The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

APPROVAL OF PAYMENT OF INVOICES: ACTION: A motion was made by Commissioner Hey to approve invoices in the amount of $311.82 and $250.04 as presented by the County Clerk’s office. MONTGOMERY COUNTY RURAL FIRE DISTRICT NO. 1 – BIDS ( 1 TON TRUCK): Gene Tucker, Montgomery County Rural Fire Director, presented bids for a one ton truck for the fire district. Bids were as follows: Columbus Ford, Mercury, Columbus, Kansas $27,278.00 Quality Motors, Independence, Kansas $27,860.00 Perl Chevrolet, Coffeyville, Kansas $26,800.00 Romans Chevrolet, Independence, Kansas $29,241.00 ACTION: A motion was made by Commissioner Taylor to purchase a 2004 one ton truck from Quality Motors on the recommendation of Montgomery County Rural Fire Director, in the amount of $27,860.00. Motion died for lack of a second.
ACTION: A motion was made by Commissioner Hey to purchase a 2004 one ton truck from Perl Chevrolet, low bidder, in the amount of $26,800.00 for Montgomery County Rural Fire District No. 1. Motion was seconded by Commissioner Mattix. Debit Montgomery County Rural Fire Fund. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes RES. NO. 03-153 Mr. Tucker requested receiving bids for six (6) handheld radios at an estimated cost of $400.00 each. ACTION: A motion was made by Commissioner Mattix to approve the receiving of bids for six (6) handheld radios for Montgomery County Rural Fire District No. 1. Motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes
******** PUBLIC HEARING – LOCAL LAW ENFORCEMENT BLOCK GRANT: There was no public input for the hearing.
******** COMMUNITY CORRECTIONS – BID OPENINGS – COMPUTER EQUIPMENT: Kurtis Simmons, Community Corrections Director, presented bids for one (1) desktop computer. Bids were as follows: Kontempary Keyboards, Coffeyville, Kansas $1,288.00 Computer Generation, Independence, Kansas $1,328.00
ACTION: A motion was made by Commissioner Hey to approve the bid for one (1) desktop computer from Kontempary Keyboards, Coffeyville, Kansas in the amount of $1,288.00 for the Community Corrections Department. TRANSPORTATION TO MEDICAL EXAMINER – BOB FREEMAN, TOPEKA, KS: Mr. Bob Freeman, First Call, Topeka, Kansas, met with the Board to request an opportunity to bid on transportation for autopsies for the county. The Board agreed to receive bids and to award the contract at the next reorganization meeting in January, 2004. The County Clerk will prepare and mail the bid requests.

PUBLIC WORKS: Barbara Curtis, Public Works Coordinator, presented the weekly written report. The following items were discussed: Road and Bridge; Noxious Weed (Chemical Bid Request); HHW; and County Building Fund being used for installation of a fence and small portable building on property acquired for impounded vehicles. The Board agreed to receiving bids for chemicals for the Noxious Weed Department and to limit the bidders to “in county suppliers”. Discussed fencing and portable building. Ms. Curtis will obtain prices for building and fencing costs.
******** DEPARTMENT OF CORRECTIONS – UNCLAIMED INMATE FUNDS: Jerry Williams, Department of Corrections Supervisor, presented a request for authorization to deposit the unclaimed inmate funds with the Montgomery County Treasurer and remove these balances from the books. The total amount of transfer is $764.10. The following action was taken: ACTION: A motion was made by Commissioner Taylor to authorize the transfer of “unclaimed inmate funds” in the amount of $764.10 to the Montgomery County Treasurer. Motion was seconded by Commissioner Hey. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes RES. NO. 03-155
******** NEWKIRK, DENNIS AND BUCKLES INSURANCE – INSURANCE RENEWAL: Dave Dennis, Doug Buckles and Ken Winston representing the insurance company, met with the Board to present the renewal figures for December 1, 2003 through December 1, 2004. After discussion on renewal rates and reasons for increases for Workers’ Compensation, it was decided to increase the deductible to $5,000.00 on Property and $1,000.00 for Workers’ Compensation. This would decrease the premium by $10,476.00 bringing the total premium for the county to $268,653.00 for the year. The following action was taken: ACTION: A motion was made by Commissioner Mattix to approve the renewal for Property, General Liability, Crime, Inland Marine, Automobile, Workers’ Compensation, Linebacker and Employee Benefit Insurance in the amount of $268,653.00 for the year December 1, 2003 through December 1, 2004 with Newkirk, Dennis & Buckles, Inc. and Coffeyville Insurance Associates. Motion was seconded by Commissioner Taylor. Debit County General Operating Fund. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes RES. NO. 03-156 ******** SHAFER, KLINE & WARREN, INC – LAYNE DRILLING WAIVER ON UNCASED PIPE: Mr. Les Wurm, P.E. with Shafer, Kline & Warren, Inc., Mr. Bob Behner, Operations Manager for Layne Drilling and Mr. Paul Oakleaf, Attorney, met with the Board to present a request for a waiver from the county to construct uncased natural gas county road crossings. Mr. Wurm presented information regarding the State of Kansas and the railroad’s requirements for crossings. The pipeline will be approximately 10 miles long at a cost of approximately 2 ½ million dollars. The pipeline will be cathodically protected steel pipe. The Board table their decision until the next meeting which will allow the Public Works Coordinator to check with the state on their requirements. No decision was made at this time.

1. Occupational License for Coffeyville Country Club:
ACTION: A motion was made by Commissioner Hey to approve the issuance of an Occupational License for the Coffeyville Country Club. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes RES. NO. 03-157
2. Chairman’s signature for deed for Dearing School.
3. Commissioner Mattix reported on the KAC meeting.
