The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.  The meeting convened at the road vacation site.

CALL TO ORDER:  Commissioner Hey.

ROAD VIEWING:

Those present were Barbara Curtis, Vasco Brown, Lee Mattix, Rudy Taylor, French Hey and Charlotte Schmidt.  There being no public input, the following action was taken:

 

ACTION:  A motion was made by Commissioner Mattix to approve the closing of Road 1700 to 2800 north of railroad crossing.  The legal description is as follows:

                A portion of Road 323 (1700-8) as described in Road Record Book 2, Page 301 in the Montgomery County Public Works Office and more particularly described as follows:

 

Beginning at the Northeast Corner of Section 7, Township 34 South, Range 14 East of the 6th Principal Meridian, Montgomery County, Kansas; thence south along the east line of Section 7 approximately 650 feet more or less and there ending.

 

The above-described Road having a 40 Foot Right-of-Way.

 

                 Motion was seconded by Commissioner Taylor.

PUBLIC WORKS:

Barbara Curtis, Public Works Coordinator, discussed the following with the Board: 

 

1.        Rock removal on Bob Pierce Property.  The Board agreed this is not the responsibility of the county.

2.        Field check report on Sunflower Bridge and Big Hill Road Bridge.

3.        Requested hiring Janitor I to fill vacancy at a pay rate of $7.44 to $8.57 based on qualifications. 

 

ACTION:  A motion was made by Commissioner Taylor to approve advertising the position of Janitor I at a rate of $7.44 to $8.57 based on qualifications.  Motion was seconded by Commissioner Mattix.

EXECUTIVE SESSION:

 

ACTION:  A motion was made by Commissioner Hey to recess to Executive Session at 10:00 AM to return at 10:20 AM with the Board present.  Motion was seconded by Commissioner Mattix.

 Returned from Executive Session at 10:20 AM with no action taken and no decisions made.

 

Discussion:

Commissioner Hey discussed the screening committee for the new rural fire director.  The committee consisted of five (5) individuals:  Dale Rail, Greg Allen, Paul Newton, Ken Heins and Don Whitman.  Mr. Whitman served as the chairman of the committee for the screening.  Sixteen applicants were screened and three (3) finalists were chosen:  Billy Roberts, Wilbur Schwatken III and James VanSchaick. 

Commissioner Hey stated these three finalist candidates were interviewed last Thursday giving each candidate the same amount of time and the same questions.  Each candidate was interviewed on the basis of their own experience and on the basis of the screening committee’s recommendation.

Commissioner Taylor stated all three candidates were excellent candidates and he thanked the committee for avoiding personalities and political issues in the selection.  Commissioner Taylor then stated he would support Wilbur Schwatken, III for the position.

Commissioner Mattix also agreed all three were excellent candidates and he would have been content with any of the three but it is his responsibility to make a decision  and he also nominated Wilbur Schwatken.

Commissioner Hey stated he no “preset conclusion going into the meeting” but after interviewing each candidate he would recommend the appointment of Wilbur Schwatken.  The following action was taken:

ACTION:  A motion was made by Commissioner Mattix to offer the position of Montgomery County Rural Fire District No. 1 Coordinator/Director to Wilbur Schwatken III, Sycamore, Kansas with a salary of $32,800 per year.  This is pending acceptance of the contract by Mr. Schwatken.  Motion was seconded by Commissioner Taylor.

RURAL FIRE DISTRICT NO. 1 – LETTERS OF SUPPORT – GRANT:

Brad Denney representing Montgomery County Rural Fire District No. 1, requested letters of support from the Board for support for a grant request for the Fire District in the amount of $176,400 with a county match of $17,640 to be met by the Fire District.

 

ACTION:  A motion was made by Commissioner Mattix to authorize  the drafting of a letter of support for a grant for Assistance to Firefighter’s grant Program.  Motion was seconded by Commissioner Taylor.

OTHER COUNTY BUSINESS:

 

1.       CIC Agreement for election software:

 

ACTION:  A motion was made by Commissioner Taylor to approve the software support agreement between Montgomery County and CIC for the election software system used by the County Clerk’s office in the amount of $1,575.00.  Motion was seconded by Commissioner Mattix.  Debit County General Operating Fund.

2.       Campaign Policy –

 

A letter to all department heads and candidates addressing campaign policies on county  property, using county property or on county time was discussed by the Board.  A letter was presented and approved.  The following action was taken and is to be entered into the county policies and procedures:

 

ACTION:  A motion was made by Commissioner Mattix to adopt a policy and distribute to all department heads and candidates for office a letter outlining the counties policy on regulations as enforced by the Kansas Governmental Ethics Commission.  This policy will remain in effect until changes are made by the Kansas Ethics Commission and the County Clerk be instructed to mail the letter to all candidates and to be posted at all county buildings.  Motion was seconded by Commissioner Taylor.
