The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM. ******** CALL TO ORDER: Commissioner Taylor. INVOCATION: Commissioner Hey. PLEDGE OF ALLEGIANCE: Commissioner Mattix.

APPROVAL OF PAYMENT OF INVOICES: ACTION: A motion was made by Commissioner Hey to approve invoices in the amount of $165,352.49 and $123,146.62 as presented by the County Clerks office. ******** HUMAN RESOURCES STATUS CHANGE REGISTER OF DEEDS OFFICE: Liz Schwatken, Human Resources Director, presented an Employee Change of Status request for Karen Freeman from a Clerk II to Clerk III in the Register of Deeds Office. The following action was taken: ACTION: A motion was made by Commissioner Hey to approve the promotion of Karen Freeman from a Clerk II to Clerk III in the Register of Deeds Office at an hourly salary of $7.93 per hour. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes RES. NO. 03-132 ******** COUNTY APPRAISER OIL & GAS: Bill Hendrix, County Appraiser, met with the Board to discuss the possibility of engaging a firm to assist in locating oil and gas equipment using GIS and producing additional revenue to the county. Mr. Hendrix feels tax dollars would be found quicker and this would inventory oil and gas equipment in Montgomery County. This would provide a permanent database that would be updated every year at a cost to the county of $10,000 to $12,000 per year. The initial cost would be approximately $135,000. The Board asked for more information from counties in Oklahoma on additional revenue produced by this company and questioned the problems with an independent company going on private property to inventory the equipment on the leases. Mr. Hendrix will obtain more information and return to the Board. No action was taken at this time.

Returned at 9:45 AM. ******** MONTGOMERY COUNTY ACTION COUNCIL EXECUTIVE SESSION: Mr. Dennis Pruitt, Mr. Don Hill, Ms. Gwen Wilbern and Mr. Hub Meyer, all representing Montgomery County Action Council, met with the Board for an Executive Session. ACTION: A motion was made by Commissioner Taylor to recess to Executive Session at 9:50 AM to return at 10:15 AM with the Board of County Commissioners, Dennis Pruitt, Don Hill, Gwen Wilbern and Hub Meyer present, to discuss confidential data relating to financial affairs or trade secrets (i.e.: economic development group). Motion was seconded by Commissioner Mattix. ROLL CALL VOTE Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes Returned to session at 10:15 AM with no action taken and no decisions made. ACTION: A motion was made by Commissioner Taylor to recess to Executive Session at 10:16 AM to return at 10:30 AM with the Board of County Commissioners, Dennis Pruitt, Don Hill, Gwen Wilbern and Hub Meyer present, to discuss confidential data relating to financial affairs or trade secrets (i.e.: economic development group). Motion was seconded by Commissioner Mattix.
