AGENDA APPROVAL: ACTION: A motion was made by Commissioner Taylor to approve the agenda as amended. The motion was seconded by Commissioner Hey. APPROVAL OF PAYMENT OF INVOICES: ACTION: A motion was made by Commissioner Mattix to approve invoices in the amount of $19,496.00 and $419,194.69 as presented by the County Clerk’s office. ******** EXECUTIVE SESSION – COUNTY COUNSELOR: ACTION: A motion was made by Commissioner Taylor to recess to Executive Session at 9:10 AM to return at 9:30AM for Attorney/Client Privilege with County Counselor Paul Kritz present.. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes Returned to session at 9:30 AM with no action taken and no decisions made.
******** PUBLIC WORKS: Barbara Curtis, Public Works Coordinator, presented the weekly written report. The following items were discussed: Major Bridge Replacement Status; Spears Manufacturing Company Roadway (1225 Road projected opening date of August 8th); Departmental Work Progress. Other discussion included: 1. Stop signs onto Spears Road from High and State Streets. 2. Bookkeeper Position. The following Action was taken: ACTION: A motion was made by Commissioner Taylor to authorize and approve the installation of stop signs at the intersections of High Street and State Street both intersecting with Spears Drive. Motion was seconded by Commissioner Hey. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes RES. NO. 03-102 Commissioner Hey asked the decision on the salary posting for the Bookkeeper Position be tabled until August 25th and the structure be revisited and discussed. This was approved and tabled until the August 25th meeting.
******** PUBLIC HEARING – 2004 MONTGOMERY COUNTY BUDGET: ACTION: A motion was made by Commissioner Hey to recess the regular meeting and begin the Public Hearing as scheduled for the 2004 Montgomery County Budget. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes Public input for the budget hearing was heard from Jim Cozad, Sue Hooke and Representative Frank Miller. Representatives from the Montgomery County Extension Council were present but did not address the Board. Ms. Hooke said there is a concern due to a 13% increase in taxes and people are moving because of taxation. Mr. Cozad stated funds go to schools and county taxes are very insignificant. Mr. Miller addressed the state cuts and requested the county decrease by 7% of their expenses and suggested a decrease in full time employees. A letter was received,and read by the County Clerk, from Mr. Adolph Wildgrube addressing the fact the statutory authority is not stated in the publication and questioning the publication in only one newspaper. State requires the budget to be published in the official county newspaper one time only. Commissioner Hey stated the budget was not taken lightly by the Board. He read and article addressing problems at the local government level by Senator Derek Schmidt and asked this article be made a part of the official minutes. This article is attached. ACTION: A motion was made by Commissioner Taylor to approve the 2004 Montgomery County Budget with a mill levy of 47.004. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes RES. 03-103
ACTION: A motion was made by Commissioner Taylor to close the public hearing at 11:09 AM. Motion was seconded by Commissioner Hey. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes DEARING SCHOOL PROPOSALS: Commissioner Mattix asked the applicants for the Dearing School Property be invited to meet with the Board on August 25th. There are five (5) applicants for the property. Commissioner Taylor will prepare the letter of invitation.
******** MONTGOMERY COUNTY RURAL FIRE #1: Gene Tucker, Montgomery County Rural Fire Director, requested minimum wage be paid to the volunteer firefighters when responding to special incidents. It was determined a procedure must be established. Mr. Tucker will prepare a procedure along with the fire chiefs and return to the Board before any action will be considered. Requested replacement of door at the Tyro Station at a cost of $975.00 by Dave’s Construction, Dearing, Kansas. The following action was taken: ACTION: A motion was made by Commissioner Taylor to approve the purchase and installation of a door at the Tyro Fire Station at a cost of $975.00 by Dave’s Construction, Dearing, Kansas. Debit Montgomery County Fire General Fund. Motion was seconded by Commissioner Hey. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes RES. NO. 03-104 Mr. Tucker told the Board Mr. Monty Owens of Jensens in Coffeyville donated a new bed for the fire truck at Dearing. The bed, if purchased, would be a cost of approximately $1,000.00. A thank you note will be sent from the Board.
