SPECIAL MEETING

 February 16, 2004

The Board of County Commissioners, three members and the County Clerk present, met in special session at 8:00 AM.

CALL TO ORDER:  Commissioner French Hey called the meeting to order as Chairman of the Board of County Commissioners at 8:05 AM.  Commissioner Lee Mattix was present.  Commissioner Rudy Taylor was present.  County Clerk Charlotte Scott Schmidt present.

 After meetings were called to order, City Manager Paul Sasse called for action by each entity.

 Commissioner Hey asked to be included in the Montgomery County Resolution the wording “including economic development, of the County, to authorize by home rule the issuance of general obligation bonds of the County to provide funds for an economic development grant to be used in connection with the Project”.  City Manager Paul Sasse will advise bond council of the request.

The following action was taken adopting Resolution 04-30 and authorizing Chairman to sign inducement agreement.

 ACTION:  A motion was made by Commissioner Taylor to adopt Resolution 04-30 authorizing Montgomery County to execute and deliver an Industrial Inducement Agreement for the purpose of assisting in the modification, expansion and further equipping by Cessna Aircraft Company of an aircraft manufacturing facility located in the environs of the City of Independence, Kansa with any amendments for funding as per bond council and authorize the Chairman to sign on behalf of Montgomery County.  Motion was seconded by Commissioner Mattix.
