 The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER:  Commissioner Taylor.

INVOCATION:  Commissioner Mattix.

PLEDGE OF ALLEGIANCE:  Commissioner Hey.

AGENDA APPROVAL:

ACTION A motion was made by Commissioner Taylor to approve the agenda as amended.  The motion was seconded by Commissioner Hey.

APPROVAL OF MINUTES:

ACTIONA motion was made by Commissioner Hey approve the minutes of September 15. 2003as presented by the County Clerk.  The motion was seconded by  Commissioner Mattix.

APPROVAL OF PAYMENT OF INVOICES:

ACTION:  A motion was made by Commissioner Taylor to approve invoices in the amount of $3,706.82 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Hey.

COURT REMODELING BID:

Judge Dent and Shawn of Heckman and Associates, met with the Board and presented the bid for the remodeling of the courtroom and Clerk of the District Court offices.  One bid was presented in the amount of $77,798.00 from Lang Construction.  The total cost of the remodeling and security equipment for the project is $177,800.00.

ACTION:  A motion was made by Commissioner Taylor to approve the bid from Lang Construction in the amount of $77,798.00 and the total improvement cost for the Judicial Court System remodeling and AV and electronics in the amount of $177,800.00 to be debited from Judicial Surplus.  Motion was seconded by Commissioner Hey.

Recessed to canvass of votes for the Special Question Election for Coffeyville City at 9:15 AM.

The canvass of votes was conducted with no changes in the number of votes cast or the outcome of the election:    853 Yes        255 No

EMERGENCY PREPARDEDNESS – GRANT FUNDS:

Steve Coltharp, Director, presented information on the Home Security Grant funds awarded to Montgomery County in the amount of $76,859 and $229,604.62 for the year 2003.

CDBG GRANT APPLICATION – FOUR COUNTY MENTAL HEALTH:

Steve Robb, representing Four County Mental Health Grant application, presented application form for the signature of the Chairman.  The following action was taken:

ACTION:  A motion was made by Commissioner Hey to authorize the Chairman of the Board to sign the application for the CDBG Grant for Four County Mental Health with the changes as requested by the Department of Commerce and Housing.  Motion was seconded by Commissioner Mattix.

PUBLIC WORKS:

Barbara Curtis, Public Works Coordinator, presented the weekly written report.  The following items were discussed:  Departmental Work Progress (Road and Bridge Chip and Seal report and asphalt report); and Household Hazardous Waste report.  No action was taken as a result of this report.

Discussed a connecting road between Cline Road and Highway 169.

OTHER COUNTY BUSINESS:

1.        Signed Appraisal Maintenance Specification.

2.        Signed Explanation of LMI Variance Letter for Montgomery County Sewer District No. 2.

3.        County Credit Cards – Letter from Sheriff Daniels requesting three (3) additional credit cards to be issued to be used for transporting. 

ACTION:  A motion was made by Commissioner Mattix to approve the issuance of three (3) additional credit cards to the Sheriff’s Department to be used for transport and a letter be issued to the Sheriff’s Department requesting the cards be held in the office and a log kept when issued to an officer.  Motion was seconded by Commissioner Hey.

4.        Voting Delegate – KAC Meeting

 The voting delegate for the KAC Meeting to be held in November will be Commissioner Mattix and alternate delegate will be Commissioner Hey.  Registration of these delegates mailed to KAC this date.

 5.        Sturgeon/Montgomery County Letter from County Counselor. 

A letter from Paul Kritz regarding the Sturgeon claim against Montgomery County Public Works was discussed.  It was decided by the Board Commissioner Hey would visit with Paul Kritz and discuss the offer of $200.00 to settle the claim.
