TRANSPORTATION OF BODIES BIDS: The following bids were received for the Transportation of Bodies for the County Coroners Office: First Call of Kansas, Inc., Topeka, Kansas $265.00 Ray Fransisco Embalming, Tulsa, Oklahoma $249.00
ACTION: A motion was made by Commissioner Mattix to accept the low bid from Ray Fransisco Embalming, Tulsa, Oklahoma for the transportation of bodies for the County Coroners Office. PUBLIC WORKS: Barbara Curtis, Public Works Coordinator, presented the weekly written report. The following items were discussed: Award of bids (Motorgrader, Fencing and Truck and Chemicals for Noxious Weed); and Transfer of Funds for Road and Bridge. The following action was taken:

ACTION: A motion was made by Commissioner Hey to accept the low bid from All American Fence, Independence, Kansas for a fence requested by Public Works Department for storage of Sheriffs seized vehicles, in the amount of $5,6l4.87. ACTION: A motion was made by Commissioner Taylor to accept the bid from Perl Chevrolet, Coffeyville, KS in the amount of $27,430.00 for the Noxious Weed Department. TRANSFER OF FUNDS ROAD AND BRIDGE:
ACTION: A motion was made by Commissioner Mattix to approve the transfer of all available monies from the Road and Bridge Fund, as of December 31, 2003 into two (2) Reserve Funds. The amount of $200,000 to be credited to the Special Road, Bridge or Street Building, Machinery, Equipment & Bridge Building Fund and the amount of $200,000.00 to be credited to the Special Highway Improvement Fund. This transfer is subject to the 2003 audit. The Commission authorizes the County Treasurer to make this transfer. The motion was seconded by Commissioner Mattix.
Discussion: Commissioner Hey stated he felt the monies should be used to reduce the mill levy for Road and Bridge in the carry over December 31, 2004. The Chairman called for the vote. ROLL CALL VOTE Commissioner Taylor Yes Commissioner Hey No Commissioner Mattix Yes RES. NO. 03-170 ********
JUDICIAL CENTER SECURITY PROJECT: Judge Dent presented the Board with documents to be approved: (1) a contract between the County and K-Tech of Independence for the audio-visual work in the large courtroom ; and a change order which primarily covers the locks on the access doors with Lang Construction. The following action was taken: ACTION: A motion was made by Commissioner Mattix to approve the following for the Judicial Center security project and renovation: (1) a contract between the County and K-Tech of Independence for the audio-visual work in the large courtroom in the new amount of $85,500.00; and a change order which primarily covers the locks on the access doors with Lang Construction in the new amount of $95,556.00. ACTION: A motion was made by Commissioner Mattix to accept the recommendation of the Montgomery County Rural Fire Director and purchase six (6) mobile hand held radios from Mobile Radio Service, Great Bend, KS in the amount of $2,674.79. Motion was seconded by Commissioner Taylor. Debit Montgomery County Rural Fire District No. 1 Fund.

ACTION: A motion was made by Commissioner Hey to purchase the John Deere Motor Grader from Murphy Tractor, Wichita, Kansas in the amount of $57,500.00 with trade in and to also include the five (5) year warranty in the amount of $4,650.00. EXECUTIVE SESSION:
ACTION: A motion was made by Commissioner Taylor to recess to Executive Session at 11:15 AM to return at 11:25 AM to discuss non-elected personnel with the County Commissioners present. OTHER COUNTY BUSINESS:
1. Amend Resolution No. 03-158
ACTION: A motion was made by Commissioner Hey to amend Resolution No. 03-158 to read 2002 taxes in the amount of $832.5l on Parcel #103-08-040-11004 at the request of the County Treasurer to correct information given to the County Treasurer previously. 2. Distribution of Local Alcoholic Liquor Tax Funds
ACTION: A motion was made by Commissioner Hey to approve the distribution of the local alcoholic Liquor Tax Funds by population prorated to all Incorporated cities in Montgomery County, for Special Parks and Recreation in the amount of $12,779.79.
