The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.
******** CALL TO ORDER: Commissioner Hey. INVOCATION: Commissioner Hey. PLEDGE OF ALLEGIANCE: Commissioner Taylor. ******** APPROVAL OF PAYMENT OF INVOICES: ACTION: A motion was made by Commissioner Hey to approve invoices in the amount of $32,337.76 and $380,293.77 as presented by the County Clerk’s office. The motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes
******** FAMILY AND CHILDREN SERVICES – J.A.B.G. GRANT APPLICATION: Duane Powell, Family and Children Services Director, presented a request for approval for the application for FFY 2003 Juvenile Accountability Block Grant in the amount of $15,634.00 with county matching funds in the amount of $1,738.00. The shortfall of $598.28 for the salaries of Daylene Walls and her assistant is to be paid from the County Attorney’s 2005 budget. The following action was taken: ACTION: A motion was made by Commissioner Taylor to approve the budget for the FFY 2003 Juvenile Accountability Block Grant and the application to be submitted to Juvenile Justice Authority for the grant in the amount of $15,634.00 with county matching funds in the amount of $1,738.00. MR. & MRS. GAIL SMITH – LAND ACQUISITION FROM COUNTY: Mr. and Mrs. Gail Smith met with the Board again to discuss the purchase of 1.6 acres of right-of-way adjoining their property. The Board had received an opinion from the County Counselor stating if the price is less than $1,000.00 the Board may dispose of it without publication. The Board will ask the County Appraiser for an appraisal valuation on the property and contact the Smiths with the price.

******** PUBLIC WORKS: Barbara Curtis, Public Works Coordinator, presented the weekly written report. The following items were discussed: Road work; Tandem Axle Dump Truck bid; Computer bid; and report on county auction held May 1, 2004. Bids for Tandem Axle Dump Truck are as follows: Merle Kelly Ford, Chanute, KS $92,855.00 Sterling Doonan Truck Company, Wichita, KS $106,725.00 Mabar Frontier International Trucks, Tulsa, OK $102,262.00 Galion Robert Truck Center, Wichita, KS $92,460.00 Ox ACTION: A motion was made by Commissioner Mattix to approve the recommendation of the Public Works Director and accept the bid from Merle Kelly Ford, Chanute, KS in the amount of $92,855.00 for a 2005 Sterling LT9511 Tandem Axle Dump Truck. Bids for three (3) computers are as follows: KKI Technologies, Coffeyville, KS $1,015.00 (2 units) 854.00 (1 unit) Computer Generation, Independence, KS $1,149.00 (1 unit) 1,165.00 (1 unit) 1,040.00 (1 unit) ACTION: A motion was made by Commissioner Taylor to approve the bids for one (1) computer for Public Works from KKI Technologies, Coffeyville, Kansas in the amount of $ 1,015.00, plus freight, to be debited from Road and Bridge Fund and two (2) computers for the County Appraiser’s Department in the amounts of $1,015.00 and $854.00, plus freight, from KKI Technologies, Coffeyville, Kansas to be debited from County General Capital Outlay Fund. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-75

OTHER COUNTY BUSINESS:
1. Tree Planting Project – This project was delegated to the Public Works Coordinator and set the tree purchase price at $150.00. 2. Executive Session – ACTION: A motion was made by Commissioner Taylor to recess to Executive Session at 9:33 AM to return at 9:48 AM with the County Clerk present to discuss non-elected personnel. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes Returned to session at 9:48 AM with no action taken and no decisions made.
