BOARD OF COUNTY COMMISSIONERS MONTGOMERY COUNTY, KANSAS OFFICIAL MINUTES March 29, 2004 The Board of County Commissioners, two members and the County Clerk present, met in regular session at 9:00 AM. Commissioner Mattix was absent due to Jury Duty. ******** CALL TO ORDER: Commissioner Hey. INVOCATION: Commissioner Taylor. PLEDGE OF ALLEGIANCE: Commissioner Hey. AGENDA APPROVAL: ACTION: A motion was made by Commissioner Hey to approve the agenda as amended. The motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Absent Commissioner Taylor - Yes ******** APPROVAL OF MINUTES: ACTION: A motion was made by Commissioner Hey approve the minutes of March 22, 2004 as presented by the County Clerk. The motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Absent Commissioner Taylor - Yes ******** APPROVAL OF PAYMENT OF INVOICES: ACTION: A motion was made by Commissioner Taylor to approve invoices in the amount of $13,996.33, $55.50 and $54,619.67 as presented by the County Clerk’s office. The motion was seconded by Commissioner Hey. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Absent Commissioner Taylor - Yes ******** COMPUTER DEPARTMENT – RVI RENEWAL: Ken Collins, Computer Director, presented the renewal for Real Vision Imaging in the amount of $3,000.00 per year for support and maintenance. The following action was taken: ACTION: A motion was made by Commissioner Taylor to approve the renewal of the Real Vision Imaging in the amount of $3,000.00 per year for support and maintenance. Motion was seconded by Commissioner Hey. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Absent Commissioner Taylor - Yes RES. NO. 04-51 ******** Minutes – March 29, 2004 Page 2 4-BAC INSPECTION SERVICES LLC: Melissa McDow and Carrie Snyder presented their company to the Board and requested to be placed on the official county bid list for engineering inspections services. Their company is based in Chautauqua County. ACTION: A motion was made by Commissioner Taylor to add 4-BAC Inspection Services LLC to the list of professional services for bidding purposes. Motion was seconded byCommissioner Hey. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Absent Commissioner Taylor - Yes ******** PUBLIC WORKS: Barbara Curtis, Public Works Coordinator, presented the weekly written report. The following items were discussed: Road and Bridge work report; Building Maintenance(1. Bid proposals for carpet in Human Resources and County Health Department to be opened April 7th, 2. District Court would like to have a recorded message to persons on hold on their phones at a cost of $350.00); Road Closure Request; and working on 5 year plan to possibly add Caney Bridge, Bridge on East 8th , Coffeyville and the overflow on East 8th, Coffeyville. The Board discussed the request by District Court and placed the request on hold until it is discussed with department heads. The system would affect all department telephones. ******** MONTGOMERY COUNTY RURAL FIRE NO. 1 – GRANT APPLICATION: Gene Tucker, MCRF#1 Director, presented a grant application from FEMA requiring a 10% funding match from the fire district. The grant application will be in the amount of $125,000 to be used for self contained breathing apparatus. The following action was taken: ACTION: A motion was made by Commissioner Taylor to authorize the application for the FEMA Grant in the amount of $125,000 with a 10% match if awarded for Montgomery County Rural Fire District No. 1. Motion was seconded by Commissioner Hey. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Absent Commissioner Taylor - Yes EXECUTIVE SESSION: ACTION: A motion was made by Commissioner Taylor to recess to Executive Session at 10:25 AM to return at 10:35 AM to discuss non-elected personnel with Gene Tucker present. Motion was seconded by Commissioner Hey. ROLL CALL VOTE – Commissioner Hey - Yes Commissioner Mattix - Absent Commissioner Taylor - Yes Returned to session at 10:35 AM with no action taken and no decisions made. ******** OTHER COUNTY BUSINESS: 1. Resolution No. 98-100 to be rescinded or amended: ACTION: A motion was made by Commissioner Hey to amend rescind Resolution 98-100 and to approve a resolution approving the extension of insurance benefits to employees of the County who have more than 10 years service at the retirement age of 65 and wish to continue their insurance coverage with the County group policy. The cost of premium will be at the retired employee’s expense. Motion was seconded by Commissioner Taylor. NO. 04-52 Minutes – March 29, 2004 Page 2 Commissioner Mattix returned from Jury Duty at 10:50 AM. ******** Recessed to Department Head luncheon at 11:00 AM. Commissioner Hey was absent from luncheon. ******** ADJOURNMENT: 12:30 PM ACTION: Motion by Commissioner Taylor, seconded by Commissioner Mattix.
