The Board of County Commissioners, three members and the Deputy County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER:  Commissioner Taylor.

INVOCATION:  Commissioner Hey.

PLEDGE OF ALLEGIANCE:  Commissioner Taylor.

 

AGENDA APPROVAL:

ACTION A motion was made by Commissioner Hey to approve the agenda as amended.  The motion was seconded by Commissioner Taylor.

ACTIONA motion was made by Commissioner Taylor approve the minutes of October 27, 2003as presented by the County Clerk.  The motion was seconded by  Commissioner Hey.

APPROVAL OF PAYMENT OF INVOICES:

ACTION:  A motion was made by Commissioner Hey to approve invoices in the amount of $189,831.62 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Mattix.

HUMAN RESOURCES – EXECUTIVE SESSION:

ACTION:  A motion was made by Commissioner Taylor to recess to Executive Session at 9:04 AM to return at 9:17 AM with Human Resources Director Liz Schwatken and the Board of County Commissioner present, to discuss non-elected personnel.  Motion was seconded by Commissioner Hey.

Returned to session at 9:17 AM with no action taken and no decisions made.

HUMAN RESOURCES – HOLIDAY VOUCHERS (AMEND RESOLUTION):

 

ACTION:  A motion was made by Commissioner Mattix to amend the minutes of October 20, 2003 to read: “Holiday Vouchers to be issued to county employees, full time and part time, from participating grocery stores in the amount of $25.00 for each county employee paid from county funds.”  The motion was seconded by Commissioner Taylor.

FAMILY & CHILDREN SERVICE CENTER:

Duane Powell, Family and Children Service Director, presented the FY04 Unexpended Funding Request.  The following action was taken:

ACTION:  A motion was made by Commissioner Hey to approve the recommended budget for FY04 for Family & Children Service Center.  Motion was seconded by Commissioner Taylor.

ACTION:  A motion was made by Commissioner Taylor to approve the Application for Unexpended Funds Prevention Program FY04 for Family and Children Service Center.  Motion was seconded by Commissioner Hey.

                                               Commissioner Mattix - Yes

Mr. Powell stated this agency could cover the $7,500 of Daylene Walls salary until December 31, 2004 and requested the County Attorney’s office to assume the last six (6) months of the budget year.  No action was taken at this time.

MONTGOMERY COUNTY HEALTH DEPARTMENT – 2004 BIOTERRORISM GRANT:

Ruth Bardwell, Montgomery County Health Department Director, presented the 2004 Bioterrorism Grant for approval and signatures of the Board.  This grant is for $61,875 for Montgomery County.  The following action was taken:

ACTION:  A motion was made by Commissioner Hey to approve the Kansas Department of Health & Environment Bioterrorism Preparedness and Response Local Contract for Montgomery County  Health Department in the amount of $61,875 and authorize the Chairman of the Board to sign on behalf of Montgomery County.  Motion was seconded by CommissionerMattix.

PUBLIC WORKS:

Barbara Curtis, Public Works Coordinator, presented the weekly written report.  The following items were discussed:  Departmental Work Progress (Requested permission to continue with the purchase of a new motorgrader.  Commissioner Mattix and Commissioner Taylor agreed with Commissioner Hey not in agreement.  This request was tabled for two (2) weeks); Sewer District No. 2 (Construction scheduled to start by December 1); Noxious Weed (Requested permission to purchase a new 1-ton 4 wheel drive, cab and chassis with a 1990 Ford F-350 trade-in); and Coffeyville Sheriff Office Telephone System.  The following action was taken:

 

Recessed at 9:52 AM.

Returned at 10:00 AM.

 

ACTION:  A motion was made by Commissioner Taylor to approve obtaining bids for a new 1-ton 4 wheel drive, cab and chassis at an approximate cost of $35,000 for the Noxious Weed Department.  Motion was seconded by Commissioner Mattix.

ACTION:  A motion was made by Commissioner Mattix to approve the purchase of a telephone system for the Coffeyville Sheriff’s Office from The Phone Booth, Independence, Kansas, in the amount of $1,700.00 including equipment, labor and a 2 year warranty. Debit County Capital Outlay Fund.  Motion was seconded by Commissioner Taylor.

OTHER COUNTY BUSINESS:

4.       WIC AGREEMENT – CHEROKEE COUNTY:

ACTION:  A motion was made by Commissioner Hey to approve the agreement to allow the basement facility of the Judicial Center to be available for use by the Cherokee Health Department WIC Program.  Motion was seconded by Commissioner Mattix.

5.       OCCUPATIONAL LICENSE – CANEY AMERICAN LEGION:

ACTION:  A motion was made by Commissioner Hey to approve the renewal of an Occupational License for the Caney American Legion, Caney, Kansas.  Motion was seconded by Commissioner Mattix.

6.        Commissioner Mattix requested the County Clerk’s Office schedule the County Attorney and

       Sheriff to be on the agenda for the following week, 11-10-03, to discuss 2003 budgets.

4.       Commissioner Hey said he was going to look very carefully at any funds being spent regardless of whose fund it is being taken from.
