The Board of County Commissioners, three members and the Deputy County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER:  Commissioner Hey.

INVOCATION:  Commissioner Mattix.

PLEDGE OF ALLEGIANCE:  Commissioner Taylor.

 

AGENDA APPROVAL:

ACTION A motion was made by Commissioner Mattix to approve the agenda as amended.  The motion was seconded by Commissioner Taylor.

 ROAD CLOSING:

ACTION:  A motion was made by Commissioner Hey to approve the closing of county road between County Road 5000 and 2175 described as follows:

A road located in Section 15, Township 32 South, Range 14 East of the 6th Principal Meridian, Montgomery County, Kansas and more particularly described as follows:

 Commencing 285 feet West of the Northeast corner of the West half of the Northeast Quarter of Section 15; thence 24 feet South to the South right-of-way line of County Road 5000 to the Point of Beginning; thence southeasterly to the West right-of-way line of County Road 2175 being approximately 400 feet more or less.  The right-of-way being 50 feet in width.  Petitioner owning on both sides of the road.

 APPROVAL OF PAYMENT OF INVOICES:

 ACTION:  A motion was made by Commissioner Mattix to approve invoices in the amount of $280,394.82 and $16,861.76 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Hey.

SHERIFF’S DEPARTMENT – BID SPECIFICATIONS FOR VEHICLES:

Sheriff Jack Daniels and Shirley Webber submitted bid specifications for vehicles and their proposed budget for 2005.  No action was taken at this time.

MONTGOMERY COUNTY RURAL FIRE NO. 1 – TRUCK BED BIDS:

Gene Tucker, Montgomery County Rural Fire Director, presented bids for a truck bid as follows:

Grant Manufacturing, Tulsa, OK                                                       $5,383.38

Truck Parts & Equipment, Wichita, KS                                            $5,410.00

ACTION:  A motion was made by Commissioner Mattix to approve the purchase of a truck bed from Truck Parts of Wichita, KS for $5,410.00 for Montgomery County Rural Fire District No. 1.  Motion was seconded by Commissioner Taylor.

 COFFEYVILLE FIRE DEPT. – GREG ALLEN, CHIEF:

 Greg Allen, Coffeyville Fire Chief thanked the Commissioners, Commissioner Hey in particular, for helping obtain a trailer with a small house for teaching fire safety.  He also said Steve Coltharp had done a good job of distribution of grant funds in the amount of $305,000.

Commissioner Hey made a request to find the Fire Safety House for the Coffeyville Fair & Rodeo at the cost of the entry fee.

ACTION:  A motion was made by Commissioner Taylor to fund the Fire Safety House at the Coffeyville Fair & Rodeo at the cost of the entry fee with the money to be paid from the Commissioners Fund.  The motion was seconded by Commissioner Mattix.

REGISTER OF DEEDS – EMPLOYEE STATUS CHANGE:

ACTION:  A motion was made by Commissioner Taylor to approve the promotion of Beulah Olsen from Clerk I to Clerk II in the Register of Deeds Office with a 3.5% increase.  Motion was seconded by Commissioner Mattix.

RES. NO. 04-86

PUBLIC WORKS:

Barbara Curtis, Public Works Coordinator, met with the Board and discussed an Employee Change of Status for Richard Erickson completing one (1) year of service.  The increase is 4% for KPERS and 2% probation completion. 

ACTION:  A motion was made by Commissioner Hey to approve the Employee Change of Status for Richard Erickson, Public Works Department, with a 4% increase for KPERS and 2% increase for probation completion.  Motion was seconded by Commissioner Taylor.

RES. NO. 04-87

The Commission asked Ms. Curtis to move ahead with grant application on Homeland Security and seek information about the cost of G.I.S. System.  No action was taken.

WAGE INCREASE DISCUSSION:

Commissioner Taylor said he would like to give an increase, perhaps 1.5% for the last 6 months of the year.

Commissioner Mattix stated he would want to give raises to bottom scale only and not all employees.  Also wanted to change pay structure and insurance structure.

Commissioner Hey said they should deal strictly with pay increases for year at this time.  He was favorable to an increase of 2% and move bottom pay scale up to next line.

ACTION:  A motion was made by Commissioner Taylor to approve a 2% pay increase effective June 26th and eliminate bottom line of pay scale.  Motion was seconded by Commissioner Mattix.

MONTGOMERY COUNTY TREASURER:

Billie Lewark-Wood, County Treasurer requested permission to send out for bids for two (2) IBM Printers.

ACTION:  A motion was made by Commissioner Mattix to give approval to the County Treasurer to obtain bids for two (2) IBM Printers and to provide all specifications.  Motion was seconded by Commissioner Taylor.

 Ms. Lewark-Wood requested permission to post for a new hire for Treasurer’s Office at $7.50 per hour.  Approval was given by the Board.

 OTHER COUNTY BUSINESS:

 

1.       JJA GRANT –

 

ACTION:  A motion was made by Commissioner Taylor to authorize the Chairman to sign, on behalf of Montgomery County, a grant application for Juvenile Justice Authority for the Prevention Block Grant and the Graduated Sanction Block Grant.  Motion was seconded by Commissioner Mattix.

2.       TRANSPORTATION FOR AUTOPSIES –

 

A letter from First Call of Kansas regarding transportation of bodies was presented.  The Board asked for representatives from First Call of Kansas and Ray Francisco Embalming to be present for discussion.  Commissioner Taylor asked for this to be placed on the agenda for next week.

 

3.       SHERIFF’S VEHICLES –

 

ACTION:  A motion was made by Commissioner Taylor to authorize the Sheriff’s Department to receive bids for three (3) vehicles instead of two (2) as previously authorized.  Motion was seconded by Commissioner Mattix.
