BOARD OF COUNTY COMMISSIONERS MONTGOMERY COUNTY, KANSAS OFFICIAL MINUTES May 24, 2004 The Board of County Commissioners, three members and the Deputy County Clerk present, met in regular session at 9:00 AM. ******** CALL TO ORDER: Commissioner Hey. INVOCATION: Commissioner Mattix. PLEDGE OF ALLEGIANCE: Commissioner Taylor.
AGENDA APPROVAL: ACTION: A motion was made by Commissioner Hey to approve the agenda as amended. The motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes
******** APPROVAL OF PAYMENT OF INVOICES: ACTION: A motion was made by Commissioner Taylor to approve invoices in the amount of $3,217.48 and $70.01 as presented by the County Clerk’s office. ******** FAMILY & CHILDREN SERVICES – FUNDING JUVENILE ACCOUNTABILITY PROGRAM: Duane Powell, Director Family & Children Services requested the county fund the Juvenile Accountability Program in the amount of $20,000.00. ACTION: A motion was made by Commissioner Taylor to deny the request the County fund the Juvenile Accountability Program in the amount of $20,000.00. The motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes Duane Powell will pursue the grant funding for the program. He had to have a denial from the Board before he could pursue the grant. ******** EXECUTIVE SESSION: ACTION: A motion was made by Commissioner he to recess to Executive Session to discuss non-elected personnel at 9:15 AM to return at 9:25 AM with the Commissioners present. Returned to session at 9:25 AM with no action taken and no decisions made.
PUBLIC HEARING -AMERICAN INSULATED WIRE TAX ABATEMENTS: ACTION: A motion was made by Commissioner Mattix to recess regular session to conduct a Public Hearing for American Insulated Wire at 9:30 AM. Motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes Mr. Greg Rice of American Insulated Wire was present for the Public Hearing for tax abatements. Mr. Rice pointed out that AIW’s economy was strong and they plan to hire an additional 100 people and expand the building and purchase new equipment. Taxes are now all current. Dennis Pruitt, Montgomery County Economic Development Director, was also in attendance for the hearing. Mr. Rice requested an abatement for 10 years starting in 2005 and going thru 2014 of an amount not to exceed $7,650,000. ACTION: A motion was made by Commissioner Taylor to approve the Constitutional Amendment Provisional to allow abatement,with creation of 100 additional employees, to American Insulated Wire, Coffeyville, Kansas. The motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-89 ******** Returned to regular session at 9:40 AM. ******** TRANSPORTATION OF BODIES FOR AUTOPSY: Ray Francisco Embalming represented by Angel Askins and First Call of Kansas represented by Bob Freeman and Henry Spadler met with the Board to discuss the problem with the return trip from Topeka to local funeral home after autopsy is performed. Ms. Askins said the bid was based on transportation of bodies to Topeka only. Representatives of First Call brought up the need to designate a provider to transport bodies to and from Topeka. The Board requested to see existing contracts with other counties. First Call will provide these copies. No action was taken at this time. ******** PUBLIC WORKS: Barbara Curtis, Public Works Coordinator, presented the weekly written report. The following items were discussed: Request for road viewing to consider closing County Road 1700 from Highway 75 north to County Road 2800. (Viewing was set for June 14th at 8:30 AM.); Requested permission to bid corrugated pipe at an approximate cost of $6,000.00. (Approval was given to obtain bids.); House Hold Hazardous Waste collection day; and Building Maintenance (long distance carrier change for county offices). The following action was taken:
ACTION: A motion was made by Commissioner Hey to authorize Public Works to change long distance carriers to Touch Tone Company with a one year guarantee on rates and no set-up fee. Motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-90 ******** MONTGOMERY COUNTY TREASURER: Billie Lewark-Wood, County Treasurer, issued an invitation to the Commissioners to attend Laura VanHoduen’s retirement on June 1, 2004 from 2:00 PM to 4:00 PM in the basement of the Judicial Center. Ms. Lewark-Wood requested promotions for three (3) employees: F. Jean Dollison (Clerk II to Clerk III-Cashier – 3.5%), Karen Myers (Clerk III to Asst. Sr. Cashier – 3.5%) and Kay Naff (Asst. Sr. Cashier to Sr. Cashier – 5.0%). ACTION: A motion was made by Commissioner Taylor to approve the following promotions for the County Treasurer’s office effective 5-26-2004: F. Jean Dollison (Clerk II to Clerk III-Cashier – 3.5%), Karen Myers (Clerk III to Asst. Sr. Cashier – 3.5%) and Kay Naff (Asst. Sr. Cashier to Sr. Cashier – 5.0%) Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-91 ******** OTHER COUNTY BUSINESS: 1. Human Resources – Human Resources Director Liz Schwatken requested verbal approval to pay monthly payroll on Friday, May 28th and bi-weekly payroll on June 3rd, due to holiday schedule. Approval was given.
2. Rural Fire District No. 1 – Payment of Invoices:
ACTION: A motion was made by Commissioner Hey to authorize the County Clerk to sign invoices for payment for Montgomery County Rural Fire District No. 1 until such time as a Director is appointed.
