ACTION: A motion was made by Commissioner Mattix to approve the agenda as amended. The motion was seconded by Commissioner Taylor. MONTGOMERY COUNTY HEALTH BIDS (Continued): ACTION: A motion was made by Commissioner Mattix to approve the low bid from Digital Connections, Coffeyville, Kansas for one (1) HP or Xerox Color Laser Printer for Montgomery County Health in the amount of $1,195.00, including the card. NO. 04-79 CARGO TRAILER – Grand Rental Station, Parsons, KS $3,300.00 ACTION: A motion was made by Commissioner Taylor to approve the bid from Grand Rental Station, Parsons, KS for one (1) Cargo Trailer for Montgomery County Health Department in the amount of $3,300.00. Motion was seconded by Commissioner Hey. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-80 Ms. Bardwell requested wiring and cabinets for the trailer. The Board asked she receive bids through the bidding procedure. ******** CLASS LTD – UPDATE: Jan Bolin and Phillip Chappuie, representing CLASS LTD presented the request for 1 mill for the 2005 budget and provided update information to the Board. No action was taken at this time on the budget request.
MONTGOMERY COUNTY CONSERVATION – 2005 BUDGET REQUEST: Kurt Swearington, Roger Jansen and David Stephan, representing Montgomery County Conservation, presented the request for the 2005 Budget in the amount of $29,500.00 which is an increase of $500.00 from 2004. No action was taken at this time. ******** PLANNING & ZONING – REPORT ON MEETING: Scott Barnhart, Environmental Health/Zoning Director, presented minutes and answered questions concerning the meeting and minutes of the April 29, 2004 Planning and Zoning Meeting. No action was necessary by the Board of County Commissioners. ******** MONTGOMERY COUNTY ACTION COUNCIL: 1. NEIGHBORHOOD REVITALIZATION – COFFEYVILLE CITY: Jeff Morris, Coffeyville City Manager and Dennis Pruitt, MCAC Director, presented the Interlocal Agreement between the City of Coffeyville and Montgomery County for Neighborhood Revitalization in the Coffeyville downtown area. After some discussion both parties agreed to change Section VII (F) to read “the rebate will be terminated if the property taxpayer becomes delinquent with the payment of taxes on any property owned by the taxpayer. The following action was taken: ACTION: A motion was made by Commissioner Taylor to approve the Interlocal Agreement between the City of Coffeyville and Montgomery County for Neighborhood Revitalization in the Coffeyville downtown area as discussed and with the change in the wording from “may” to “will” concerning payment of taxes and delinquency. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-81 2. AIW TAX ABATEMENT: Dennis Pruitt presented a request for a 10 year tax abatement on equipment for American Insulated Wire, Coffeyville, Kansas. The following action was taken: ACTION: A motion was made by Commissioner Taylor to approve the request for abatement for equipment and set the public hearing for May 24, 2004 at 9:30 AM in the Commission Meeting Room. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-82 ******** OTHER COUNTY BUSINESS: 1. Smoking Policy – A letter was presented for the Board’s approval clarifying the county smoking policy. The following action was taken: ACTION: A motion was made by Commissioner Taylor to accept the letter clarifying the county smoking policy and the letter be sent to all departments. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes 2. Executive Session – ACTION: A motion was made by Commissioner Hey to recess to Executive Session at 10:00 AM to return at 10:15 AM to discuss non-elected personnel. Motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes Returned from Executive Session at 10:15 AM with no action taken and no decisions made. 3. Sale of County Property – Gail Smith – ACTION: A motion was made by Commissioner Taylor to authorize the sale of county property described as follows: “That portion of the SW/4 of the NW/4 of S10, T35S of R16E of the 6thPM which lies west of the existing county road, Montgomery County, Kansas”, to Mr. and Mrs. Gail Smith, Coffeyville, Kansas for the sum of $510.00. 4. Patrol Cars – Sheriff’s Department – ACTION: A motion was made by Commissioner Taylor to authorize the Sheriff to receive bids for two (2) patrol cars using previous specifications for bidding. Motion was seconded by Commissioner Hey.
