******** APPROVAL OF PAYMENT OF INVOICES: ACTION: A motion was made by Commissioner Taylor to approve invoices in the amount of $33,534.97 and $207,067.90 as presented by the County Clerks office. ******** MONTGOMERY COUNTY RURAL FIRE DISTRICT NO. 1 FIRE TRUCK BIDS: Gene Tucker, MCRF#1 Director, presented the results of the bid opening for a new truck for the Sycamore Fire Department to the Board. Bids were as follows: Merle Kelly Ford, Inc., Chanute $28,607.08 Quality Motors, Independence $28,106.08 Doenges, Bartlesville, OK $26,733.00 Ford of Tulsa, Tulsa, OK $28,485.00 Mr. Tucker recommended accepting the low bid from Quality Motors, in the amount of $28,106.08 due to the fact the bid from Doenges, Bartlesville, Oklahoma was for a 2-wheel drive instead of a 4-wheel drive. Minutes April 19, 2004 Page 2 MCRF#1 TRUCK BID (Continued) ACTION: A motion was made by Commissioner Taylor to approve the bid for one (1) newF-550 4x4 truck to be used at the Sycamore Fire Department in the amount of $28,106.08 submitted by Quality Motors, Independence, Kansas. NO. 04-66 Mr. Tucker requested approval to receive bids for a utility bed for the new truck. The following action was taken: ACTION: A motion was made by Commissioner Taylor to authorize the Montgomery County Rural Fire District No. 1 Director to obtain bids for a utility bed for the new F-550 4x4 truck. ******** PUBLIC WORKS: Barbara Curtis, Public Works Coordinator, presented the weekly written report. The following items were discussed: Road & Bridge (1) Utilities moved for bridge project (2) Gravel & drainage problems (3) Road vacation request Co. Road 5000 and Co. Road 2175 (4) Request to purchase new computer (4) Bids will be opened on April 27th for the Tandem Axle Dump Truck; and Sewer District No. 2 (trying to pin point problem areas to be included for grant monies). Special tour dates were set for touring each Commissioner district with Public Works. Ms. Curtis requested replacing an Operator II at a salary of $7.92 per hour to replace an operator resigning. The following action was taken: ACTON: A motion was made by Commissioner Hey to approve the posting of a job opening for an Operator II at a salary of $7.92 per hour for the Public Works Department. ******** MONTGOMERY COUNTY HEALTH DEPARTMENT BIO TERRORISM FUNDS: Ruth Bardwell, Montgomery County Health Administrator, presented a list of budget items for the grant funds from the Bio Terrorism grants awarded to Montgomery County. Ms. Bardwell explained the money must be expended by August 30, 2004 or the remaining funds must be returned to the State of Kansas. She presented a budget outlining expenditures; the budget has been submitted to the state and accepted. She also explained each item and the need and how these items will be utilized through out the county for emergencies. The following action was taken: ACTION: A motion was made by Commissioner Taylor to authorize the County Health Department to spend up to $61,875 in Bio Terrorism Funds and to go out for bids for the items to be purchased. There is not matching funds required from the County for the grant. Motion was seconded by Commissioner Mattix. NO. 04-67 Ms. Bardwell was commended by the Board on the excellent job she is doing at the County Health Department.
******** Minutes April 19, 2004 Page 3 ENVIRONMENTAL HEALTH ILLEGAL DUMP CLEANUP PROGRAM KDHE: Scott Barnhart, Environmental Health/Zoning Administrator met with the Board along with Vicki OBrian and Wes Page, Kansas Department of Health and Environment, (Solid Waste). They presented the State Assisted Illegal Dump Cleanup Program with a dumping site on South 17th Street as the targeted project. The property is owned by Mr. Tommy Lewis and Mr. Lewis was also present for the meeting. Most of the trash is demolition debris being illegally dumped on Mr. Lewis property. The State of Kansas offers a program with assistance up to $10,000.00 with a 25% match from the County. This match may be through in-kind services. The following action was taken: ACTION: A motion was made by Commissioner Taylor to approve the participation in the State Assisted Illegal Dump Cleanup Program and direct Scott Barnhart, Environmental Health /Zoning Administrator to pursue all necessary requirements and locations of dump sites in the County available for this program. NO. 04-68 Commissioner Taylor thanked Mr. Barnhart for his participation in the follow-up for the clean up of the bone meal spill on Highway 75 north of Caney. ******** OTHER COUNTY BUSINESS: 4. Telephone Message District Court: ACTION: A motion was made by Commissioner Hey to not approve the installation of a telephone message to our present telephone system as requested by the District Court Offices. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE Commissioner Hey - Yes Commissioner Mattix - Yes Commissioner Taylor - Yes RES. NO. 04-69 5. After Prom: ACTION: A motion was made by Commissioner Taylor to authorize a total of $1,000.00 be expended for After Prom functions to be divided equally between Unified School Districts 436, 445, 446 and 447. NO. 04-59 3. Fair Housing Civil Rights Activity: ACTION: A motion was made by Commissioner Hey to approve the Civil Rights Activity for 2004 for Montgomery County in the form of the distribution of Fair Housing book marks to be placed in libraries and at the courthouse in the County Clerks office. City of Dearing 4-Wheeler Problem: A letter from the Dearing City Clerk was presented to the Board requesting information on assistance with controlling 4-Wheelers within the City limits. The County Clerk was instructed to write a letter to the City of Dearing advising them the Board does not have jurisdiction over this matter and refer them to law enforcement and their legal advisor. ******** Minutes April 19, 2004 Page 4
