BOARD OF COUNTY COMMISSIONERS MONTGOMERY COUNTY, KANSAS OFFICIAL MINUTES
July 14, 2003 The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

******** APPROVAL OF MINUTES: ACTION: A motion was made by Commissioner Mattix approve the minutes of June 30, 2003 and July 7, 2003 as presented by the County Clerk. The motion was seconded by Commissioner Hey. ROLL CALL VOTE Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes ******** APPROVAL OF PAYMENT OF INVOICES: ACTION: A motion was made by Commissioner Mattix to approve invoices in the amount of $3,847.24 and $191,228.92 as presented by the County Clerks office. The motion was seconded by Commissioner Taylor. ROLL CALL VOTE Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes ******** HUMAN RESOURCES EMPLOYEE STATUS CHANGE REGISTER OF DEEDS: Liz Schwatken, Human Resources Director, met with the Board and presented a request for a status change for a promotion for Linda Shoaf, Register of Deeds Office. The following action was taken: ACTION: A motion was made by Commissioner Taylor to approve an Employee Status Change for a promotion, with an increase of 3.5% for Linda Shoaf in the Register of Deeds Office. Motion was seconded by Commissioner Hey. ROLL CALL VOTE Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes RES. NO. 03-92 ********
MONTGOMERY COUNTY HEALTH/ENVIRONMENTAL HEALTH WEST NILE VIRUS: Ruth Bardwell, Montgomery County Health Director and Scott Barnhart, Environmental Health Director, met with the Board to discuss the possibility of a county policy to help control mosquitoes and the spread of West Nile Virus. Information and a pamphlet were submitted by Ms. Bardwell explaining the transmitting of West Nile Virus. Several suggestions were presented by Mr. Barnhart, including but not limited to the control of brush where water remains and the possibility of chemical control in areas that do not drain. A policy will be prepared by Ms. Bardwell and Mr. Barnhart for the approval of the Board before adoption. No action was taken at this meeting. ******** PUBLIC WORKS: Barbara Curtis, Public Works Coordinator, was not present for the meeting. A written report was received by the Commissioners. No action was taken for Public Works. ******** SENATOR DEREK SCHMIDT COUNTY BUDGET PROBLEMS: Senator Derek Schmidt and County Appraiser Bill Hendrix were present for a discussion of pending problems with budgets throughout Montgomery County and other counties in Kansas. Several sources of revenue have been cut to the county from the State of Kansas. Senator Schmidt is aware of the serious problems this has brought to the counties. Mr. Hendrix stated the valuation in Commercial Personal Property has decreased at a higher rate than residential new building has increased.
******** BUDGET SESSION LARRY WRIGHT: The Montgomery County Budget for 2004 session was a work session with Larry Wright present. As a result of this session the levy was established at 47.004 mills. The budget will be presented in its entirety at the next meeting for the approval of the Board and published on July 23rd for the public hearing on August 4th. ******** OTHER COUNTY BUSINESS:
1. The Employee Status Change for Road and Bridge was once again tabled for the July 21st meeting due to Barbara Curtis being absent. ********
