was discussed. ******** REVITALIZATION LETTER: Commissioner Taylor presented a draft of a letter to be addressed to four city managers and or administrators inviting them to attend a meeting to discuss Neighborhood Revitalization policies that will be fair and consistent across the county. It was agreed to meet on August 26th at 9:00 AM. (This date had to be changed to September 2nd at 9:00 AM).
******** EXECUTIVE SESSION: ACTION: A motion was made by Commissioner Hey to recess to Executive Session at 10:37 AM to return at 10:47 AM to discuss non-elected personnel with the Board present. Motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes Returned to session at 10:47 AM with no action taken and no decisions made.
******** OTHER COUNTY BUSINESS: 1. Appointment of Juvenile Corrections Advisory Board Member – ACTION: A motion was made by Commissioner Taylor to appoint Ron Denney to the Juvenile Corrections Advisory Board as the mental health representative and Greg Hennen as an alternate member to attend meetings in Mr. Denney’s absence. This appointment is made on the recommendation of the Juvenile Corrections Advisory Board. Motion was seconded by Commissioner Mattix. CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-124 2. Board of Canvassers will meet Friday, August 6th at 7:30 AM to canvass the Primary Election.
