The Board of County Commissioners, three members and the Deputy County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER:  Commissioner Taylor.

INVOCATION:  Commissioner Taylor.

PLEDGE OF ALLEGIANCE:  Commissioner Mattix.

AGENDA APPROVAL:

ACTION A motion was made by Commissioner Taylor to approve the agenda as amended.  The motion was seconded by Commissioner Hey.

APPROVAL OF MINUTES:

ACTIONA motion was made by Commissioner Taylor approve the minutes of September 8, 2003as presented by the County Clerk.  The motion was seconded by  Commissioner Hey.

APPROVAL OF PAYMENT OF INVOICES:

ACTION:  A motion was made by Commissioner Hey to approve invoices in the amount of $88,955.92 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Mattix.

PUBLIC HEARING – SEWER DISTRICT NO. 2:

ACTION:  A motion was made by Commissioner Hey to recess from regular session to Public Hearing for Sewer District No. 2 Grant at 9:15 AM.  Motion was seconded by Commissioner Taylor.

                                               Commissioner Hey - Yes

                                               Commissioner Mattix - Yes

 

ACTION:  A motion was made by Commissioner Hey to sign all phases of 3 and 4 and resolutions for the following:  Resolution Certifying Legal Authority to apply for the 2004 Kansas Small Cities Community Development Block Grant Program from the Kansas Department of Commerce and Authorizing the Chairman to Sign and Submit such an Application.  RES. NO. 03-125; A resolution Assuring the Kansas Department of Commerce that Funds will be Continually Provided for the Operation and Maintenance of the Sewer System Improvements to Sewer District No. 2 to be Financed with Community Development Block Grant Funds.  RES. NO. 03-126; and A resolution of Residential Antidisplacement and Relocation Assistance Plan under Section 104 (d) of the Housing and Community Development Act of 1974, as Amended. RES. NO. 03-127.           The motion was seconded by Commissioner Mattix.

Commissioner Hey closed the public hearing at 9:30 AM to return to regular session.

MONTGOMERY COUNTY RURAL FIRE – BID PRESENTATION – NOZZLES & AIR COMPRESSORS:

Gene Tucker, Montgomery County Rural Fire District No.1 Director, presented bids for 10-1 ½” nozzles as follows:

Weis Fire & Safety Equip, Salina, Kansas………………………………..     $5,950.00/$3,300.00

Emergency Fire Equip, Mayfield Kansas…………………………………     $4.320.00

Chief Fire and Safety Equip, Chickasha, Oklahoma……………………..      $3,550.00

 

20 – 1” nozzles:

Weis Fire & Safety Equip, Salina, Kansas………………………………..     $9,375.00/$6,300.00

Emergency Fire Equip, Mayfield Kansas…………………………………     $7,290.00

Chief Fire and Safety Equip, Chickasha, Oklahoma……………………..      $7,000.00

 

7 Air Compressors:

Emergency Fire Equip, Mayfield Kansas…………………………………     $3,520.00

 

ACTION:  A motion was made by Commissioner Mattix to accept bids from Emergency Fire Equipment, Mayfield Kansas for 10-1 ½” nozzles at a cost of $4,320.00 and 20-1” nozzles at a cost of $7,290.00 and 7 Air Compressors at a cost of $3,520.00.   Motion was seconded by Commissioner Taylor.

EXECUTIVE SESSION:

ACTION:  A motion was made by Commissioner Taylor to recess to Executive Session at 9:40 AM to discuss non-elected personnel to return at 10:05 AM.  Motion was seconded by Commissioner Hey.

ROLL CALL VOTE – Commissioner Taylor - Yes

                                               Commissioner Hey - Yes

                                               Commissioner Mattix - Yes

Returned to session at 10:05 AM with no action taken and no decisions made.

HUMAN RESOURCES – SHARED LEAVE REQUEST – COUNTY APPRAISER’S OFFICE:

A Shared Leave Request from the County Appraiser’s office was presented by Liz Schwatken, Human Resources Director.  The following action was taken:

ACTION:  A motion was made by Commissioner Hey to approve the Shared Leave Request by the County Appraiser’s office for 40 hours of shared leave.  Motion was seconded by Commissioner Mattix.

PUBLIC WORKS:

Barbara Curtis, Public Works Coordinator, met with the Board.  There was no written weekly report.  Discussed patching on Peter Pan Road; checking the railroad crossing on Taylor Road for a dip or bump sign to be installed; advised an applicant has been found to hire for the Bookkeeping position. 

ACTION:  A motion was made by Commissioner Mattix to approve the hiring of the new employee in the Public Works Department, Bookkeeper III position, at a salary of $9.00 per hour.  The motion was seconded by Commissioner Taylor.

Discussion:  Commissioner Hey still has reservations about starting person at Bookkeeper II level.

Discussed hiring a Blade Operator to replace present employee resigning at a starting salary of $7.92 per hour.  All Board members agreed to the replacement.

MONTGOMERY COUNTY HEALTH DEPARTMENT – FLU VACCINATIONS:

Ruth Bardwell, Montgomery County Health Director, met with the Board to discuss flu vaccinations for county employees.  The following action was taken:

ACTION:  A motion was made by Commissioner Taylor to authorize the Director of County Health to administer flu vaccines to county employees desiring to participate in the program.  The cost of all flu vaccinations for county employees will be paid by the county at a cost of $12.00 each.  Any employee wishing to obtain pneumonia vaccinations will be responsible for the cost of $25.00 each.  Motion was seconded by Commissioner Hey.

RES. NO. 03-124

Ms. Bardwell requested approval to purchase a refrigerator for the Coffeyville Office for medical storage.  The Board approved the purchase in the $1,000 to $1,200 range.

She advised the Board their department has been given Special Service Award.  Crawford County nominated Montgomery County and Labette County for special award for helping administer 700 Tetnus shots to people in the tornado area.

OTHER COUNTY BUSINESS:

1.        Kiddie Parade – Closing on October 24th at 2:00 PM.

ACTION:  A motion was made by Commissioner Taylor to close the Courthouse at 2:00 PM on October 24th to allow the employees to attend the Kiddie Parade in Independence.  Motion was seconded by Commissioner Hey.
